변환시설 발생 해체금속폐기물의 용용제염처리

  • 변환시설의 해체 시 발생한 해체폐기물은 2009년 현재까지 약 354톤이며, 이들 중 탱크, 배관, 반응기, 펌프류 동의 해체금속폐기물이 약 191톤으로 54% 를 차지하고 있다. 이들 해체금속폐기물은 제염 처리공정을 통하여 전량 자체처분폐기물로 전환시키는 것을 목표로 두고 있다. 이는 오염된 금속류를 효과적으로 제염한 다음 자체처분시킴으로서 방사성폐기물에 대한 처분비용을 저감할 수 있기 때문이다. 해체금속폐기물 중 스테인레스강 해체폐기물은 질산 용액을 사용한 초음파화학제염공정으로 제염한 후 자체처분폐기물로 53톤을 전환하였다. 탄소강 해체물의 경우 스팀제염공정으로 제염한 결과 제영 효율은 좋았으나 변환시설 가동 중 유지 보수를 위하여 페인팅을 하였던 해체물의 경우 페인트를 제거하지 않을 경우 스팀제염장치로는 제염이 안 되었다. 탄소강 해체금속폐기물은 약 117톤 발생하였으며, 이들 중 모터, 펌프 등을 제외한 제염 대상 폐기물은 약 80톤이며, 이들을 용융 제염 및 감용을 위하여 기초 연구를 수행한 결과를 바탕으로 약 180kg/batch 용량의 금속용융제염 설비를 제작 설치하여 탄소강 해체금속폐기물 용융제염 처리를 수행 중에 있다. 금속용융은 장치가 간단하고 폐기물 처리량이 비교적 적고 단속적인 운전에 매우 효과적인 고주파 유도로를 사용하였다. 용융장치는 고주파 발진장지와 용해로체로 구성된 고주파 유도설비와 냉각계통으로 구성된다. 고주파발진장치는 철제 200kg을 용해할 수 있는 용량을 갖추었으며, 실험 및 실제 처리 등 용해로체의 크기 변경이 필요할 경우에는 고주파발진기의 출력 주파수를 변경할 수 있게 하였다. 용융 장치의 발진기 부분의 입력전원은 3상, 440V, 60Hz 이며, 출력전원은 200kW, 출력주파수는 lkHz, 3kHz, 5kHz로 구성되어 있으며, 회당 180kg 의 폐기물을 용융할 시에는 3kHz로 고정하여 사용하였다. 용해로체 부분 중 고주파유도가열부는 heating coil 및 절연부로 구성되어 있고, 그 외 support frame과 lever로 구성되어 있다. 용해로체와 고주파 발진장치의 냉각을 위한 냉각설비는 냉각기와 냉매의 저장을 위한 저장조로 구성되어 있으며, 냉각기의 용량은 20RT 이다. 용융로체의 직경은 약 28cm로 크기가 큰 해체물의 장입이 어려워 작은 크기로 세절을 해야만 하며,용융로의 용량을 증가시킬 경우 해체물을 작은 크기로 세절하는 비용을 절감할 수 있을 것이다. 용융 중 시료 채취는 매 배치마다 수행하였으며, 그림3과 같은 시료 채취용 주형 틀에 국자모양의 채취기로 채취하였다. 해체물의 용융시 ingot를 생성하기 위해서 주형틀에 용융물을 장입하기 전 시료를 채취하였다 그림4는 생성된 ingot이며, 이들의 방사능 농도는 배치마다 차이는 있지만 최대 0.05 Bq/g 이하로 나타나 자체처분 폐기물로 전량 전환 가능하였다 그림5 는 해체물에 함유된 우라늄과 불순물을 제거한 슬래그로 방사능농도는 약 12Bq/g 으로 나타났으며, 이들의 발생량은 약 3wt% 정도로 폐기물 발생량이 작았다. 따라서 금속폐기물의 경우 용융제염으로 처리할 경우 폐기물 발생량을 최대로 줄일 수 있어 처리 효율이 기타 처리 공정보다 효율적인 것으로 판단된다.

A Survey of Consumer's Consumption Characteristics of Environmental-Friendly Agricultural Products (EFAP) -Focused on Consumers in Discount Stores- (친환경농산물 소비행태 조사 -대형할인마트 고객을 중심으로-)

  • We investigated the consumption inclinations of consumers for environmentally-friendly agricultural products (EFAP) for better production and distribution of EFAP. Consumer inclinations in large supermarkets from April 7th to 30th, 2008 were surveyed. Data were analyzed using the SPSSWIN 12.0 program. Results showed that 90.4% of consumers recognized EFAP and 76.4% of those who recognized the products had actually bought the products. Members of the "have purchased group" bought EFAP once a week because they believed these products were safe from hazards, such as pesticide. The amount spent on EFAP was less than 20% of the total food budget and the major consumed items were green vegetables and fruits. The sale location was mainly large supermarkets and agricultural cooperation outlets. Although many people were satisfied with EFAP from the viewpoint of nutritional and sensory qualities and safety compared with general agricultural products, they were notsatisfied with the price. Many consumers trusted that EFAP were safe and nutritional. Members of the "not purchased group" also trusted the nutritional and sensory qualities of EFAP and recognized the safety issue, but they were not satisfied with the price, compared with general agricultural products. Consequently, to succeed in the market, EFAP should maintain the confidence of the consumer while decreasing in price.

