The e-Learning contents producing industry has been situated at the difficult status because of excessive competition and small-scale business company in unprofitable contents development market. One of the most important issues is low cost for e-Learning contents development. This paper is focus on analysis of e-Learning contents development cost and suggest the rational alternatives for policy making. In order to make successful study, this paper tell about various contents development cost, comparison analysis among them, and e-Learning contents development cost model. As a result of the study, this paper suggest the rational alternatives of of policy making for e-Learning contents development cost.

Financial supports of private facilities which were damaged by natural disaster are currently performed partially by a government and the guideline of corresponding recovery costs be the natural disaster prevention law in South Korea. However, current financial recovery guidelines for the damaged private facilities has not been estimated objectively so far. This research presents advanced recovery cost search and assesment methods for the damaged private facilities under natural disaster. To produce more accurate data, an investigation for practical field markets which are appointed in Kangwon area is conducted and the proposed recovery values per each item are compared to exact field market values. Finally. more realistic and accurate recovery cost guideline including evaluation and more effective market surveying method are suggested here. A theoretical and practical program for systematic recovery cost calculation is proposed and expected to be used at public institution before long.

This study was carrie out to develop practical feed formulation for juvenile abalone (Haliotis discus hannai). Three replicate groups of abalone averaging 120mg were fed one of 7 isoproteic (34%) and isolipidic (5.3%) dlets containing various practical ingredients such as casein, fish meal, soybean meal, cottonseed meal, Undaria powder, wheat flour, spirulina, starch, and/or wheat germ meal for 4 months. The prices (5,000~800 won/kg diet) of these experimental diets were adjusted by adding different levels and ratios of practival ingredients. In addition, these experimental diets were compared with commercial feed or natural food (Undaria). Weight gain, soft body weight and shell growth of abalone fed experimental diets with low prices (2,500~800 won/kg diet) and commercial diet were significantly higher than those of abalone fed experimental diet with high price (5,000 won/kg diet)and natural food (P<0.05). The results indicate that our economic formulation (about 1,000 won/kg diet) can be useful for juvenile abalone.

Estimating the repair and reinforcement (R&R) costs for each bridge member is essential for managing the life cycle of a bridge using a bridge management system (BMS). Representative members of a bridge were defined in this study, and detailed and representative R&R methods for each one were drawn in order to develop a systematic maintenance cost model that is applicable to the BMS. The unit cost for each detailed R&R method was established using the standard of estimate and historical cost data, and a systematic procedure is presented using an integration program to enable easy renewal of the R&R unit cost. Also, the average unit cost of the representative R&R methods was calculated in the form of a weighted average by considering the unit cost and application frequency of each detained R&R method. The appropriateness of the drawn average unit cost was reviewed by comparing and verifying it with the previous historical unit cost. The suggested average R&R unit cost can be used to review the validity of the required budget or the appropriateness of the R&R performance cost in the stage to establish the bridge maintenance plan. The results of this study are expected to improve the reliability of maintenance cost information and the rationality of decision making.

The Construction Standard Unit Price (CSUP) sets the standard for calculating the estimated construction cost. The CSUP is used as basic data for preparing a standard price for public construction. Currently, the CSUP is calculated in consideration of the market and construction field conditions. However, a long-term management plan was established to prepare revised standards. As part of the plan, a field survey was conducted on changes in construction conditions and market prices. However, the plan continued for more than 5 years. Thus, the plan has a problem of difficulty continuously managing primary activities that have high importance and high price volatility. Therefore, to efficiently manage the CSUP, this study identifies the primary activities of the CSUP and presents a management plan. Through importance analysis and unit price volatility analysis, 242 primary activities in 35 activity groups were identified. Also, a management plan is presented based on the importance levels of activities. The primary activities and management plan could enable the timely revision of important activities. The results of this study provide a base for reflecting the appropriateness of construction cost criteria on time.

It was found that Korean Standard of Estimate which has been used as the only basis of cost estimate of public construction projects had some side effects such as jerry-build construction and over-estimation because it failed to reflect the current price and the state-of-the-art construction methods in a changing construction environment. Therefore, the government decided to gradually introduce historical construction cost into cost estimate of public construction projects from 2004. This paper presents analytic criteria and a process model for deducing more current and reasonable historical construction cost for contract items from not only previous contract prices but also all of the other bid prices that were not contracted. The procedure of estimating actual unit cost proposed in this paper focuses on the removal of abnormal values including strategically too low or high prices and the time correction. In addition, basic research is conducted for the correction of actual unit cost through the analysis of fluctuation of bid price depending on bidding types and rates of successful bid. It is anticipated that the effective use of the proposed process model for estimating actual unit cost would make the cost estimation more current and reasonable.
