In order to design a web-based English Article Submission & Management System for science and technology research papers, Elsevier Editorial System and KISTI-ACOMS, international and domestic models--respectively--are studied and analysed. Through this analysis, a web-based paper submission and review system which can be applied to Ocean Science Journal, a research journal in the field of Oceanography, is developed. The web-based system is not only able to solve problems such as complex manuscript management, delays in the reviewing process, and loss of manuscripts that occur often in off-line paper review processes, but also is able to construct the basis for e-journal electronic publication. As a result, an effective and rapid scholarly communication environment can be made. The development and utilization of this system can improve the reputation and the globalization of science and technology research journals.

본 연구에서는 학술정보의 효율적 관리 및 서비스 체제를 수립하고 활용성을 강화하기 위해 논문 자동 수집 및 구축, 논문 투고 및 심사, 전자출판, XML 자동 구축에 이르기까지 전주기 기능 구현에 방안을 제시하고 이를 구현한 사례를 소개하고자 한다. 기존 Peer-Review 시스템은 데이터 수집 및 변환파트와 투고 및 심사, 전자출판 파트, XML 구축 파트 등으로 분리되거나 별도로 운영되어 왔다. 본 연구에서는 이러한 기능을 통합적으로 구현하기 위해 KISTI의 Peer-Review 시스템인 ACOMS와 XML 기반 학술정보서비스 시스템(KpubS) 기능 및 프로세스를 통합한 구현 방안을 제시하고 이를 시스템으로 구현하였다. 그러나 아직까지 원문 PDF를 XML로 완전 자동 변환할 수 있는 기술은 없는 상태로써 반자동 변환 기능을 탑재하였다. 본 연구 내용은 다양한 수집 채널을 통해 입수된 학술정보 및 XML 자료에 대한 입력체계를 제공하고, XML 본문으로부터 메타데이터를 자동 식별 및 추출하여 학술정보 DB를 구축 저장하며, 구축된 DB 및 XML 기반의 전자출판 기능 제공과 함께 웹서비스 단계까지의 전주기 공정에 대한 프로세스 모델 및 시스템에 관한 것이다. 이에 데이터베이스 구축을 위한 시간 및 비용을 절감할 수 있을뿐만 아니라, 시맨틱 태깅 및 수식, 표, 그림 정보 제공 등 이용자에게 다양한 형태의 서비스를 제공할 수 있게 되었다.

최근 국내 과학기술분야 학회에서는 발행 학술지를 세계적인 학술지로 등재하고자 하는 노력이 증가하고 있다. 이에 따라, 해외연구자들을 학술지 편집위원으로 참여 시키고 많은 해외 연구자들이 자체 학술지에 논문을 많이 투고하도록 독려하고 있다. 해외 연구자들간에 이메일로 투고 심사를 처리하고 심사 총평을 작성하는 논문투고심사 프로세스는 심사 이력이 관리도 안 될 뿐만 아니라 논문투고 심사 진행 상황을 알 수 없음으로 인한 이용자의 불편함, 시간적 비효율성 등의 많은 단점이 있다. 이에 KISTI는 해외 연구자들이 학술지 생산을 위한 학술활동 전 과정에 참여할 수 있도록 하고자, 학술지를 체계적으로 운영하고 투명한 상호심사(Peer Review) 과정을 포함하는 학술지 전자 출판과정을 온라인으로 처리하고 모든 메뉴 용어를 국제적인 수준의 영어로 기술한 영문 Article Contribution Management System(ACOMS Ver. 4.0)를 개발하였다. 영문ACOMS는 기존 국문 ACOMS와 달리, 학술지 홈페이지를 포함하고 있으며, 저자와 편집위원 혹은 저자와 판사 간의 온라인 논문 교정 프로세스가 들어가 있다. 영문 ACOMS는 2012년 현재에도 국제적인 시스템으로 거듭나기 위해 지속적인 기능개선을 추진하고 있다. 개발된 영문 ACOMS 기능에 대해 살펴보고, 향후 개선방안에 대해 기술한다.

