The discussion of "new risks" in the field of social policy started to gain attention in the late 1990s and it is commonly argued that new risks are provoked by deindustrialization and/or globalization being more concentrated among the young, women and low skilled individuals. This study commences its inquiry with a conceptualization of labour market risk in an attempt to critically rethink the argument of new risk. A reevaluation of the concept is followed by an empirical investigation on the different types of risks and their changes by different degree. Eight-teen countries are selected in order to provide a comparative account to understand new risk. These are comparatively analyzed using the fuzzy-set ideal type approach to discover different types of social risks and to measure degrees of changes in relation to social risk. In sum, this paper aims to answer: what is new risk? and how do the characteristic of labour market risks differ in different post-industrial countries? The findings suggest that the types of risk are diverse and the speed or the directions of shift are also diverse.
This paper adopts a distributive performance process model of in-work poverty based on labor markets, households, and welfare states and analyzes the 4-11 waves of the Korean Welfare Panel Study during 2008-15. Previous studies on in-work poverty have focused on the definitions and concepts of in-work poverty by analyzing employment and unemployment persistence and repetition dynamics, but rarely paid attention to institutional distributive performance. In this regard, this study preforms a stepwise analysis of labor markets, households, and welfare states as a process of income generation in labor markets, satisfaction of welfare needs and income pooling at households, and deduction of social security contribution and income tax as well as receipt of public transfer income at welfare states. Results of empirical analysis show that in-work poverty had been on increase during 2008-11, followed by a decrease between 2012-15. At labor market stages, full time status had the most prominent impact on in-work poverty process, while status by employment and contract type have generated a huge variation as well. At household stages, household work intensity and number of earners contributed to reduction of in-work poverty, but the relations did not seen to be straightforward. However, welfare state played little role in lifting employees out of in-work poverty. In terms of institutional distributive process, in-work poverty was prevalent in either household-welfare state stage or labor market-household-welfare stage. Non-vulnerable group in terms of in-risk poverty was around 80% of the sample during the period of analysis, the size of which has remained constant.
This paper examines the role of adverse working environments in the determination of workers' compensation in South Korean. I use the Third Korean Working Conditions Survey(2011), Occupational Safety and Health Research Institute that provide relevant variables in objective and subjective compensation and workers of diverse working environment. I find that risk factors in adverse working environments have a very minor role in the determination of individual wages. In contrast, adverse working environments have significant relationship with the level of compensation satisfaction. In addition, the results show that workers are more likely to receive compensation from psychological risk than physical risk. And women receive much more compensation in the psychological risk. These results provide useful information for improvement of working environments.
This study intends to analyze the trend of employment rate of men aged 55~64 in 15 OECD countries from 1980 to 2005. Furthermore, this study means to examine the determinants of men aged 55~64 in 15 OECD countries to support the labor force participation among them. The analysis is based on the data of OECD, ILO and LIS. The analysis method is Arellano and Bond(1981)'s difference GMM which used instrumental variables by dynamic panel model which estimates state dependency of labor market participation and individual panel's heterogeneity. The main results from this analysis are summarized in three points. First, the employment rates of men aged 55~64 had decreased until the middle of the 1990s, while that has been increasing since 1995. Second, the sate dependency strongly worked in the employment rates of 55~64 men and positive period effect was observed for 1980~2005. This study cannot find the pull effect of public pension, while labor market push effect have negatively affected. Third, temporary work rates had contributed to increase the employment rate of men aged 55~64 for 1996~2005. The poverty has become the mechanism of the labor.
New social risks is likely to emerge from instability of family structure, flexible of labor market, movement of globalization which is related with the post-industrial society and so on. Especially, a lot of women are exposure to not only old social risks but also new social risks. A breakdown of traditional family structure, flexible of labor market which is be followed by globalization, women's poverty and limited approaches at social security services are the representation risk which is confront to women. In this study, therefore, the social risk is recognized by breakdown of traditional family structure risk which comes from the social change, aging of population, the decrease of labor population and New Right ideology. The purpose of the study is to arrange the new welfare state at gender equality level by anglicizing about women's new social risks.
