The Study on the trend of international standards and the domestic plan to cope with e-navigation (e-navigation 국제 표준화 현황 및 국내 대응방안 고찰)

  • Development of e-navigation strategy which was proposed by seven member states coordinated by United Kingdom in MSC committee of IMO has been conducted for user needs definition, gap analysis cooperating with NAV, COMSAR and STW sub-committee. After prominent progress of development was done in Correspondence group, MSC 85 has approved the result of the group and conducted the development of e-navigation implementation plan to be finished in 2012. It is necessary to prepare the strategy and plan of our country identifying and perceiving the core objects and basic concept of e-navigation developed in the international community. This paper presents the progress of e-navigation development work until this stage and gives some recommendations for the domestic plan to cope with e-navigation.

  • There has been a lot of discussion to revise military helicopter crashworthiness design criteria. In this paper, newly revised crashworthiness criteria is analyzed centering around the Crashworthiness Index which is the core content of revised criteria. The Crashworthiness Index(CI) was conceived as an adequate method to quantify the crashworthiness capabilities of a rotorcraft design. The index can rate how well a new or derivative design complies with design requirements. The CI rating is made up of seven assessment areas. While the Basic Airframe Crashworthiness(BAC) area tends to be an objective calculation, other areas of the CI tend to be more subjective. Therefore, in this paper, detail CI calculation process for the BAC area is analyzed to inspect the effectiveness of revised criteria.

Blockchain E-voting System and Governance: The Case of Korean National Pension Service (블록체인 기술을 활용한 전자투표시스템과 지배구조: 국민연금 사례를 중심으로)

  • Blockchain technology prevents tampering of central authorities that manage voting process, enhancing trust in the vote results. This technology enables citizens to participate more directly in the areas where delegation was inevitable due to the difficulties in polling fair and trustworthy public opinions. There are many projects around the world proposing to implement voting system for public decision making using blockchain technology. The blockchain voting system is expected to work as a transparent and fair channel for polling public opinions, which will transform the public decision-making process and governance. Korean National Pension Service (NPS) recently introduced stewardship code to better represent the interest of beneficiaries. However, because of the mistrust in governance of NPS, introduction of stewardship code is facing criticism for potential misuse of their voting rights against the interest of beneficiaries and for government's interference with corporate management. This study proposes a voting system applying blockchain technology for polling the opinions of National Pension Fund's beneficiaries to support public decision-making, and discusses social and institutional conditions for implementation of the proposed system.

A Qualitative Research on University Students who Experienced Closing Department in the Restructuring Process of University (대학의 구조조정 과정에서 폐과를 경험한 대학생에 관한 질적 연구)

  • This study deals with the university students who experienced closing department in the restructuring process of university. The purpose of this study is to examine what kind of experience university students have experienced and to understand the essence of the experience in depth. For this purpose, the subjects of the study conducted in - depth interviews with 6 students who expressed their intention to participate in the study. Results of the study were analyzed through the phenomenological study procedure of Giorgi, a qualitative research method. As a result, eight essential themes and sixteen sub themes were derived. The eight essential themes are 'an event of a psychological difficulty', 'deepening a negative emotions', 'anxiety about the future', 'desperation', 'discrimination', 'efforts to overcome difficulties', 'regret and sorriness' and 'acceptance'. Participants in this study suggested ways to reduce psychological difficulties for students who were in closing department condition. Participants said that they needed to provide accurate information about closing department, provide students with the right to know, prepare alternative plans, and emotional cares. The implications of these results are discussed.

  • The purpose of this study is to understand surrogate mother aged 20-30s by knowing meaning and structure of empirical phenomena. Methods is to applied to Phenomenological and heuristic Human Becoming Methodology, and the subjects of this study are four surrogate and host mothers who were on the air of SBS program, 'surrogate mother: having a baby for infertile couples(March 8, 2005)', and phenomenological and heuristic Human Becoming Methodology of Parse is applied in this study. Results is the structure that they chose surrogate mother as best option under the economic suffering, and pregnancy and bearing separated motherhood while facing unfair negotiating relationship and accepting reality of forgettable motherhood. The conceptual integration of relationship issues were: valuing, powering and transforming with the process of revealing-concealing and enabling-limiting. Finally, discussion and practical meaning was reviewed.

Exploring Characteristics and Limitations of a Novice Teacher's Responsive Teaching Practice in Small Group Scientific Argumentation: Focus on Framing (소집단 과학 논변 활동에서 초임 교사의 반응적 교수 실행의 특징과 한계 탐색 -프레이밍을 중심으로-)

  • The purpose of this study is to explore characteristics and limitations of a novice teachers's responsive teaching practice, who framed argumentation productively. One novice teacher and two eighth-grade classes participated in this study. Two of the small student groups with active teacher intervention were selected as focus groups. Students engaged in argumentation activity where they built an argument for hearing if the eardrum was torn. We recorded the class and interviews with the teacher and the students, which were transcribed for use in the analysis of the teacher's responsive teaching practices and epistemological, positional framing. We discovered that teacher thought that he should position himself as a facilitator to encourage students to present ideas clearly and to reach consensus. His framing was consistent in responsive teaching practices. Positioning himself as a facilitator, after he framed the discussion as idea sharing discussion by eliciting and probing students' idea, he framed the discussion as argumentative discussion by taking up students' idea and pointing out disagreement between them. As a result, members of small group 1 engaged in argumentative discussion and reached consensus. However, the teacher's productive framing did not guarantee students' productive argumentation practice. In small group 2, he did not elicit and probe students' ideas successfully. As a result, members of small group 2 did not engaged in argumentative discussions. He responded limitedly to the lack of students' conceptions because of lack of understanding about learners. Also, he mainly attended to students' reasoning, and not to students' framing about argumentation because he considered argumentation only as a tool for conceptual learning. The result of this study will contribute to the establishment of responsive teaching in science classrooms.

