As various state restrictions on individual freedom were imposed during the COVID-19 pandemic, concerns have been raised that excessive infringements on fundamental rights were indiscriminately permitted based on the public interest of preventing infectious diseases. Therefore, the question of how to set acceptable limits of liberty restrictions on individuals has emerged. However, since the phenomenon of infections spreading to the population is only predicted statistically, how to deal with the risk of the infected individual as a subject of legal analysis has become a problem. In the absence of a theoretical framework of legal analysis of risk, the risk of infected individuals during the pandemic was not analyzed strictly, and proportionality review of infection prevention measures was often only an abstract comparison of the importance of public interest and individual rights. Therefore, this research aims to conduct a theoretical review on how risk can be conceptualized legally in a public health crisis, and to develop a theoretical framework for proportionality review of the risk of liberty-limiting measures during a pandemic. Chapter 2 analyzes the legal philosophical concepts of risk, which are the basis for liberty restrictions during a public health crisis, and applies and extends them to the pandemic. Chapter 3 reviews previous studies related to liberty restriction measures in the context of the COVID-19 pandemic, and points out they have a limitation that specific criteria for the proportionality review of public health measures in the pandemic have not been presented. Accordingly, Chapter 3 specifies the methodological framework for proportionality review, referring to the theoretical discussion on risks in Chapter 2. Chapter 4 reviews the legitimacy of gathering restriction orders, applying the theoretical discussion in Chapter 2 and the criteria for proportionality review established in Chapter 3. In particular, Section 4 examines logic of proportionality review in judicial precedents over the ban on gathering restrictions implemented in the COVID-19 pandemic. In analyzing the precedents, the logic of proportionality review in each case is critically reviewed and reconstructed based on the theoretical framework presented in this research.

Collaborative research has been actively done on the basis of academic relationships among various study area. The importance of collaboration has also been increased. Collaborative researchers can reduce time, cost, and research risk to maximize research productivity. This study aims to develop a framework for understanding the behavior of professional groups through network characteristics. To achieve the goal, we collected data of the co-authored network and that of the reviewer network from from 2006 to 2012. Total 230 submitted papers were analyzed on the views of research performance and productivity. Various analytical methods such as centrality analysis, sub-group analysis, correlation, and regression were conducted for assuring the reliability and validity of our research. The results shows that the productivity of the co-authored network was increased and the efficiency of the reviewer network was also identified through several network indexes.

본 논문은 철의장품(steel outfit) 조선기자재를 생산하는 업체들의 품질경영실태를 분석하여 한국의 철의장품 조선기자재 생산업체의 특성에 맞는 효과적이고 효율적인 품질경영시스템을 개발하고자 한다. 조사 대상업체는 ISO 9000 품질인증을 획득한 부산 경남 인근의 7개 업체로서 최근 99년까지 지난 3년간 실시한 본 심사와 예비심사에 나타난 심사자료를 근거로 분석하였다. 종업원수와 사급여부에 따라 7개 업체를 2개의 그룹으로 나누고 ISO 9000 품질인증의 요구항목별 지적사항의 수에 따른 파레토챠트를 작성하였다. 철의장품 조선기자재 생산업체의 품질경영시스템의 관리에서 ISO 9000 품질인증의 어느 요구항목이 가장 중요한 중점관리항목들인가를 찾아보고 SAS를 이용하여 중요 요구항목들과 업체들의 통계적 관련성을 살펴보았다. 한국 조선업의 세계적인 수주량 선점에도 불구하고 철의장품 조선기자재 산업체들의 수주조건 악화에 따른 단가의 하락으로 점차 열악해져 가는 조선기자재산업의 현실에 적합한 품질경영시스템을 개발하기 위해서 ISO 9001 요구항목에는 포함되지 않지만 조선기자재산업의 품질경영시스템의 특성상 반드시 포함되어야 할 중요한 추가 요구사항들의 구체적인 사례들을 제시하였다. 마지막으로 중요 요구항목별 심사자료 유형별 그룹별 통계적 관련성을 3원 분할표를 이용하여 설명하였다.