Using matching and difference-in-differences estimation method, this study estimates causal effects of health shocks on employment and income of full-time workers aged 40-55. Acute hospital admissions lower significantly the employment probability and earnings. The changes in employment and earnings persist up to three years after the health shock. The economic impacts of health shocks vary by socioeconomic status and job characteristics among individuals. Irregular workers are more likely to leave their jobs after health shocks than regular workers. Among irregular workers, the probability of leaving labor market after health shock decreases with the size of the firm.
This study examines how auditors respond to labor investment inefficiency, specifically its impact on audit fees and audit hours. Using a sample of Korean firms listed on the Korea Stock Exchange from 2003 to 2018, our empirical results indicate that firms involved in inefficient investment in labor incur higher audit fees and audit hours. This implies that auditors consider inefficient labor investment to cause considerable business risk, thus requesting higher external audit fees to compensate for higher audit risk. Furthermore, auditors expend more time and effort while auditing those firms by expanding the audit procedures to reduce the audit risk to an acceptable level. Finally, this study provides empirical evidence on whether the investment inefficiency in labor, an important factor in firms' competitiveness, incur higher audit fees as well as audit hours.
This study sought to identify gender-specific mechanisms of increased suicide rates during economic crises in South Korea. In order to address research aims, we focused on two international economic crises: IMF financial crisis in 1997, and international recession in 2008. This study provides three main findings. First, different mechanisms increased suicide rates during the two economic crises. Particularly, the high level of unemployment raised suicide rates during the 1997 IMF while the high level of working poor in the 2008 recession. Second, suicidal risk patterns for men and women differed at each period. The 1997 crisis which mostly affected full-time permanent workers had had relatively greater impacts on men suicide, whereas the 2008 crisis which affected precarious workers had done on women suicide. Finally, our finding indicated that these gender-specific risk patterns had been derived from the gendered labour market and male-friendly social policy. Placing women at the periphery of the labor market and using them as a buffer in times of crisis, governments failed to protect them from their economic difficulties. Suicide is fundamental and important public health and social problems. These findings suggest that the national suicide prevention strategy should pay attention to the social determinants of suicide through gendered as well as population health perspectives.
As a result of this study only a few Korean firms have a certain management methods designed to predict the possibility of risk occurrence and establishment of systematic countermeasure. Besides, the Korean firms do not have enough data on the risk of Chinese Market. The risk management department inside the firm does not function efficiently, and when it comes to investigation of risk, it heavily depends on that of local branches. Accordingly, in order to accurately recognize and manage, the firms need to not only specialize risk management department but also outsource by using a consulting firm.
This study attempted to analize the hazard rate from unemployment and the influncing factors on the rate by regions. The data this study uses is Korea Labor Institute Panal Study(1998-2001) and the models are hazard analysis and Cox model. The results of hazard analysis are as follow. In capital and it's vicinity, the duration of unemployment is shorter than other regions even if the unemployment rate is higher. The labor market segmentation is confirmed between capital and it's vicinity region and other regions. Kyungsang region is higher in the unemployment hazard rate than Chunla or Chungchung regions. The duration of unemployment in capital and it's vicinity is 9.29 months comparing 11.86 months in the other region. The difference is statistically significant by the significance level 0.001. The duration of unemployment in Kyungsang is 6.96 months comparing 10.95 months in Chunla region. The Cox results which indicate the influncing factors on the hazard rate are as follow. In the regions like non-metro cities and non-capital and vicinitiy, the factors such as female, tenure, wage earners, manufacturing, wholesale and retale decrease the hazard rate. The results indicate that active labor market policies region by region are needed in Korea, especially for the marginal unemployed workes from non flourishing sectors.
