The purpose of this study is to analyze the characteristic of common space of public schools in New York City and how the common space can perform a decisive role in enriching public space not as simply connecting between programs but as common space for a wide range of uses for communities as well as students. This study illustrates with a general design guideline of SCA(School of Construction Authority) and how the rules help the common space as an interactive link between community and site/site and school building/building and outdoor space/outdoor space and lobby in the urban context. Since its founding in New York City, 1958, Mitchell/Giurgola Architects office has dedicated itself to working with institutions and public and private schools for 50 years and has been working with SCA for 10 public schools since 1990. Through five school examples by Mitchell Giurgola architects, the study describes how the office suggests public "place" interweaving inner public space and outer public space through lobbies. A result of this research can be proposed what improvements should be made on common space in domestic schools by analyzing of positive aspects of SCA schools.

The purpose of this study is to analyze the development progress of Pacific Park (formerly Atlantic Yard) in Brooklyn, New York City. Along with the Hudson Yards Development in Manhattan, Pacific Park is one of New York City's leading large-scale urban development projects using space right above an existing railway and has attracted worldwide attention. With the resurgence of large-scale development, its advanced form has received social attention. In particular, the development was evaluated as an exemplary development using the Community Benefits Agreement, which benefits local residents. Unfortunately, due to various difficulties, the development has been struggling from delays and changes away from the early stages, which have also caused social concerns and criticism. In this regard, this study examines the development through the process and the public sector's responses to the risk-inducing factors and reactions. The theoretical background of the US urban redevelopment is examined, and the specific changes and major contents of the project are analyzed. The following implications were drawn based on changes and responses in the development process: 1) securing the flexibility and mandatoryness of developers, 2) comprehensive control of the development site, 3) communication with and responding to the public, 4) securing additional financial resources, and 5) verification of new technologies.

90년대 후반 부터의 초고압 XLPE 케이블 시스템의 연구개발 및 납품 성과에 힘입어 국내 업계 최초로 2006년 미국시에 345kV 광복합 XLPE 케이블 시스템을 수주하였다. 본 논문은 미국 뉴욕주 최대 전력시스템 운용 회사인 KeySpan사가 발주하여 LS전선이 Turn-Key 방식으로 수주, 뉴욕주 롱아일랜드에 성공적으로 준공하여 운전 중인 345kV XLPE 광복합 케이블 시스템 project에 대하여 기술하고 있다.

Recently, there are increased importance on introducing Tax Incremental Financing as a means of project financing for urban regeneration. Values of implementing this financing method based on future revenue has to be considered not just as self-financing methods but as possibilities building virtuous circular structure in urban developments. In respond to domestic problems in developments led by private sector, it reinforces public sector's roles by providing finance from the beginning of development. This provides concomitant structural & institutional supports for increasing not only social values for the public but also revenues for private developers. Therefore, this study starts with theoretical background study on TIF as well-known example, then analyzes PILOT used on Hudson Yard Development in NYC as an unique example sharing identical structural & conceptual characteristics. With these process, the study deducts suggestive implications on Tax Incremental Financing possibly reflected on domestic situation.

The U.S. security regulation is under the influence of each state's law; however, they are mostly similar. Among many states which has the longest history of security regulation in the U.S., state of New York has been shown security regulation for a long time. The state of New York has been emphasized the importance of security significantly because it is economically, culturally, and internationally important place at the same time. New York's state law of security business includes: 1. private investigators and bail enforcement agents and watch, guard or patrol agencies license law. 2. Security guard act of 1992~,3. Title 19 New York State's code of rules and regulation (NYCRR). The law of New York City's private security could inspire Korean private security law in many ways. First, administration of professional law and variety of licensure could be an inspiration to the Korean security services. Second, there are intimate partnership between police and private security in the U.S. New York police's private security partnership has been started since 1986 by Area Police/Private Security Liaison (APPL program) and there are about 1,300 of security companies participating. This program provides not only the simple partnership but also giving essential information for promoting public safety.

This paper proposes an action plan for local governments to safely utilize artificial intelligence technology in various local government policies. The proposed method analyzes cases of application of artificial intelligence-related laws and policies in Gyeonggi Province, Seoul City, and New York City, and then presents matters that local governments should consider when utilizing AI technology in their policies. This paper applies the AILocalism-Korea analysis methodology, which is a modified version of the AILocalsm analysis methodology[1] presented by TheGovLab at New York University. AILocalism-Korea is an analysis methodology created to analyze the current activities of each local government in the fields of legal system, public procurement, mutual cooperation, and citizen participation, and to suggest practical alternatives in each area. In this paper, we use this analysis methodology to present 9 action plans that local governments should take based on safe and reliable use of artificial intelligence. By utilizing various AI technologies through the proposed plan in local government policies, it will be possible to realize reliable public services.