데이터 처리 과정에서 데이터 손실 및 장애 상황을 감지하고 예방하기 위한 모니터링 시스템의 필요성이 증가하고 있다. 복잡한 데이터 파이프라인에서 각 단계를 실시간으로 관찰하고 문제 상황에 신속하게 대응하기 위해서는 종합적인 모니터링 시스템을 구축하는 것이 중요하다. 본 논문에서는 엔터프라이즈 레벨의 파이프라인 모니터링 시스템을 개발하여 데이터 파이프라인의 안정성을 향상하고 데이터의 신뢰성을 높이고자 하였다. 모니터링을 데이터, 애플리케이션, 운영, 그리고 외부서비스 및 인프라 관점으로 분류 및 설계하고 각 관점에 따라 어떤 방식으로 활용되었는지 소개한다. 본 논문에서 개발한 모니터링 시스템을 통해 비즈니스 및 연구 분야의 데이터 처리 작업을 보다 효과적으로 관리하고, 문제 상황을 조기에 탐지하여 안정성을 향상시킬 수 있을 것으로 기대된다.

KISTI-ACOMS의 보급과 더불어 학술대회에 대한 중요성이 인식되고, 학회의 요구사항이 증가함에 따라 학술대회 논문투고관리 시스템을 재설계하고 구현하였다. 구현된 시스템은 심사기능을 통한 우수 논문 심사, 영문 토글 기능을 지원하여 국내뿐만 아니라 국제 컨퍼런스 개최시에도 활용할 수 있어 보다 많은 학회들이 이용할 수 있게 되었다.

KISTI-ACOMS(Online peer review system), which is installated for more than 270 learned societies, is getting harder to manage large amount of source codes, because the number of installation has been growing much faster than we expected at the development time. Moreover the fundamental problem of this system, that frequent requests of modification from societies comes with modification of source codes, makes it more difficult to manage this program systematically. Thereupon we formulated a system to provide services for many societies using one version of source code, and this system is expected to reduce the managed amount of source codes and to make us cope with requests of societies of more positive than until now.

Science and technology-related societies in the interior of a country sum up to approximately 660, and are increasing yearly, due to the development of new research fields and segmentation of past studies. Such societies are contributed with latest academic research information, and the submitted studies go through an review process before publication. A majority of the societies employ the traditional off-line review method; various problems and issues occur in delay of submission, review, revision, and management of the numerous paper submitted and published. Therefore, this study suggests the design of, and implemented an on-line paper review system which processes on-line submission and review of paper, facilitates swift and review progress, and enables efficient control and management on general tasks and academic information through integrated administration of members and published works.

비디오 월 컨트롤러의 멀티스크린에 여러 영상을 동시에 표출하는 경우 운영자는 표출할 영상들을 미리 설정해두고 필요할 때 이를 불러와서 표출한다. 비디오 월 컨트롤러의 운용 상황에 따라 표출하는 영상이 달라질 수 있지만, 관련성이 높은 영상들로 레이아웃을 구성하여 표출하는 것이 일반적인 운용 방식이다. 등록되어 있는 영상의 개수가 많지 않은 소규모의 시스템에서는 영상을 선택하고 설정하는 작업이 간단하지만, 영상의 개수가 늘어날수록 영상의 설정과 관리에 많은 시간과 비용이 소요된다. 따라서 본 논문에서는 Implicit Rating과 워드투벡터를 이용하여 비디오 월 컨트롤러에 표출할 영상을 자동으로 설정하는 모델을 제안한다.

KISTI(Korea Institute of Science and Technology) has developed ${\ulcorner}KISTI-ACOMS (KIST-Article Contribution Management System){\lrcorner}$ as a part of the national project for the informatization of academic societies, and distributed the system to academic societies for free since 2001. KISTI-ACOMS is a web-based system that automates the full process of academic paper review and journal publication and circulation for academic societies. KISTI have analyzed academic societies' demands for a paper review system for last three years and, after a thorough redesign and implementation, released KISTI-ACOMS 2.0 in september 2005. recently, there are many societies requesting the online paper review system for the informatization of their societies. korean academy of child health Nursing has decided to introduce KISTI-ACOMS 2.0 to meet current trends and KISTI customized KISTI-ACOMS 2.0 to reflect configuration and paper review process of Korean Academy of Child Health Nursing. This Paper investigates the functions of KISTI-ACOMS customized for the korea academy of child health nursing and describes necessary features for the future online paper review system.

Recently, the conference is increase continuously, and the public relations and administration are increasing. Therefore, the many expense of small academic society and official overhead are generated for supporting the service of conference registration and announcement. Accordingly, in this paper, the building tool designs and implements for the registration and public relations of a small-scale conference on Internet. This tool supports an automatic building of a conference homepage and easily operation of the conference. And, the building tool provides the paper submission function, the pre-registration function and the email sending function using the conference homepage on Internet.
