Geographical Mobility of Vocational High School Graduates (지역 산업수요와 지역이동 : 전문고 졸업생의 첫 일자리를 중심으로)

  • Curricula relevant to labor market needs are often designed with the goals of individual employment and regional development at the forefront. This study provided information on regional scope by investigating the extent and determinants of the geographic mobility of vocational high school graduates and the effects of that mobility on first-job wage rates. Geographic mobility was defined as being employed in other provinces in which vocational schools were located. About 38% of graduates were employed in other provinces. Geographic mobility was positively related to gender and human capital such as health, course of study, vocational certificate, and job training. Mobility led to higher wage rates even after controlling for sample selection bias. The implication is that vocational high school curricula which focus excessively on provincial concerns may weaken a workforce's effectiveness.

What Drives Skilled Migration? Cross-country Evidence, 1990~2000 (숙련노동력 이민의 경제적 요인: 국가수준 횡단면 분석, 1990~2000)

  • Recent migration is led by skilled labor, This paper performes a cross-country analysis to find the determinants of skilled migration using recently released Doquier and Marfouk(2005) data as dependent variable and economic indicators of nations as independent variables. Regression results show that the skilled migration to OECD countries are driven not only by income motive but also by structural factors, such as industrial structure and life expectancy, which have broader meanings in development. It is noteworthy that structural factors of a nation become more important as its income level rises. English seems to have positive effect on skilled migration. Some region-specific factors, proximity to USA of Caribbean countries and political instability of Gold Coast countreis, for example, are found. Middle-income countries seem to be the most vulnerable to the possible risk of brain drain.

A Study on the Shift to Service Economy and Changes on Labor Productivity in the Service Industry (서비스경제로의 이행과 노동생산성 변화에 대한 국제비교연구)

  • This paper examines the shift to service economy in the developed countries including Korea and analyzes whether Baumol's cost disease hypothesis could explain the labor productivity growth in the developed countries even though the share of service industry is rising rapidly. We have found the following results: First, the shift to service economy is widely observed in the developed countries. Second, the productivity gap between manufacturing and service industry is widening as a result of stagnant productivity growth in service industry. Third, however, the productivity in the whole economy is still growing because of the large productivity differences among the sub-industries in service industry. Fourth, we have found that the productivities of some service industries, such as finance, communication, business service, etc., are almost same or larger than the productivity of manufacturing industry. From this fact it is likely that the productivity of the whole economy could grow in spite of the stagnant productivity growth in service industry.

Job Mobility and Short-run Wage Changes (직장이동의 유형에 따른 단기임금변화)

  • We construct a unique panel data by using Korean Economically Active Population Survey (KEAPS) from 2003 to 2007 to estimate the returns to different types of job mobility among men. By adopting Mincer(1986)'s method, we estimate the wage change to job mobility after controlling the sample selection bias. There are four different types of job mobility that are concerned in the study: (1) voluntary job-to-job changes without experiencing unemployment, (2) voluntary job changes with experiencing unemployment, (3) involuntary job changes due to layoffs, and (4) involuntary job changes due to discharges. Our findings indicate that Korean men who changed jobs without experiencing unemployment realized wage gains of 7% while those who changed jobs through unemployment period lost 10% of their wages. Among those who changed jobs involuntarily and went through unemployment, the workers who discharged from the previous jobs realized substantially greater wage loss.

Job Selection, Separation, and Wage Level of SME Workers: based on a Follow-up Survey on Recent College Graduates (중소기업 취업자의 직장선택과 이동 그리고 임금 수준 분석)

  • Recently SMEs(small and medium enterprises) in Korea have experienced severe labor shortages. In particular, college graduates avoiding SMEs are widely spotted. According to previous studies, the main causes of the evasion by college graduates are the inferior working environment and low wages. Some studies also state that SME workers experience discrimination. However, most studies have focused only on unemployment issues of the young graduates. In this research, the results of follow-up surveys on the employment status and job conditions of recent college graduates was linked as a panel data, and the performance of the graduates was analyzed. Based on the analysis, we found college graduates who are employed SMEs are likely to have their initial career fixed to the SMEs. Second, the job separation records of the young SME workers does not show positive labor market performances such as upward movements or wage increases, and the process itself turned out to be entailed frequent separation. Third, the inferior wage level at SMEs and the fact that this effect is cumulatively amplified has been a key factor for evading SMEs. Thus, it is difficult to say that the early-stage careers in SMEs are constructive in future career development. On the contrary, the early careers at SMEs result in lower labor market outcomes, and frequent job separation.

The Gender Differences of Travel Behavior in the Seoul Metropolitan City: Analysis of Time Use Survey (서울시민의 이동행동에 있어서의 젠더차이 : 생활시간조사자료를 중심으로)

  • This study looks into travel behavior differences by sex, gender role and economic status. Source for analysis in this study is from Time Use Survey conducted by Korea National Statistical Office in 2004. The sample considered of 3,122 women's time diaries and 2,678 men's, whose age range from 20-59. The results of the study show that married women, women with child under age 6 and unemployed women have less travel time quantity, travel during the daytime and use mass transportation than men and single women. However single women and working women, especially working women having high income level, show more similar patterns of travel behavior with men's which are quite unvarying regardless of marital, parental and economic status.

