A Study on the Formation of an Archive Book Based on Its Placeness : Focusing on the Archive Book, "Home of Roh Moo-Hyun" (장소성에 기반한 기록집(記錄集) 구성에 관한 연구 『노무현 대통령의 지붕 낮은 집(2019)』을 중심으로)

  • Given that the concept of reproducing landscape is similar to that of recording historical sights, places can become special space where memories are archived through meaningful activities. Therefore, place and landscape are the important concepts for understanding the Home of Roh Moo-hyun. This research was initiated when Roh Moo-hyun Foundation's decided to return the Home of Roh Moo-hyun to the public. A research report was published as the first result of this initiative. Then an archive book was recently published based on the first research report. The research report was about philosophical and aesthetic meanings and contents, the layers of accumulated memories, the records based on the accumulated memories, and the attributes of the place, and the possibility of archiving, whereas the purpose of the archive book is to restore and to curate the original meaning of the Home of Roh Moo hyun through cultural events. There are 'three memories' of layers in the Home of Roh Moo-hyun. The first memory is about 'life and dreams' that President Roh Moo-hyun dreamed about after his retirement to the hometown. The second memory is about 'the loss of time' for 10 years of time after the decrease of the President Roh Moo-hyun. The third memory is 'the memory of citizens', which started with the public opening of the Home of Roh Moo-hyun. 'Low Roof House of President Roh Moo-hyun' is the archive book that comprises the three memories which are accumulated in the home of Roh Moo-hyun and 'record language' full of meanings.

Development of a Systemized Flying Net for Safety Improvement in Architectural Building Construction (건설 공사의 안전성 향상을 위한 충돌방지형 시스템 플라잉넷의 개발)

  • Flying net should be installed on every 3 or 4 construction floor from 8m above ground according to the rule. In the apartment housing construction, flying net installation work has been recognized the most dangerous work among the whole works because a small mistake of labors might make their death accident. Sub-contractors specialized in flying net have been developing various flying net types. However, most works of installing flying net as working with the developed system are performed outside the apartment housing, so that the risk of fall in works of installing supports and unfolding net is still high. Furthermore, as using the previously developed flying net labors might bump into the frame or the wire rope for supporting so that it makes secondary accidents. The objective of this research is to produce the proto-type of anti-collision flying net system based on the result of problem analysis on the installation and detachment process and suggest the improved anti-collision flying net system, which is able to improve safety and field applicability by conducting field experiment and analyzing performance.

  • Nowadays, the construction industry is suffering from the decrease of labor productivity caused by the lack of skilled workers and the aging labor forces. The hazardous work conditions and safety problems still exist at the construction sites. The earthwork operation is not the exception. The number of skilled earthwork equipment operators has been rapidly reduced and the equipment needs to be operated in dangerous / hazardous work sites. Thus, through the development of intelligent excavating system, Intelligent Excavating System(I.E.S) research team tries to enhance the safety of work environment, productivity, quality, and payability of the earthwork operation. It is also expected that this research contributes to the development of fundamental construction automation technologies and to the creation a new market sector.

'Dual Transformation' of Freedom of Information Movements and Civic Participation (정보공개운동의 '이중적 전환'과 시민참여 : <참여연대 정보공개사업단>과 <투명사회를 위한 정보공개센터> 비교를 중심으로)

  • This paper aims-through comparative research on two organizations and use of political process theory-to analyze the historical development of, current issues related to and the characteristics of the new transformation of the Freedom of Information Movements (FOIMs) in South Korea. In the ten years since the Freedom of Information Act (FOIA) took effect in 1998, Korean FOIMs have developed along the following course: 'emergence' (1998), 'expansion and extension' (1999-2004), 'institutionalization and retro-institutionalization-' (2005-2008). Specifically, in the early stage of FOIMs, the Freedom of Information (FOI) department of the People's Solidarity for Participatory Democracy, established in 1998, had led the FOI movement by initiating reform of the FOI institution and advocating an end to old practices. Paradoxically, however, following the institutional progress of FOI under the Roh Moo Hyun government, the vitality of FOIMs seemed to be weakening. And under the Lee Myung Bak government, which is showing regression in both the FOI institution and practices, the 'dual transformation' of the FOIMs is being led not by old groups but by new ones. The Center for Freedom of Information and Transparent Society(CFOI), which was founded in 2008, has journalists, researchers of archival studies, citizens, lawyers and nongovernmental activists as members. Through its blog style Homepage, countless reports are becoming "open to the public" and "share with the public." And its various civic education programs are interactive bridges which enable mutual communication between the Center and citizens. CFOI is expanding the FOI movement in different ways than the traditional activists such as the FOI department of the PSPD department, which worked through methods such as policy proposals, disclosing information litigation, comments and public statements, and hosting forums. CFOI is leading the 'dual process of transformation' of FOIMs, namely the transformation from an 'advocacy' movement to an 'empowerment' movement and transformation of the FOI movement's framework from "open to the public" to "share with the public."

The characteristics of Records Management Policy during Participation Government(2003~2008) (참여정부 기록관리정책의 특징)

  • Since the government of Republic of Korea was established in 1948, a period that made the biggest difference on National Records Management System was from 1999 when was enacted. Especially, it was the period of President Roh's five-year tenure called Participation Government (2003-2008). This paper illustrates distinct phenomena of Records Management System Policy during Participation Government. Three major agents of the system are President Roh, the Presidential Secretariat, and Archives Management Bureau at the National Archives of Korea. They sometimes competed with themselves for initiatives of policy, but they used to cooperate with each other and have brought about innovations on records management. The first distinctive characteristic of Participation Government (below PG)'s records management is that it implemented governance actively. That is, it tried to listen carefully to all opinions of interest organizations related to records management and enacted laws based on those. The PG not only listened to civic groups, but also created two professional groups called Records Management Innovation Expert Committee and Innovation Decentralization Assessment Committee. Those two groups enacted . Another remarkable feature is a nomination of records management specialists at public institutions. In 2005, PG created Archival Research Positions among research public officials and appointed experts in the field of Archival Research History at central department. With the process, the government tried to provide public records management system and to improve specialty of records management. Since then, records management specialists were employed not only at local governments but also at private archival institutions. It has allowed of entering a new phase in employing records management professionals. The Participation Government also legislated (completely revised) . It led to a beginning of developing records management in Republic of Korea. was revised thoroughly for the e-Government period and was established as a foundation for managing presidential records. An establishing process of a country's records management system describes the degree of democratic development of society. Following governments should supplement PG's shortcomings and carry out 'New Governance Records Management System'. Principal subjects of records management system should include not only a government but also civic groups, local governments, small businesses, and academic professionals. The object of records management also needs to be democratic by recording not only the plans and enforcements of a task but also influences and results of a task. The way of archiving ought to be discussed by all related principals.
