  • Network modeling of irrigation system that links irrigation facilities with stream is necessary to establish complicated rural water management system and to manage agricultural water effectively. This study attempted a network modeling for an agricultural water district called "ANGO" located in Anseongcheon watershed by connecting ArcHydro Model developed to control geographical information data in the field of water resources and AWDS(Agricultural Water Demand & Supply Estimation System) developed by KRC (Korea Rural Community & Agriculture Corporation). Network modeling was embodied by build topology between spatial objects of total 70 agricultural irrigation facilities (24 reservoirs, 18 pumping stations, 28 weirs) and stream network using ArcHydro Model. In addition, new menus were added in ArcGIS system for query and visualization of text-based AWDS outputs such as irrigation facilities information, water demand and supply analysis.

A total of 385 (male 118, female 267) aged over 20 years who lived in Icheon area were investigated from May to June 2006. Seventy five percent of the total subjects were recognized Ge-Geol radish, and only the 40.8% of them were recognized as regional special agriproduct exactly. And the rate of the subjects who had experience to eat Ge-Geol radish was just 40.8%. While preferences on Ge-Geol radish were relatively high among the subjects who have experience to eat. Reasons for liking were 'distinctive (43.8%)', 'eat from a child (24.5%)', 'tasty (15.1%)', and 'nutritious(8.3%)'. Reasons for disliking were 'rough texture (54.8%)', 'tasteless (9.7%)', 'unique smell (9.7%)', 'undesirable color (6.5%)', and 'indistinctive (6.5%)'. Also, most of the subjects considered the need for the succession and the development of Ge-Geol radish. • The purpose of this study is to examine France's regional development policy in terms of rural development since the end of World War II. Following decentralization in 1982, France's regional and rural development policies have been focused on the interrelated actions of government, local authorities and European authorities. The aim of their works was to extend the dispersal of industrial activities to the reorganization of the rural space. The rural development policies aimed to the agricultural modernization in the 1950s have differed in their goals, methods, and implements. France's regional and rural development clearly illustrates the key role played by the government despite the decentralization and the challenges of the europeanization leading to a unique market of European nations. This reinforces the fact that the government is instrumental in organizing population distribution and regulating regional decision centers to harmonize both national objectives and local authorities' concerns. The French experience will be helpful as reference in the field of regional and rural development for Korea which has recently begun decentralizing.

  • The research question of this work comes from that there have been disputes for the governance and roles of the Rural Development Agency (RDA), despite of rather excellence performances of Agricultural R&D program supported by RDA. For this reason, I meta-evaluated the internal evaluation system of Agricultural R&D program in RDA, in terms of the four meta-evaluation components such as evaluation paradigm, evaluation resources, evaluation execution and evaluation utilization. The result shows that the most serious problem is rather lower level of evaluation. Object, one of the evaluation paradigms in the R&D evaluation system of the RDA. So, this work suggested the policy alternatives which may lead the R&D evaluation system of the RDA to be developed for the performance-oriented R&D management system.

  • This study has been carried out in order to examine the characteristics and rationales of the rural development policies of the President Roh Moo-Hyun's 'Participatory Government. The study is summarized into two different directions: characterization and rationalization. Characteristics of the government's rural development policies during the President Roh Moo-Hyun's 'Participatory Government (2003-2008) were three folds. First, the government has been more concerned with rural income level problems than those of living-environment standards. Second, the effect of the government's rural development policies has depended heavily upon both 'green tourism' and 'regional renovation'. Third, it has emphasized the applications of bottom-up approach particularly. This study found out a couple of problems about the rationales of the recent rural development policies; First, the developmental potentials and effects of policy measures which designate the rural green tourism, the regional renovation, and the bottom-up approach etc. were all over-estimated. Second, the structure of recent rural development policies was not vivid enough. Policy targets and measures have been proposed very vaguely; therefore, they have caused difficulties in identifying the actual feasibility and appropriateness of the rural development policies.

  • The European Union has an active rural development policy because this helps us to achieve valuable goals for our countryside and for the people who live and work there. Rural development policy involves the cofinancing by the EU and Member States of a variety of measures. Member States decide on the most appropriate measures for their rural areas from a menu of measures proposed at EU level. There are 18 Leader+ programs in Spain. Program supports Local Action Groups which are located in two or more autonomous regions. The Valle del Jerte, located in the northwest of the province of Caceres is one of the districts making up what is known as the Alta Extremadura. The rural development strategy in this area is to overcome the great deficits of the rural world, prevent rural exodus by improving the quality of life of the population, and improve the soicoeconomic environment of the district in order to help create jobs and improve family incomes. Specifically they try to create a mechanism to improve involvement, communication and social cohesion in the district, with a view to improving the internal structure of organizations and establishing rural channels for cooperation between district institutions for integrated development of the district.

  • The way of thinking of rural residents(Izuk-myun, Anseong-gun, Kyeonggi-do) was surveyed in order to develop the basic model of new rural setlement planning. From the data collected in this survey, rural life-style, farmers' view on traditional rural life, agriculture, farming, agri-policy, social attitude, and degree of satisfaction of rural life, etc. were analyzed. Firstly, most of rural residents interviewed in this survey have the opinion of not leaving their home village if living conditions improved to a reasonable level in the near furture. In decision- making process of village affairs, they want to participate actively and equally. Secondly, in spite of their acceptance of agriculture as a vital sector destined to national security, most of them think that farming should be little of promise. Thirdly, they have the negative attitude to urban-oriented social value and also to the agricultural policy, while seeking consolation through human and traditional viewing of rural life style. Therefore, in the development of new rural settlement model, idea-making should be directed to the betterment of communal value of village life, stability of rural economy, rationalization of rural life style and enhancement of rural-type happiness.
