An Impact Analysis of the Korea-Japan Undersea Tunnel Project;focus on Economic Potential Model Analysis (한일간 해저터널사업의 효과분석;성장잠재력 분석을 중심으로)

  • With rapid growing of the Northeastern Asia, the interest for the connection of Infrastructure that was behind of interesting until now is getting larger. In a line of same connection, UN-ESCAP are forwarding transcontinental railway project, asian highway project et al.. And this study aimed at analysis on the effect that extended to a space by Korea-Japan undersea tunnel project. In aspect of a national land balanced-development to solve various problems such as overcrowding in capital region, unbalanced state by regions, weak exchange between South and North Korea, and weakness of national land basis to prepare for unification et al., this study consulted the economic potentiality model as a analysis method to examine an effect. In this analysis, I used 24 scenarios including all cases by combination of 3 scenarios for Korea-Japan undersea tunnel, 4 scenarios for transportation modes in the section of undersea tunnel, and 2 scenarios for adjacency infrastructure. Transportation modes in the section of undersea tunnel are railway, car-train, mixing way of railway and car-train, and mixing way of road and railway. Adjacency infrastructure applied railway and road. In all scenarios, Korea showed higher growth potentiality than Japan. Also, proposal plan C route relatively showed better in national land balanced-development than other proposal plans. The growth potentiality relatively appeared higher by buildup of a connection together with non-capital regions from the construction of Korea-Japan undersea tunnel. In aspect of Northeastern Asia, it resulted in a increasing of trade and chance of network formation in the region of Asia through infrastructure connection. But, in considering passenger and various factors that extended to the economic growth, this analysis have some limitation. Therefore, I hope that deep studies will continuously perform with various factors.

  • Until the late 19th century, $\ulcorner$Gagogwonryu(歌曲源流)$\lrcorner$ was a collection of songs which had powerful influence on Gagog tradition. However, its role on Gagog(歌曲) tradition since then is less well known. Generally, it is presumed that Gagog tradition might disappeared by giving way to modern song genre. So this article question that $\ulcorner$Gagogwonryu$\lrcorner$ became extinct rapidly between the late 19th century and early 20th century, and follow $\ulcorner$Gagogwonryu$\lrcorner$ tradition of early 20th century. Gagog instruction for beginner had a clue to answer this question. This instruction was written by Ha Son-il(河順一) who was a teacher and singer in a private music institute. named 'ChoyangGurakbu(調陽俱樂部). Accordingly, this article has processed two phases in order to find out this question. First of all, this article analyzed Gagog instruction that Ha soon-il edited. As a result, it found out that Gagog instruction included the whole $\ulcorner$Gagogwonryu$\lrcorner$'s contents in the 19th century and was transmitted actively until the early 20th century. Second, this article found out $\ulcorner$Gagogwonryu$\lrcorner$ tradition of the early 20th century by analyzing character of ChoyangGurakbu. And also this article discovered ChoyangGurakbu had been managed by an vigorous aid association. Gagog instruction for beginner written by Ha Son-il had spreaded from strength to strength in the early 20th century.

A Critical Review on the Critical Communication Studies in Korea (한국의 비판언론학에 대한 비판적 성찰: 문화연구와 정치경제학을 중심으로)

  • The purpose of this essay explores a critical review of the Korean critical communication studies focused on the problematic of cultural studies and political economy in 2000s. The findings are as follows; The 'consumer turn' or 'audience turn' in new revisionism modelling John Fiske's cultural studies has been interpreted not to complement but to substitute the necessary criticism of the post-authoritarian media establishment of Korea at that time, arising identity crisis of Korean cultural studies as one of the critical camp. On other side, however, some political economy studies close to the unilinear theses of orthodox marxism has been appraised to neglect the complex process and structure of media and cultural production as well. While the press war between the market-dominant dailies and some progressive dailies has given rise to a whole debate as expected in consolidating period of Korean emerging democracy, the conjucturalism as modelled by Hall's 'authoritarian populism' failed to initiate a new theo tical practice in Korea. Finally, this review essay propose the some new research issues that would converge cultural studies and political economy, modernism and postmodernism; citizenship vs 'cultural citizenship'(valuing the private identity and gender) or Habermasian public sphere vs 'cultural public sphere', the culture of production, (modern)citizen/(postmodern)consumer(recently debated in English media policy), 'differentiation' in capitalist production and 'difference' in consumer sovereignty, 21c future vision of public service broadcasting as one of the 20c institutions.