Study on the Risk of Flammability & Combustion of Liquid Mixtures such as Alcohols (알코올류 등의 액체 혼합물에 대한 인화 및 연소 위험성에 관한 연구)

  • Purpose: Currently, many chemicals are used in industrial and real life, and many substances are used in the form of a single substance, but most of them are used in the form of a mixture, and there is a need for a criterion for judging the danger of these substances. Method: Therefore, this study aims to confirm the risk criteria of the mixture through experimental studies on flammable mixtures in order to secure the effectiveness of the details of the existing Dangerous Goods Safety Management Act angerous Goods Judgment Criteria and to ensure the reliability and reproducibility of the dangerous goods judgment. Result: Experimental results show that alcohol flash point is mixed with water, which is a non-flammable liquid. Similar flash point trends occurred around 60% on an alcohol basis. In addition, in the case of flammable-combustible mixtures, there was little change in flash point if the flash point difference of the two materials was not large, and if the flash point difference of the two materials was low, the flash point tended to increase with the increase of the high flash point material. Conclusion: In the future, the test results may provide reference data on the experimental criteria for the flammable liquids that are cracked at the fire site.

A Study on the Safety Policies of Truck Traffic Using Fuzzy-AHP (Fuzzy-AHP를 이용한 화물자동차의 교통안전 대책에 관한 연구)

  • With the increase of truck traffic, roads are becoming more congested and the risk of accidents is also increasing. Since the fatality rate of traffic accidents caused by trucks is about 2 to 3 times higher than that of passenger cars and buses, it is urgent to prepare policies for truck traffic safety. While most of the previous studies focused on factor analysis that contributes to traffic accidents, this study presented traffic safety policies (4 major-criteria and 12 sub-criteria) for trucks through driver interviews and previous studies. Then, the priority of the policies was evaluated by using Fuzzy-AHP. As a result, the improvement of truck drivers' working environment was evaluated as the most important criteria, and followed by the improvement of road traffic conditions. In detail, there is an urgent need to improve the freight car fare system, ensure sufficient rest for drivers, and strengthen the crackdown of illegal parking and stopping along roads. This study is expected to be usefully utilized in preparing traffic flow safety policies in preparation for the continuous increase of truck traffic.

A Study on Spatial Pattern of Impact Area of Intersection Using Digital Tachograph Data and Traffic Assignment Model (차량 운행기록정보와 통행배정 모형을 이용한 교차로 영향권의 공간적 패턴에 관한 연구)

  • In this study, we studied the directional pattern of entering the intersection from the intersection upstream link prior to predicting short future (such as 5 or 10 minutes) intersection direction traffic volume on the interrupted flow, and examined the possibility of traffic volume prediction using traffic assignment model. The analysis method of this study is to investigate the similarity of patterns by performing cluster analysis with the ratio of traffic volume by intersection direction divided by 2 hours using taxi DTG (Digital Tachograph) data (1 week). Also, for linking with the result of the traffic assignment model, this study compares the impact area of 5 minutes or 10 minutes from the center of the intersection with the analysis result of taxi DTG data. To do this, we have developed an algorithm to set the impact area of intersection, using the taxi DTG data and traffic assignment model. As a result of the analysis, the intersection entry pattern of the taxi is grouped into 12, and the Cubic Clustering Criterion indicating the confidence level of clustering is 6.92. As a result of correlation analysis with the impact area of the traffic assignment model, the correlation coefficient for the impact area of 5 minutes was analyzed as 0.86, and significant results were obtained. However, it was analyzed that the correlation coefficient is slightly lowered to 0.69 in the impact area of 10 minutes from the center of the intersection, but this was due to insufficient accuracy of O/D (Origin/Destination) travel and network data. In future, if accuracy of traffic network and accuracy of O/D traffic by time are improved, it is expected that it will be able to utilize traffic volume data calculated from traffic assignment model when controlling traffic signals at intersections.

The Quartile Deviation and the Control Chart Model of Improvement Confidence for Link Travel Speed from GPS Probe Data (사분위편차 및 관리도 모형에 의한 GPS 수집기반 구간통행속도 데이터 이상치 제거방안 연구)

  • The travel speed collected by the prove-car equipped with the GPS has the problems, which are the data's stability and finding out the representative travel speed, by the influence of the traffic signal and etc. at the interrupted traffic. This study was conducted to develop the method of filtering the outlier data from the data collected by the prove-car. The method to remove the outlier data from the serial data which were collected by the prove-car was adapted to each of the quartile deviation statistics model and the management graphic statistics model. The rate of removing the outlier data by the quartile deviation method was $0{\sim}3.7%$ while the rate by the management graphic statistic methods was $0.3{\sim}7.2%$. Both methods show the low removal rate at the dawn time when the traffic is inactivity, on the other hand the remove rate is high during the daytime. However, both methods have the problem such that the threshold level for removing the outlier data was established at the low bound in the case as good as the statistics model. Therefore, it is required for the experience calibration.

