The Strategy of Korea's Environmental Official Development Assistance Project (한국 공적개발원조 사업의 방향과 전략 : 환경 분야를 중심으로)

  • 2010년부터 2019년까지 지난 10년간 한국의 ODA 현황을 규모와 유형 측면에서 살펴보면, 양자 간 원조 중 유·무상원조 비중은 큰 변동 없이 OECD DAC 회원국의 평균을 밑돌고, 다자 간원조는 21~31% 수준을 유지하고 있다. 프로젝트 원조가 꾸준히 가장 큰 비중을 차지하며 사회 인프라 및 서비스 분야에서 가장 많은 사업이 추진되고 있다. 특히, 수자원과 위생 부문은 사회 인프라 및 서비스 분야에서 보건(33%)과 교육(25%)에 이어 가장 높은 비중(19%)을 차지하고 있다(10년 누계, 약정 기준). 2020년 7월, 현 정부는 '개발 협력을 통한 코로나19 회복력 강화 프로그램(Agenda for Building resilience against COVID-19 through development cooperation, 일명 ABC 프로그램)'을 발표하고, 개도국의 경제·사회 회복력 강화를 위하여 기존 ODA 사업에 ICT와 친환경 사업 요소를 접목한 디지털 및 그린뉴딜 ODA 사업을 적극 발굴, 추진하겠다고 밝혔다. 지난 10년간, 한국과 가장 많은 다자 간 원조를 추진한 지역개발은행(36%)과 세계은행그룹(35%)에서도 코로나19와 같은 위기극복하기 위한 뉴노멀로서 환경 사업의 비중을 높이고 있다. 예컨대, 아시아개발은행은 코로나19에 대응하기 위한 도시 차원의 단·중기 행동 계획으로 도시 상하수도 시설의 지속적인 원활한 운영과 필수적인 물, 위생, 보건(WaSH) 서비스 제공을 최우선적인 조치로 발표하였다. 이러한 배경에서 본 연구는 한국의 ODA 정책 방향을 검토하고 국제사회의 추진 동향을 분석하여 향후 한국이 특화하고 경쟁력을 가질 수 있는 환경 분야의 ODA 전략을 제시하고자 한다. 본 연구 결과는 ODA를 통해 해외 진출을 도모하는 민간기업과 국력 향상의 수단으로써 ODA를 적극적으로 활용하겠다는 기조를 지닌 새 정부의 ODA 전략 수립에 기여할 수 있을 것이다.

  • This paper presents a spherical motor which can control in multi-degree of freedom operation. The spherical motor has been researched by many types of structure. Thhis paper shows a spherical shaped airgap and surfaced permanent magnets. Especially, The motor consists of dual rotor cores. Unlike a cylindrical motor, the spherical motor design can be considered with azimuth direction on spherical coordinates. Therefore the permanent magnet surfaced on the rotor need to be designed optimally in order to generate a sinusoidal magnetic flux density in the airgap. This paper presents results of optimal design for reducing torque ripple of the multi-degree of freedom spherical motor.

The Structuring Process of Multi‐Centered Usability Evaluation Method (다자 중심적 사용성 평가 방법의 구조화 과정)

  • In order to minimize a biased view of evaluators in usability test, a multiple evaluation method so called Multi-Centered Usability Evaluation Method(MCUEM) was suggested and structured in this study. To use MCUEM, the existing evaluation methods were re-categorized into 'developer and evaluator-centered', 'evaluator-centered', 'user-centered', 'evaluator and user-centered', and the 'developer, evaluator, and user-centered methods. Furthermore, in order to verify the relevance of MCUEM, the usability of mobile phone was tested in this study. In results, it was found that different evaluation methods generated greatly different results, that showed the risk of using a particular usability method due to different perspectives of evaluators. At the same time, it was found that MCUEM could greatly minimize such biases. Therefore, it was concluded that using MCUEM could help the usability engineer design a test protocol with a minimal risk of bias due to different perspective of evaluators.

  • The modal parameter estimations of linear multi-degree-of-freedom structural dynamic systems are carried out in time domain. For this purpose, the equation of motion is transformed into the auto regressive and moving average model with auxiliary stochastic input(ARMAX) model. The parameters of the ARMAX model are estimated by using the sequential prediction error method. Then the modal parameters of the system are obtained thereafter. Experimental results are given for a 3-story budding model subject to ground exitations.

  • In this study a path control scheme of simulation models of various vehicles to evaluate their handling characteristic is developed. Based on the forward target method, path deviation error is estimated and the required steering effort to reduce the error is computed by Ziegler-Nichols PID control rule. Velocity control model is also included in the proposed path control scheme to achieve the desired velocity. The path control scheme is implemented on a full vehicle model to perform ISO test procedures, such as steady state cornering, lane change, and sinusoidal input, etc. Through the simulations of ISO test procedures and comparison with actual tests, effectiveness and validity of the path control model is demonstrated.

  • In recent years, as the demands of VBNS(Very high speed Backbone Network Service) and VDSL(Very high-data rate Digital Subscriber Line) increase, the development of kernel parts of optical communication such as PLC(Planar Light Circuit), Coupler, WDM elements increase. The alignment and the attachment technology are very important to fabricate the optical elements for communication. In this paper, the mechanism of rotational stage, the contact sensing unit, and integrated control circuit for the optical alignment system are studied.

  • This paper proposes a simple actuator with a spherical rotor for robot's eyeball, which has two degrees of freedom. It features that both permanent magnets and coils are equipped in a stator and the spherical rotor with steps on its surface is driven by reaction of Lorentz force acting on the fixed coils. Such a structure is helpful to design a simple actuator and particularly suitable for a spherical actuator. Based on the FEM analysis, design parameters such as the sizes of core and permanent magnet, the width of step, coil turns and maximum current, are determined so as to maximize the torque and rotating angle. For the experimental verification of the feasibility, a prototype is manufactured and its operating characteristicsareinvestigated.

  • Efficiency of Multi D.O.F spherical motor is one of the important performance indicators. So Through the reduction of eddy current loss on how to improve the efficiency were studied. Stator iron core's material with high permeability and resistivity of material using the eddy current loss was reduced. However, it was the disadvantages of production and economic. For these reasons, prevent eddy current loss of the iron core of multi D.O.F spherical motor as a viable alternative to motor using rotor with double-air gap.

  • A surfaced permanent magnet spherical motor is capable of operating as three degree of freedom that used for the joints of the robot's arm, leg, and eyes. Ongoing research like new concept is essential part of motor field, it will make a great contribution in the future the overall portion of the motor, is becoming expected. The author analysis torque characteristics in spherical motor with state of rotating and positioning. And future design direction is smaller motors with equivalent or higher output. Solutions as torque and efficiency improvements are selecting the core with special processing type like powder metallurgy materials. Their special characteristic is high permeability and low eddy current losses at high speed, so improved the torque and efficiency.

  • The spherical motor is very valuable actuator, because the motor can operate as multi-degree of freedom rotation. Especially, the motor is useful machine for robot's joint by reason of high efficiency, compact size, high power, precise control, etc. These characteristics of spherical motor have to require continuously research. Therefore, in this paper, two different types of spherical motor are compared and double-airgap spherical motor as novel stucture is introduced.