Salinity Distribution and Ecological Environment of Han River Estuary (한강 하구역의 염분 분포 및 생태환경특성)

  • Water quality and ecological environment in the Han River estuary was analyzed using the longterm water quality monitoring data from National Fisheries Research and Development Institute (NFRDI) and the existing data collected in this area. Based on the salinity distribution and changes of current direction in the lower Han River and its estuary, boundaries of the estuary were identified and also, distribution patterns of the phyto- and zooplankton, benthos, ichthyoplankton and fish were discussed related with the salinity changes in the macrotidal subestuary of Han River. Seasonal and spatial distribution of salinity suggested that the direct impact of freshwater be limited to the Incheon North Harbour all the year round and even extended to the southern area of Gyunggi Bay near Palmi island during limited time, usually in summer. Upper limit of salt water intrusion through the Han River is likely to be Singok underwater dam located Gimpo, Gyunggi Province, and normally limited to much lower part of the river, Jeonryuri, Gimpo. Biological boundaries of the Han River estuary exceeded the physical boundaries based on the salinity distribution. Many estuarine species in plankton and fish were found at the totally freshwater or saltwater depending on the seasons and tidal cycles. Some estuarine ichthyoplanktons showed extremely limited distributions in the estuary whereas adult fish revealed wide ranges of salinity adaptation. Critical environmental issues in the Han River estuary and its drainage basin are likely to be 1) pressure on development-promoted district for new town in the drainage area of the estuary, 2) reduction of tidal flat by reclamation, 3) pollutant input through river from municipal sewages and industrial wastes, and 4) ecological barrier between river and terrestrial systems by the military wire fence and riverside road.

Contingent Valuation of Wildlife-Vehicle Collision Prevention Projects (조건부가치측정법을 이용한 야생동물 교통사고 예방사업의 경제적 가치 추정)

  • With the continuous expansion of highway network and its traffics, neighboring wildlife habitats are splitted into smaller and more isolated patches. The infrastructures contribute to the wildlife-vehicle collision by creating barriers to animal movement. This kinds of traffic accidents are dangerous factors to the drivers' safety and the facilities on the highway as well as to the wildlife themselves. One of the most common ways to prevent habitat fragmentation are fauna crossings and fences. The cost of the mitigation measures to prevent wildlife-vehicle collision could be monetized. However their economic benefits are difficult to be measured. Using contingent valuation method, this study tries to estimate the economic valuation of wildlife collision prevention projects on the Korean highways. The result shows that 43.88% of Korean household had the positive willingness pay to the projects. Moreover, we found that the recognition of the project or the favourable attitude to the environmental issues could raise the willingness-to-pay. Therefore, active public relation on the project could make the friendly public opinion and increase the number of the household which has the positive willingness-to-pay on the project.

A Comparison on the Positioning Accuracy from Different Filtering Strategies in IMU/Ranging System (IMU/Range 시스템의 필터링기법별 위치정확도 비교 연구)

  • The precision of sensors' position is particularly important in the application of road extraction or digital map generation. In general, the various ranging solution systems such as GPS, Total Station, and Laser Ranger have been employed for the position of the sensor. Basically, the ranging solution system has problems that the signal may be blocked or degraded by various environmental circumstances and has low temporal resolution. To overcome those limitations a IMU/range integrated system could be introduced. In this paper, after pointing out the limitation of extended Kalman filter which has been used for workhorse in navigation and geodetic community, the two sampling based nonlinear filters which are sigma point Kalman filter using nonlinear transformation and carefully chosen sigma points and particle filter using the non-gaussian assumption are implemented and compared with extended Kalman filter in a simulation test. For the ranging solution system, the GPS and Total station was selected and the three levels of IMUs(IMU400C, HG1700, LN100) are chosen for the simulation. For all ranging solution system and IMUs the sampling based nonlinear filter yield improved position result and it is more noticeable that the superiority of nonlinear filter in low temporal resolution such as 5 sec. Therefore, it is recommended to apply non-linear filter to determine the sensor's position with low degree position sensors.

Habitat Connectivity between Soraksan and Odaesan National Parks with a Consideration of Wildlife Home Range (야생동물의 행동권을 고려한 설악산 국립공원과 오대산 국립공원간 서식지 연결)

  • Soraksan National Park and Odaesan National Park, that are 20.7 km apart, should play an important role as habitats and corridors for wildlife because they are located in the center of Baekdudaegan. However, landscape features such as small area, fragmentation, and geographic isolation seem to impede the proper ecological functions of these two national parks. Using GIS technique, we examined the pattern of fragmentation in these two national parks and adjacent regions (Sokcho-si, Goseong-gun, Inje-gun, Yangyang-gun, and Hongcheon-gun) encompassing a total of $4573.5km^2$ in area. We then selected the patches suitable for an endangered carnivorous species, leopard cat, based on habitat conditions, and identified the network and stepping stone among patches to enable leopard cats to migrate. Diverse roads and artificial facilities in the study area generated a total of 24,701 patches: 39 patches among these were selected as potential habitats upon considering the habitat condition such as vegetation types and minimum area for leopard cat. Three patches nearby Gyebangsan and Bangtaesan were identified as a potential network center to relieve the effects of fragmentation and isolation of the two national parks. Our results also showed that patches containing Jombongsan and Bangtaesan would act as a source patch from there leopard cats can disperse to both national parks. It is an urgent task to identify the pattern of fragmentation and the connectivity between patches in national parks and adjacent areas for wildlife conservation because almost all national parks confront land- scape problems similar to the two national parks examined in this study.