Geology and Fracture Distribution in the Vicinities of the Cheonseong and Jeongjok Mountains (천성산과 정족산 일원의 지질과 단열 분포)

  • After detailed geological mapping, structural and fracture-density data were collected and analyzed in the vicinity of Cheonseong and Jeongjok Mts., Gyeongsangnam-do. A extensive dextral strike-slip fault (Beopgi Fault) Parallel to Yangsan and Dongrae Faults, a dextral-transtensional-NW fault, and a few intermittent faults have been found in the study area. Based on strike and frequency, fracture system has been divided into three sets such as NNE-trending J1 ($NS-40^{\circ}E$), WNW-trending J2 ($N50^{\circ}-80^{\circ}W$), and ENE-trending J3 ($N60^{\circ}-90^{\circ}E$). According to analysis of fracture density, it is revealed as follows: (a) Jl is the combination of Y-, P-, and R-shear fractures due to the dextral strike-slip of the Beopgi Fault. (b) J2 is the preexisted fracture zone conducting the intrusion of granite. Two tensional fractures dipping to NNE and SSW respectively have been induced by intrusion of granite and followed crustal uplift. (c) J3 is the tensional fracture developed between Yangsan and Dongrae Faults having NNE trend and dextral strike-slip sense. This study aims to reduce environmental impact and insure stability of underground facilities and tunnels.

A Study on the Analysis of Urban Highways Traffic Accident's Impact Factors Based on Building Discriminant Models - In Busan Metropolitan City - (판별모델 구축에 따른 도시고속도로의 교통사고 영향요인 분석에 관한 연구 - 부산지역 사례를 중심으로 -)

  • The urban highway, which is a motorway constructed to solve traffic issues, has the characteristic of extremely high damage to life during traffic accidents because the speed of vehicles is higher than typical roadways. In particular, because traffic accidents involving serious injuries hold a very important place among overall traffic accidents, analysis on factors affecting the occurrence of traffic accidents involving serious injuries must be considered with priority when establishing a reduction measure. Therefore, the study built a model that was capable of distinguishing the degree of the factors as part of microscopic analysis for investigating the complex effect of many elements concerning the occurrence of traffic accidents involving serious injuries in urban highways. The results are as follows. First, discriminant model showed a comparatively high level in overall accuracy rates, and, considering the correlation ratio, the models were determined to be valid, as all characteristics of the factors were clearly distinguished. Second, the problems of traffic accidents involving serious injuries on urban highways according to each factor, were clearly drawn out through the discriminant model. Third, the improvement measure for the problems drawn out from the discriminant models were clearly proposed.

Using play-back image sequence to detect a vehicle cutting in a line automatically (역방향 영상재생을 이용한 끼어들기 차량 자동추적)

  • This paper explains effective tracking method for a vehicle cutting in a line on the road automatically. The method employs KLT based on optical flow using play-back image sequence. Main contribution of this paper is play-back image sequence that is in order image frames for rewind direction from a reference point in time. The moment when recognizing camera can read a license plate very well can usually be the reference point in time. The biggest images of object traced can usually be obtained at this moment also. When optic flow is applied, the bigger image of the object traced can be obtained, the more feature points can be obtained. More many feature points bring good result of tracking object. After the recognizing cameras read a license plate on the vehicle suspected of cut-in-line violation, and then the system extracts the play-back image sequence from the tracking cameras for watching wide range. This paper compares using play-back image sequence as normal method for tracking to using play-forward image sequence as suggested method on the results of the experiment and also shows the suggested algorithm has a good performance that can be applied to the unmanned system for watching cut-in-line violation.

An Extraction Method of Number Plates for Various Vehicles Using Digital Signal Analysis Processing Techniques (디지털 신호 분석 기법을 이용한 다양한 번호판 추출 방법)

  • Detection of a number plate consists of three stages; division of a number plate, extraction of each character from the plate, recognition of the characters. Among of these three states, division stage of a number plate is the most important part and also the most time-consuming state. This paper suggests an effective region extraction method of a number plate for various images obtained from unmanned inspection systems of illegal parking violation, especially when we have to consider the diverse surrounding environments of roads. Our approaching method detects each region by investigating the characteristics in changes of brightness and intensity between the background part and character part, and the characteristics on character parts such as the sizes, heights, widths, and distance in between two characters. The method also divides a number plate into different types of the plate. This research can solve the number plate region detection failure problems caused by plate edge damages not only for Korean domestic number plates but also for new European style number plates. The method also reduces the time consumption by processing the detection in real-time, therefore, it can be used as a practical solution.