The Impact of Children's Education Level on Intergenerational Income Persistence (자녀의 학력이 부자간 소득계층 대물림에 미치는 영향)

  • Using Korea Labor and Income Panel Surveys data, this paper estimates the effect of schooling level on income over time and the effect of children's education level on intergenerational income persistence. The results show that the impact of education level on income decreased over time. Also, intergenerational income persistence, measured as a dummy variable that has value one if children's income percentile group is same as the father's, increased with children's educational attainment only when the father is in upper income percentile groups. These findings indicate that education fails to play a significant role of the economic ladder and does not much help in raising intergenerational income mobility. Rather, education may possibly function as a means of intergenerational transmission of wealth through parental investment in their children's private education.

The Determinants of Working Poor' Poverty-Exit Possibility : Path Dependency of Working Poor Labor Market (근로빈곤층의 빈곤탈출 결정요인 연구 : 근로빈곤노동시장의 경로제약성을 중심으로)

  • This study examines how path dependency of working poor labor market segmented from the primary and the secondary labor market affects employment and quality of employment of working poor. It Further examines how path dependency makes working poor to remain in the labor market and makes it difficult for them to escape from a vicious poverty cycle. Data is based on the $3{\sim}7th$ Korea Labor and Income Panel Study(KLIPS). Markov's transition probability and discrete-time hazard analysis are used for analysis. This study finds that Korea labor market is divided into three parts; the primary labor market, the secondary labor market and the working poor labor market. The proportion of employed poor has been reduced, but the proportion of non economically-active working poor has been increased and has become the main group among the working poor. This shows that labor demand of working poor is fundamentally lacking and there are structural barriers that block working poor's employment itself. The regression analysis shows that the longer working poor labor market participation is, the lower poverty-exit rate. This is an evidence of vicious poverty cycle that the poor have little chance to exit from working poor labor market, once they step into it. Therefore, the longer their participation in poor labor market, the more likely they would move only within the closed working poor labor market. Consequently, it is necessary to fundamentally reform labor market structure and to alleviate negative perception and discrimination about the poor labor while activating labor demand.

Study of the Relationship between Labor time and Wage in Korea (국내 노동시간과 임금간의 관계 연구)

  • This study examined the relationship between income and the value of leisure to develop a more accurate model of the labor market without necessarily losing the primary merit of the received model. Moreover, with an improved understanding of the labor market dynamics, it can be seen that progressive era labor market legislation, which was designed to mitigate the effects of the bargaining power inequality in low wage labor markets, was in fact based on sensible economic foundations. These low-wage dynamics present an example of a positive feedback system or "vicious circle" at work in the economy. The market dynamics of the low wage sector push the wage away from the range that is consistent with a self-regulating market.

The Labor Force Transformation in Korea: 1960~1980 (한국에 있어서 각 산업부문간 노동력의 변천과정)

  • 본 연구의 목적은 노동력의 사회적 특성적인 면에 있어서 각기 다른 산업에 종사하는 노동력의 "누가" "어떻게" 변화해 가는가에 중점을 두면서 한국의 산업 각 부분간의 변천과정을 조사하는 데 있다. 이 연구에는 1960, 1970, 1980년에 실시된 한국 센서스 자료가 주로 사용되었다. 본 연구의 결과에 따르면 1960년과 1980년 사이의 한국의 산업 구조적인 면에 있어서의 급속한 변화를 보여주고 있다. 그러한 변화들은 주로 경제발전 정책과 더불어 농촌지역에서 도시지역으로의 인구이동에 기인된다고 하겠다. 예를 들면 1960년에 65%의 노동력이 1차 산업에 종사한 반면에 1980년에는 38.5%로 감소했고 이와는 대조적으로 1960년에 오직 8.7%의 노동력이 2차산업에 종사하던 것이 1980년에는 27.6%로 증가하였다. 3차 산업 역시 1960년에 23.8%에서 1980년에 33.9%로 10%의 증가를 보였다. 경제.발전이 이루어지는 과정에서 실업자들이나 잠재 실업자들이 경제활동에 참여할 수 있었기 때문에 경제구조 자체가 예전에 비해 더 안정이 되고 생활수준도 향상이 되었다고 하겠다. 이러한 결과는 부분적으로는 계속된 5개년 경제개발 계획에 기인된다고 할 수 있다. 경제발전 과정에서의 대도시로의 인구집중, 특히나 2차 산업과 3차 산업이 집중되어 있는 서울로의 인구집중은 주택, 교통, 범죄등 많은 문제를 낳고 있다. 동시에 도시지역에의 과잉 노동력의 존재와 농촌지역에는 특히나 농번기에 노동력 부족현상을 야기시키고 있다. 시간의 흐름에 따라 여성노동력의 비율, 전문직과 사무직 종사자, 그리고 서비스분야 종사자들의 비율이 증가하였는 데 비해 대부분의 다른 국가에서 처럼 한국에 있어서도 자영인의 비율은 경제발전 과정에서 감소하였다. 경제발전과 더불어 보다 전문화되고 조직화된 시장중심의 생산체제가 가구와 지역사회 중심의 생산기능을 흡수하므로서 많은 노동력이 임금 노동자가 되었다. 특히나 단순노동을 통한 많은 젊은 여성들을 고용하는 제조산업 분야에서 여성들이 낮은 임금과 과로 그리고 나쁜 작업환경으로 인하여 그들의 건강을 해치고 직업병을 유발할 가능성이 많다고 하겠다. 지난 20년에 걸친 급속한 정부 주도형의 경제발전은 노동력의 제 산업 간의 급속한 변천과 더불어 긍정적인 측면과 부정적인 측면을 모두 낳았다고 할 수 있겠다.측면을 모두 낳았다고 할 수 있겠다.