A Study on Pauperization Process of Low-Income Woman Head of Household (저소득 여성가구주의 빈곤화 과정에 대한 연구)

  • This study focuses on the problem of feminization of poverty that is formed within family relations. In order to approach this question, this study analyses the process of becoming poor through the life stories of ten woman are now heads of a household. There are differences among the study participants in the process of becoming a member of a low-income class. I have classified them into two groups depending on the routes they are led into the low-income class; one is the continuation of poverty group, and the other is the new members of the low-income class group. The continuation of poverty group is the case where they have been poor since their childhood and are still poor in their adulthood. The new members of the low-income class group is the case where you have become a low-income class sometime around divorce. The difference of the groups are related to the differences of the ways the power relationships work within a family. Women head of a household are prone to poverty because of the discrimination in formation, distribution and control of resources in their original family and their family formed by marriage. The norm of male breadwinner worked as a discrimination device. But this kind of discrimination device showed differences in their workings according to class. The continuation of poverty group experienced exclusion in the gendered responsibility of supporting the family and maintaining the family, whereas the other group experienced exclusion through the gendered nature of the distribution and control of resources. By showing that the presupposition of discussions on the poverty of woman head of a household is false, these findings challenge the existing view that as long as 'The Family' is maintained women will not be poor.

Labor Transition and Exclusion of Unprivileged Female Breadwinners (저소득 여성가구주의 노동이행과 배제)

  • The aim of this study is to examine how labour transition of female householders is proceeded, and to identify mechanisms that cause them to be excluded from labor market. For this, thirteen lone mothers who have had labor experience in the market, while raising children were interviewed. This qualitative case study was proceeded by way of participants' interviews and questionnaires. Finding shows, impoverished lone mothers were horizontally moving incessantly on second labor market. As poverty worsens by years, poor lone mothers tend to be more dependant on the government's support and to transit downward to work-poor labor market. The unprivileged women were excluded from multi-dimentions: market structure, social relations and gender norms. The sex-segmental and human capital-oriented market has excluded women who gave up their career for caring. Female breadwinners were frequently excluded from social relations and opportunities for labor due to their stigma. sometimes they were self-excluded from the market for they had to care for their children. In conclusion, suggestions are given to enhance qualities of lone mother's lives and help them exit from poverty. It is necessary to implement positive labor policy with labor flexibility and stability and to practice socialization of care as care support system is very important for maintaining their jobs. Above all, social awareness of gender role must be changed.

The Celebration of the Mansuseongjeol of Emperor Gojong (고종황제 만수성절 경축 문화)

  • Mansuseongjeol was originally a term that referred to the birthday of Chinese emperors. In October 1897, when Emperor Gojong ascended the throne, his birthday could be called mansuseongjeol. The celebratory events for mansuseongjeol took place throughout various levels of society and regions. Various places and classes including government officials, foreigners, students, religious people, journalists, merchants, civic groups, and nation-wide open ports celebrated the birth of Emperor Gojong, and the classes celebrating the day became stronger and wider. In other words, in the sense that the celebration had the nature of being universal, national, and global in terms of classes, regions, and races, the event was distinguished. Due to such nature, celebrating culture proceeded in various ways and the imperial family provided donation. Celebration on mansuseongjeol extended to respect toward the emperor and patriotism so it contributed to strengthening the emperor's power and solidifying the unity of the people. Also, such an event was reported around the world through diplomats and reporters living in Korea, raising the national status of Korea in the world. However, after the breakout of Russo-Japanese War, Japan controlled the finance of the royal family, reduced the power of the emperor, and the celebration of mansuseongjeol was also reduced. Due to the suspension of royal family's financial support, crackdown from Japan, and the dethronement of Emperor Gojong, events for mansuseongjeol disappeared and only inside the palace, did formal celebrations continue centering on pro-Japan officials and Japanese people. The abdication of Emperor Gojong came with the collapse of Korean Empire and along with that, celebration of mansuseongjeol came to an end. In the circumstances, the culture of court banquet disintegrated, and the best performers of Korean Empire degenerated into mere entertainers. Though mansuseongjeol, the medium of expressing respect toward the emperor and patriotism, lost its status, it is significant that the cultural achievements, which were created during the process established with the support of the financial power of the royal family, serve as internal power that drove Korea's modern and contemporary cultural history.
