본 연구의 목적은 농산촌 체험관광마을별로 마을개발사업의 현황과 내용 그리고 이에 대한 지역주민의 의식을 조사함으로써, 향후 산촌에 체험관광 도입 시 정책개발에 필요한 기초 자료를 제공하는 데 있다. 농산촌 체험마을형태인 산촌개발마을, 녹색농촌체험마을, 농촌전통테마마을, 그리고 산촌개발사업이 완료된 마을에 농촌체험마을 사업이 들어간 혼합형 마을의 각 지역주민을 대상으로 면접 설문조사를 실시하였다. 연구결과, 마을개발사업의 결과에 대한 인식에 있어서는 산촌개발마을인 객현리와 녹색농촌체험마을인 부래미마을은 여러 면에서 긍정적 반응을 보인데 반하여, 혼합형 마을인 신론 도원리는 마을개발사업으로 인한 변화기 마을에 거의 없는 것으로 인식하고 있었다. 마을개발사업에 대한 만족도는 주민소득 향상이라는 측면과 가장 높은 상관을 나타내었다. 또한 모든 체험마을의 형태에서 지역주민은 서비스 교육, 리더십 강의 등 교육의 필요성과 참여의향이 높게 나타났고, 녹색농촌체험마을 사업이 실시된 마을에서 마을의 발전방향으로 체험프로그램 개발에 중점을 두어야 하는 것으로 나타났다.

The purpose of this research is to present basic data for the residents, experts, and administrators to establish sustainable and future-oriented experience villages by investigating the operational realities of rural and mountain experience villages that have currently been promoted as the government-supported projects. First, in order to establish a sustainable experience village, each of the residents, experts and administrators who are the principal agents for cultivating the village should perform their role appropriately and build an organic cooperative system. The residents should have a sense of ownership and form a sense of solidarity by organizing communal consultation system. The experts should be able to present feasible project plans. The administrators need to have posture of understanding from the viewpoint of residents. In order to establish sustainable experience villages, ecological, cultural, and social values should be conveyed preferentially, and through this, the living spaces like farm villages should be formed.

The present conditions of Sanyangri village at Samcheok are stagnated and spiritless because there is only old men without young men. The purpose of this study is to make the basic plans of this rural and mountainous village to learn by personal experience. Therefore this study has been focused on its programs, land uses, roads and facilities how to activate it. The plan orientation of it is to make and become active by tourists to visit this village to experience the rural and mountainous living culture. So the general plan is divided into two zone which are the rural experience zone and the mountainous experience zone. Also the plan is to be considered to increase its amenities through the connection of surrounding villages and their resources. And it is necessary for the conversion as a tour place of sojourn and experience by supplying with various shows through connections with surrounding tour resources worthy of providing the various excitement through the visiting.

Factors for promoting the resident participation in mountain villages are suggested to introduce the activity-oriented program of green tourism using a multinomial logit model(MNLM). Direct surveying, using a structured questionnaire was performed on local residents in the different types of rural tourism villages such as mountain villages, agricultural themed villages, and the mixed types of villages. The MNLM revealed that participation intention in the program was significantly higher for males, those with lower education, and residents in mountain villages. The participation intention of the program had a negative relationship with the increase of expected problems not from the program itself, but from the results of the program such as income distribution and nature destruction. Participation intention also increased with the indirect effects of an investment by the Village Development Project, such as local cooperativeness, public mind, etc. It was suggested that to introduce the activity-oriented program in mountain villages, negative effects from the results had to be minimized, and positive effects from the indirect changes between local residents had to be maximized through better communication and policy endeavors.

본 연구에서는 농촌지역 재난안전마을 구축을 위하여 최근 발생한 충청지역 수해 현장조사를 실시하였다. 또한 2006년 수해로 인해 인명 및 재산피해를 입은 강원도 인제군 가리산리 마을에 대해서 방재적 측면으로 복구하여 현재까지 방재체험마을로 운영하고 있는 지역을 구조적 및 비구조적 현황에 대해 모니터링을 통하여 이력 및 특성을 분석하였다. 이를 바탕으로 향후 농촌지역 재난안전마을 구축 시 적용방안을 검토하였다. 특히, 가리산리 방재체험마을은 수해복구 당시 주민의 참여가 적극적으로 반영되었으며 현재까지 농산촌 재난안전마을의 수범사례로 운영되고 있고 주민의 방재역량도 강화하기 위해 자체 훈련, 교육 등 다양한 활동을 수행하고 있다. 이러한 특성을 바탕으로 농촌지역 재난안전마을 구축 시 적절하게 적용되어 운영되어야 할 것이다.
