본 논문에서는 먼저 노무현 정부의 부동산 정책이 어떠한 정책 실패의 요인들을 안고 있는지를 논의한다. 그리고 이러한 정책 실패 요인들이 어떻게 지속적으로 작동할 수 있었는지를 심층적으로 살펴보기 위하여 부동산 정책 시스템에 관한 정책결정자 및 정책 비판자의 인지지도를 구축하고, 이를 기반으로 하여 시뮬레이션모델을 구축하고 시뮬레이션 결과를 논의한다. 본 논문에서 구축된 인지지도와 시스템 다이내믹스 모델은 정책 실패가 어떻게 구조화될 수 있는지를 보다 심층적으로 논의할 수 있는 기회를 제공할 것으로 기대한다.

6월 임시국회가 여야간 입장차이로 표류하고 있다. 한나라당에서는 민생현안 처리를 등원카드로 민주당의 압박하면서 단독 국회개원 불사방침을 밝히고 있고 노무현 전 대통령 서거 이후 지지율이 급상승한 민주당은 대통령 사과와 국정쇄신을 강력하게 요구하면서 한나라당의 법안 강행 처리시도에 대비해 국회를 점거하면서 대립하고 있다. 이로 인해 농업계가 가장 크게 우려하고 있는 한미FTA비준안 처리시도는 지연이 불가피할 것으로 보인다. 한농연과 한여농은 국회비준을 앞두고 각 시군구 차량집회를 개최하여 정치권에 비준반대 입장과 요구사항을 전달하는 등 적극적인 활동을 전개했다.

신행정수도 건설사업 중단 등의 난관에도 불구하고 노무현 대통령은 참여정부의 주요 국정과제 중 하나인 국가균형발전과 지역혁신전략을 흔들림 없이 추진할 것임을 분명히 밝혔다. 국민소득 2만달러 시대를 열기위해서는 지방이 국가발전을 견인하는 혁신거점으로 거듭나야하며, 이런 의미에서‘국가균형발전과 지역혁신 클러스터의 구축’은 매우 중요하다. 국가균형발전의 성공전략으로 손꼽히는 지역혁신 클러스터의 구축방향에 대한 의견과 제안을 협회 김태희 부회장에게 들어보자.

우주개발 이념은 크게 과학탐구주의, 상업주의 등 여러 가지 요소들이 각각 다른 비중으로 우주개발 혁신체제에 영향을 미쳐왔다. 우리나라 우주개발 중장기기본계획 상에서 실용주의(상업주의)의 산업경쟁력 강화가 일관되게 강조되어지고 있다. 한국의 우주개발이 본격화된 시기인 1993년부터 2005년까지의 김영삼, 김대중, 노무현 대통령 말씀 내용분석에 있어서, 우주개발을 통한 산업경쟁력 강화라는 실용주의(상업주의)가 일관되게 강조되어 왔다.

국내 7개 대학이 참여한 생명공학 연구팀이 최근 광우병을 유발하는 것으로 알려진 '프리온(Prion) 단백질'을 생체내에서 축적되지 않으면서 정상기능을 하도록 변형된 '프리온 변이단백질'을 과다 발현시킨 수정란을 대리모에 착상시키는 방법으로 '광우병 내성 복제소' 4마리를 생산했다. 국제특허를 출원한 것은 물론이고, 지난해 12월 10일 노무현 대통령, 박호군 과학기술부 장관, 정운찬 서울대 총장 등 150여 명이 참석한 가운데 전체 과정을 시연해 보였다. 세계 5번째로 체세포 복제소를 탄생시켜 우리 나라 생명공학기술 수준을 세계에 알렸던 황우석 서울대 수의과 교수가 이번에 또 팀을 이끌며 일을 저질렀다.

Objective : he aim of this study is to describe on the definition of the welfare state and scope of the social welfare and to analyze the development of the social welfare policy for the disabled in South Korea. Methods : We described on the definition of the welfare state and scope of the social welfare and analyzed the social welfare policy and welfare policy for the disabled among Korean Government through literature review. Finally, We also analyzed the welfare policy for the disabled in the Roh Moo-hyun Administration. Results : Welfare policy or welfare policy for the disabled was developed as economic growth from 'selective welfare' to 'universal welfare'. Scope of the social welfare was expanded from 'minimum guarantee' of the Lee seong-man administration to 'participatory welfare' of the Roh moo-hyun administration and that was similar to the welfare policy of administration for the disabled. Conclusion : We suggest that occupational therapist based community should find unmet health need and provide home-based rehabilitation services to the disabled and the elderly.

To tackle the problem of regional economic and social disparities in Korea, the government of Roh, Mu-Hyun(2003-2007), launched a series of radical policies and programs to decentralize administrative activities of the capital region and stimulate economic growth in less developed regions, based on regional innovation systems and industrial cluster concepts. This paper highlights the Roh government's approach to reducing regional disparities, and makes some comments on the innovation cluster strategy by investigating the realities appearing in a major city, Daejeon. It concludes that many ministries of the Roh government created various competing, undifferentiated programs that were assigned too much money and energy, and drained resources from other governmental activities. In fact, very few programs show positive signs of achieving the goals of innovation in less developed regions, balancing the growth gaps between well-off regions and the rest of Korea, and generating overall economic growth for the country.

This study examined image restoration strategies of political parties regarding the Presidential impeachment In Korea. The analytic framework of this study was Benoit's rhetorical theory of image restoration strategies. Results showed that both Hanara Party and Minju Party used attack accuser as a major image restoration strategy. However, Hanara Party changed their strategies from attack accuser to future oriented. Thus, Hanara Party's image restoration strategy successfully applied Coombs theory, which future oriented strategy was good for an organization of the high responsibility in the context of crisis situation.

This study investigated the general perception of government public relations practitioners in the Noh Moo Hyun and Lee Myung Bak administrations toward media relations and false reports. It examined whether these government public relations practitioners' perceptions are different according to changing government public relations circumstances. This study also investigated how the perceptions of public relations practitioners toward media relations in two different governments affect the overall perception toward false reports. The results showed that the two groups had different perspectives toward media relations, false reports and the causes of false reports. Moreover, the perspectives toward media relations influenced their opinions about false reports. However, they had similar opinions about the way of preventing false reports.