최근 소프트웨어 산업에서는 개발 기간의 지연, 비용 증대와 같은 위험관리를 하기 위한 방법으로, SPI 전략이 활발히 진행되고 있다. 사실표준인 CMM이나 국제표준인 SPICE 등이 SPI의 참조적인 모델로 사용된다. 그러나 이들 모델은 특정환경을 가진 소프트웨어 개발 조직에 대한 품질 개선을 위해서 필요한 구체적인 개선 절차와 방법을 기술하고있지 않다. 특히 SPI를 위해서 SPA가 선행되는 경우가 많은데, 효율적인 SPA를 위해서는 심사절차에 대한 정형화가 필요하며 이를 통하여 심사의 일관성을 유지할 수가 있다. 본 논문에서는 심사의 정형화를 위해 SPA의 각 단계들을 UML을 사용하여 표현하고, 모델의 신뢰성을 ISO/IEC 9126의 6가지 품질 특성의 테두리 안에서 검증하고자 한다. 또한 결함들(Defect)간에 연관성을 분석하여, SPA의 등급평가 절차에서 사용되도록 제안한다.

본 논문은 현재까지 수행된 신규 핵연료가공시설의 안전성 평가 내용, 안전심사의 경험을 통해 도출된 문제과 해결 현황 등을 제시한다. 이를 위해 신규 핵연료가공시설의 인허가에 관련된 국내의 관련 원자력법령체계의 특성을 고찰하고, 관련되는 국내외 규제요건 및 기술기준과의 비교를 통해 적용가능한 규제기준을 도출하여, 본 적용 기준에 따른 신규 핵연료가공시설의 안전설계 특성 평가 결과를 제시한다. 이러한 과정에서 도출된 주요 문제점과 그 해결을 위한 개선방향을 제언한다.

본 논문에서는 국제표준화기구(ISO)에서 1999년을 목표로 표준화하고 있는 SPICE(Software Process Improvement & Capability dEternimation) 심사 모형을 사용하여 프로세스 속성의 위험 분석 방법을 제시하고 있다. 위험 분석에 사용된 자료는 통신관련 소프트웨어를 개발하는 조직의 공학 범주에서 4개 프로세스를 선정하여 실제로 심사한 결과이다. 또한 위험 분석에서 민감도 분석이 어떻게 활용될 수 있는 지를 설명한다. 마지막으로 위험분석과 소프트웨어 프로세스 개선 방향 설정과의 관계를 설명한다.

소프트웨어 제품 및 서비스의 품질 향상을 위한 방법으로 개발 프로세스의 개선을 목적으로 시작된 SPA & SPI(Software Process Assessment & Software Process Improvement)가 그 효과와 필요성을 인정받고 국내에서도 서서히 기업에 널리 확산되는 추세이다. 하지만 기업 문화의 차이와 시간적, 공간적, 비용적 이유로 SPA의 확산 및 수행에 어려움이 있다. 본 논문에서는 SPA에 GDSS(Group Decision Support System)를 적용하여 좀 더 원활하게 수행하고자 ISO/IEC TR 15504를 모델로 하는 심사 도구의 개발을 위한 연구를 하였다.

소프트웨어 프로세서 개선(SPI)의 목적은 조직의 소프트웨어 프로세서 능력을 향상시키는데 있다. SPICE 표준의 기본 목표는 소프트웨어 프로세서 개선과 능력수준의 결정이며 적용대상 범위로 ISO 12207에 근거한 프로세스 계획, 관리, 실행, 통제 및 개선에 두고 있다. 본 논문에서는 SPICE 모형의 심사모형 및 참조모형을 분석하고 능력수준과 프로세스들간의 관련성을 조사 하였다. 또한 기존의 SPI모델 CMM과의 비교를 통하여 SPICE에 장점과 향후 방향을 예측하였다.
