These days, good-quality multimedia educational data are exceedingly needed for ICT(Information and Communication Technology)-based instruction in elementary and secondary schools. In order to produce high quality multimedia educational data, it is important to design a series of development process and conduct a coherent examination. This paper presents a process of developing multimedia educational data and provides systematic assessment standards with respect to each step in which an evaluation is required. The step-by-step assessment standards may serve as a guideline in managing and monitoring the entire developmental process of multimedia educational data.

On July 31, 2008, the Government issued the construction and operation permit for the first low and intermediate level radioactive waste disposal facility in the Republic of Korea. In this paper, the fundamental regulatory framework, regulatory requirements and technical standards of the disposal facility are introduced, and the phased review process adopted for evaluation of the safety of the facility is briefly described. The Atomic Energy Act sets forth a stepwise regulatory framework for the whole life-cycle of the disposal facility such as siting, design, construction, operation, closure and institutional control. More detailed regulatory requirements and technical standards are stipulated in the subsequent regulations of the Atomic Energy Act and a series of Notices issued by the Ministry of Eduction, Science and Technology. The Korea Institute of Nuclear Safety, as entrusted by the Ministry under the Atomic Energy Act, conducted safety review on the disposal facility, and evaluated the compliance with relevant criteria in all technical elements(i.e. siting and structural safety, radiological environmental impact, operational safety, systems and components, quality assurance, and total systematic performance assessment, etc.). The overall safety review process can be phased into inception phase, initial review phase, main review phase and completion phase. The review results were reported to and deliberated by the five Sub-committees of the Special Committee on Nuclear Safety, and then reported to the Ministry. The Ministry issued the construction and operation permit of the disposal facility through the deliberation of the review results by the Nuclear Safety Commission. Hereafter, the safety of the repository will be reassured by a series of subsequent regulatory inspections and reviews under the Atomic Energy Act. In addition, the licensee's continuous implementation of the "Safety Promotion Plan" may also enhance the long-term safety of the repository and contribute to build-up the confidence of the safety case.

학술활동 생명주기는 저자, 학술단체 및 정보서비스 제공자의 관점에서 논문투고, 심사, 출판, 데이터베이스 구축, 정보서비스로 정의될 수 있다. 생명주기 단계별로 학술단체들은 온라인 또는 오프라인 도구들을 이용해 저자와 심사위원들간의 커뮤니케이션을 돕고 있으며, 정보서비스 제공기관들은 출판된 학술정보를 수집하고 데이터베이스를 구축하여 정보서비스를 제공하고 있다. 이들 단계들에 표준식별체계를 적용하여 유기적으로 연결해 주면 생명주기 활동에 들어가는 전체적인 시간, 노력, 비용을 절감 할 수 있다. 이 발표에서는 학술활동 생명주기의 이해당사자들의 요구를 전반적으로 만족시키기 위해 개발된 DOI등록 관리 서비스의 설계 및 구현에 대해서 논한다.

This study examines the paradigm shift in vocational training with the introduction of remote training, which has been conducted fragmentarily by project, to respond to the COVID-19 pandemic. It analyzes the operation's problems and limitations by dividing the remote training process from assessment to budget execution by subject, stage, and procedure. Additionally, it collects various stakeholders' opinions to propose improvement plans for the vocational training support system to effectively respond to the paradigm shift in vocational training in the digital and non-face-to-face era. The study assumes that the assessment of training institutions and the training process should be innovated in a way that can accommodate the direction of vocational training in the digital and non-face-to-face era instead of focusing on traditional collective training. Based on this premise, it suggests ways to enhance the pre-approval screening system and the training institution assessment system.

With the breathtaking stride beingmade in the field of biotechnology, biocatalyst research using genetically modified microorganism (GMM) is actively being pursued in food industry. However, domestic food and food additive regulation standards and the number of examination management examples currently used in industry is lacking significantly. Up till now, there are only 6 examples of domestic GMM examination and approval cases for food production purposes and furthermore they are limited to the production of functional sweeteners. Domestically, although GMM is developed as a processing aid (contained use), if they are used in the production of food, the safety of GMM, including environmental safety, is evaluated. Also the produced food or food additives using GMM need to be separately examined and approved as a novel food. On the other hand, imported products produced using GMM need to gain approval for the final product only. Thus the expense and the time to obtain regulatory approval is advantageous for imported products versus domestically produced products. This commentary is written to create the opportunity to reform the current domestic food GMM regulation by comparing and discussing domestic and foreign case analyses of safety evaluation of GMM and related regulations.

In order to successfully develop papers and have them published in notable academic journals, researchers need to be fully informed and prepared regarding the challenges publication of papers present. This study focuses on approaches for improving likelihood of publication. It first examines the development process of papers and then addresses the importance of successful revisions after the review process. It then identifies several factors which can influence the performance of papers. Finally, it concludes by offering several implications for developing papers as well as suggestions for future research.

This paper defines the Safety Management System (SMS) based on the rail safety act and surveys the status of the English rail SMS and International Civil Aviation Organization (ICAO) SMS and OHSAS18001 SMS. Through the analysis of the domestic rail operators' safety management regulations and the results of the universal rail safety audit, the status and problems of domestic rail operators' SMS are investigated and the improvement scheme are derived. First, to establish the continual improvement system for SMS, the instruction which describe the detailed continual improvement method for each steps of SMS including management review by CEO shall be established. Second, to settle the risk management based SMS, converting the rail operators mind and establishing the supply system of safety risk operating model and basic data for the risk analysis and safety evaluation and including the precise requirement for the risk management in the related instruction should be conducted.