Optokinetic Differentiation through the Menu Layout and Cognitive Degree of Service Menu Title for Watching Digital Media (디지털미디어 메뉴 타이틀의 인지차이와 메뉴 방향에 따른 시선주목도 차이)

  • This paper deals with the experiments of optokinetic differentiation within eye tracking test through the menu direction and cognitive degree of service menu title for watching digital media service. Researcher establish a research topic which verification of differentiations of eye tracking velocity when media user perceive the service menu title within vertical structure or horizontal structure. Experimentation was designed with two types of menu structure-vertical or horizontal-and these have each 9 cases of eye tracking tasks for experimentee. Researcher arrives at a conclusion through as stated above experiment that cases of vertical menu structure is more effective method with linear channel service menu, otherwise that cases of horizontal menu structure is more effective method with non linear channel service menu, like a video on demand service. The research results will be very helpful with actual media industry players when they planning the evolutionary direction of their menu layout.

The Structure of Research Article Conclusions in Library and Information Science Journals (문헌정보학 학술지 논문의 결론 구조 분석)

  • The purpose of this study was to identify the structure and pattern of conclusions chapters in research articles selected in four representative journals published in Korean LIS. To analyse the structure and pattern five categories and eleven elements drawn from RA conclusions were used such as 'Drawing Attention', 'Summarizing', 'Discussing', 'Applying' and 'Extending'. The Findings are as follows. 'Conclusions' was the most used title of the chapter, and then 'conclusions and suggestions'. The conclusions sections were consisted averagely 4.2 elements. 'Summary of findings' was the most frequently elements, followed by 'summary of research process', 'suggestion of further research' and 'implication'. Also, 'summary of findings' was the most used in lengths. 'Summarizing' was the highest frequency in five categories, followed by 'Extending', and 'Applying'. The dominant first element begun conclusions sections was 'summary of findings' and the final element closed conclusion was 'suggestion of further research'. 'Summary of research process - summary of findings' order was found in the most frequent pattern of conclusions. 'Summary of findings' and 'summary of research processes' in 'Summarizing' were found as essential functions, while other elements, such as significance, 'application', 'limitations' in 'Applying' and 'Extending' were found as optional functions in the conclusions of Korean LIS research articles.

An Study on the Role of Organizational Learning in the Technology Planning: An Empirical Study of Technology Planning on National R&D Program (기술기획 과정에 있어 조직학습을 통한 지식창출에 관한 연구: 국가연구개발사업 에너지R&D 과제기획에 대한 실증분석)

  • Korea has started new value creation which is the post catch-up innovation system from the catch-up innovation. Post catch-up innovation system is becoming the main R&D issue for Korea and is needed for the new concept of R&D management and planning frame. This study posed questionnaires : how to promote the knowledge creation in technology planning and what the role of organizational learning in the technology planning is. This paper suggests the relationship of success factors of knowledge creation in technology planning which is organized and operated by experts with different background. Based on the prior research on organizational learning, communications and collaborative interactions, four hypotheses that factors of knowledge creation in technology planning have positive relationship with organizational learning are extracted. This study adopts Structural Equation Modeling(SEM) to analyze the relationship between organizational learning and successful technology planning. The approach based on organizational learning and interaction will be useful for constructing the planning framework in the era of post catch-up innovation. This paper, therefore, suggests the possibility of new theoretical development and new research agenda.

Semiotic Analysis of the Inscriptions Representing Concept of Atom and Molecule in the 9th Grade Science Textbooks (중학교 3학년 과학 교과서에서 원자 및 분자 개념을 표상한 시각자료의 기호학적 분석)

  • In this study we investigated the types of inscriptions representing the concept of atom and molecule in the 9th grade science textbooks developed under the 7th National Curriculum, and analyzed the processes of interpreting those inscriptions on the view of semiotics. The concept of atom and molecule was represented in various ways such as circular diagram, matters of everyday life, ball-and-stick, and STM graphic, etc. We identified two kinds of inscriptions on the basis of the possibilities of handling models: the inscriptions that represent concept of atom and molecule by image; the inscriptions that represent concept of atom and molecule by using specific matters. We analyzed the processes of interpreting inscriptions systematically with a semiotic model that includes ‘structuring processes' and ‘translating processes'. The interpretation of inscriptions representing concept of atom and molecule was a complex process requiring many steps of interpreting works. Educational implications of these findings are discussed.
