본 논문은 국가학술연구인력 데이터베이스의 구축 방안에 대해 기술했다. 학술연구자 정보는 국가적 연구지원 관련 업무의 가장 기본이 되고, 사회 각 분야에 있어서의 연구활동에 참여할 최적의 연구자를 찾거나 연구계획서를 심사할 최적의 심사자를 찾는데 필수적이다. 그러나 학술연구자 관련 정보들이 중복 구축되어 여러 낭비요소들이 많고 정보의 일관성이 유지되지 않아 정보로서의 질적 가치 저하로 오히려 혼란만 가중되고 있으며, 표준화 미비로 상호 정보 교환이 어려운 실정이다. 따라서 국가적 차원에서 표준 형식의 국가학술연구인력 데이터베이스를 구축하여 모든 관련 기관이나 연구자들이 공유함으로써 중복 구축에 따른 비용을 절감하고, 일관성을 유지하여 정확한 정보를 제공할 수 있는 구축방안을 제시하고자 한다.

특허심사절차는 짧지 않은 과정으로 이루어져 있는데, 현재 모든 절차가 사람이 직접 관여하여 진행되고 있다. 특허심사절차의 효율적 시간 분배를 위해, 특허문서 분류 과정의 자동화 처리 필요성을 느끼게 되었다. 따라서, 본 논문에서는 해당 분류기 생성을 위한 데이터의 전처리 과정을 다루었다.

This study analyzed the trends of broadcaster licensing policy during 1990-2001 in Korea. It is to seek the answers about how the examination standards and procedures applied to broadcaster licensing has been changed for the last decade. For the purpose this study inquired six cases such as private broadcasting licence (1990 October), cable TV program provider licences(1993 July), cable TV system operator licences(1994 January), private local broadcaster licences(1994 July), satellite broadcaster licence(2000 December) and cable TV home shopping channel licences(2001 March). It examined the degree of specification and measurement of the standards based upon the government white paper; average points per item, average points per quantitative item, and average points per qualitative item etc. The government hadn't opened the standards and procedures how it licensed broadcasters until 1990 and the uncertain attitude brought distrust on the government broadcasting policy. The first white paper about broadcaster licensing was made in 1994 after cable TV broadcaster licensing was finished. The results indicated that Korean broadcasting licensing policy rapidly developed in the dimension of transparency from 'a secret room policy' to 'a sunshine policy' for the last decade. But it still needs improvement in the dimension of fairness of examination. Now one of the main distrust is the ratio that the one of qualitative examination standards are much more than the qualitative one.

A SPICE (Software Process Improvement and Capability dEtermination) and CMM (Capability Maturity Model) assessment can be considered as representative software process assessment models since assessors assign ratings to indicators and metrics to measure the capability of software precesses. But ail of process assessment models don't provide a subjective measurement procedure and metrics. In this paper we define basic quality process metrics and propose standard metrics for each process based on SPICE and CMM. This study also proposed a guideline for a subjective measurement procedure and the metrics are effectively use to SPI.

계원조형예술대학 출판디자인과 이기성 교수(한국전자출판연구회장)가 지난 1월7일부터 11일까지 샌프란시스코에서 열린 국제학술대회에 참석, 자신의 논문 '출판산업에서 신기술의 보급과 발전 (국제경영학회 공모 논문심사에서 우수논문 선정)을 발표했다. 이 교수의 이번 논문은 국제경영학회 학술지에도 게재될 예정이다. 다음은 이 교수가 발표한 내용을 요약 소개한다.

KISTI(Korea Institute of Science and Technology Information) has developed the $\boxDr$KISTI-ACOMS(KISTI-Article COntribution Management System)$\boxUl$ as part of the national project for automating the process of processing academic information by societies, in order to convert journals published by academic societies in Korea into an electronic from and make them accessible on the Internet. This system was developed in the year 2001 and has since been distributed to societies free of charge. The number of societies requesting the service has risen recently, which prompted us to take more recommendations of the societies that adopt this system into account in expanding and standardizing the area of service being provided by the system. This paper will investigate the functions of KISTI-ACOMS constructed for use in the Korean Society of Environment and Ecology and list the functions and requirements for the next system to enhance the on-line paper management system.

This paper provides consistent understanding between the economic rationale of the 'efficiency' and 'failing firm' defenses and the conditions that the defenses require in the merger assessment process, focusing on two main concepts, 'enhancing competition' and 'counterfactual'. This paper states that the economic rationale of the 'efficiency' defense rests on the effect of enhancing competition rather than on the improvement of efficiency itself. Regarding the 'failing firm' defense, the rationale is stated that competition would not deteriorate even when the merger proceeds compared to the counterfactual where it is prohibited. This understanding reflects not only recent international discussion but also the merger guidelines of advanced competition authorities. It also consistently explains the requirements of the defenses. Finally, this paper includes some comments on the Merger Review Guideline of Korea for its improvement based on various domestic merger cases.

This research aims to suggest ways to improve the effectiveness of disciplinary suspensions of police officers. Research is based on reviews of prior research and related documents, in addition to analysis of the current status of disciplinary action through public information provided by the National Police Agency. The researcher examined cases in appeal commission example book and analyzed the types and reasons for such cases. This study offers three proposals for improving the disciplinary system. First, the discipline guidelines of police officers should be examined in relation to those of other government employees. Second, a comprehensive manual for data from the disciplinary process should be created and used institutionally. Lastly, police officers should establish an appeals commission that already exists within various civil service operations.

KISTI-ACOMS의 보급과 더불어 학술대회에 대한 중요성이 인식되고, 학회의 요구사항이 증가함에 따라 학술대회 논문투고관리 시스템을 재설계하고 구현하였다. 구현된 시스템은 심사기능을 통한 우수 논문 심사, 영문 토글 기능을 지원하여 국내뿐만 아니라 국제 컨퍼런스 개최시에도 활용할 수 있어 보다 많은 학회들이 이용할 수 있게 되었다.

한국방위산업진흥회는 매년 자주국방의 핵심분야인 방위산업의 중요성을 통보하고, 방위산업에 관한 조사연구활동을 활성화하기 위해 국방관련 학교기관의 피교육생들이 재학중에 연구한 방산 관련 논문을 학교장의 추천을 받아 심사해 우수논문을 시상하고 있다. 이에 교육기관에서 연구된 방산관련 아이디어를 정책개발 및 방산업체 운영에 활용되기를 기대하며 '96 우수 논문으로 선발된 논문을 요약 발표한다.
