Evaluation Index for U-city Status Diagnostic Assessment System based on Local Governments (지자체 U-City 수준진단체계 평가지표)

  • A Ubiquitous City (U-city, Smart City) is one that ties information communications technologies (ICT) into many facets of city construction, thereby implicitly intending to function as a smart city that aims to be efficiently managed as well as provide an enhanced standard of living for its residents. Laws related to the construction of such ubiquitous cities point to integrated city management centers, intelligent facilities, and U-City infrastructure, among others, as central components of U-Cities, but do not provide a standard for these structures. Consequently, building of U-Cities by local governments are based on arbitrary judgments constrained the myriad of practical limitations that they face. Such ambiguity brings to light the need to find ways to improve the quality of these efforts. The first and second stages of this research examine the status of the components of a U-City -ubiquitous planning, technology, infrastructure, and services - and undertakes a comprehensive review thereof, with evaluation criteria formulated on the characteristics of stability, connectivity, goal-orientation, and development potential. In the research's third stage, a realistic and detailed evaluation index by which U-Cities can be renewed, demonstrated, and applied (???) is introduced in a step-by-step fashion, which will allow for local governments to properly assess the standard of their U-City in relation to the realities of the locality. Through the research result, it is expected that the index will become a part of the continued development and advancement of the "smart" character of an autonomous U-City at the local scale, and contribute to the overall revitalization of the U-City.

A Conceptual Comparison between Public Interest and Universal Service (공익성 보편적 서비스 개념의 비교 연구)

  • This study aims to explore concepts of public interest and universal service which have been essential ideologies and policy goals, but which have been a the state of conceptual chaos so far. It sheds light upon three aspects : (1) the origins of public interest and universal service, (2) conceptual components of public interest and universal service, and (3) the implementation of public interest and universal service ideologies into policy. As a result of this analysis, it was found, firstly, that public interest of broadcasting originated from western countries, was rooted in the United States, and then spread all over the world later. After universal service was begun in the United States, it became a key ideology of information and telecommunication in European countries and other countries as well. Secondly, when examining the conceptual components, more differences were found than commonalities between these two concepts. The most conspicuous common point was universalism The concept of public interest includes not only universal service, but also connotes other components such as independence, diversity, quality, and locality which are related to content. Thirdly, when these two ideologies are implemented into policy, there Is a contrast. This study shows that the public interest ideology was realized into regulatory policies, while the universal service ideology was realized into supportive policies. In conclusion, this paper suggests more exact usage academically, showing the differences between the two concepts. This paper recommends an enforced legal duty of broadcasters to provide universal service when the current broadcasting law is revised.

Competitiveness and Cooperation of Logistics Industry in Northeast Asia (한.중.일 물류산업 경쟁력과 물류협력방안)

  • The purpose of this paper is to analyze the competitiveness of the logistics industry of three countries - Korea, China and Japan - by looking into their logistics industry structure and the related regulations. For this aim, the paper examined the modal distribution of transportation, transport infrastructure, freight cost structure and regulation in transport sector in these countries. Furthermore, this study suggests some proposals for the further cooperation to bring sustainable progress in the logistics sector across Northeast Asia. The main suggestions of this paper are as follows: First, Korean government needs to strategize its options in the logistics industry, the most competitive in the country’s service sector, in upcoming FTA negotiations with China and Japan. Second, Korea needs to foster Busan into a strategic point for the Rail Ferry System and Road Feeder System. Third, Korea should participate in establishing shuttle flight service in Northeast Asia amid exploding flight demand from active economic interchange and tourism industry development.

Analysis of Landslide Hazard Map during Earthquake with Various Degrees of Saturation and Cohesion Values (포화도 및 점착력 변화에 따른 지진시 산사태 위험도 분석)

  • Damage of landslide due to earthquake covers a considerable part of total damage due to earthquake. Landslide due to earthquake affects direct damage of human lives and structures, and social system can be paralyzed by losing functions of roads, basic industries, and so on. Therefore, systematic and specialized research examining the factors affecting the slope stability by earthquakes should be needed. However, method of evaluation of slope stability problems due to earthquake contains somewhat uncertainty since many soil properties are predicted or assumed. In this study, influences of change of soil properties such as degree of saturation and cohesion value are analyzed in factor of safety and displacement using seismic landslide hazard maps based on GIS. As the degree of saturation increases or cohesion decreases, it is found that seismic landslide hazard area marked with factors of safety or displacements tends to increase. Therefore, to draw more exact landslide hazard map during earthquake, it is necessary to obtain accurate soil property information preferentially from site investigation data in the field.

Evaluating the Trapping Efficiency of Vegetative Buffer Systems on Sediment Reduction Using SWAT model (SWAT 모델을 이용한 수변 완충지역에서 비점오염원 저감효율 평가)

  • 유역에서 상류 유역 또는 수변을 따라 자연 자원을 이용하여 조성되어야 할 완충지대는 비점오염의 영향을 줄이기 위한 중요한 최적 관리공법이다. 교란된 토지 피복과 수변 완충지대를 관리 및 복원할 때 같은 지형조건이라도 식생 종류, 발달정도, 토양조건에 따라 오염물 제거효과가 다를 수 있으며, 최소 완충지대 길이도 제거 오염물질 대상별로 적합하게 설계되고 해석되어야 한다. 본 연구의 목적은 용담댐 유역에서 SWAT 모델을 이용하여 식생 완충지대의 비점오염원 저감 모의 재현성을 평가하는 것이였다. 소유역의 관측값과 모델 예측값에 대한 모델의 검 보정이 선행되었으며 그 중에서 가장 높은 모델 효율을 가지는 소유역에서 three zone concept의 90m 수변완충지대를 지방하천을 경계로 하여 토지 피복도를 변화시켜 SWAT 모델에 적용하였다. 이 때 교목으로는 포플러 (Populus, 30m)을 적용하였고, 포플러의 높이 및 Leaf area index를 조정하여 관목 지대(30m)에 입력하였다. 잔디 지대(30m)는 자연초지를 선택하였다. 또한 지형변수(average slope)와 Manning's coefficient을 수변완충지대의 조건에 고려하여 변화를 주었고 이에 따른 유출량 및 유사량, T-N, T-P의 변화율을 조사하였다. 또한 5, 10, 30m의 식생 여과대를 밭 지역에만 적용하여 오염물의 저감 효율을 평가하였다. SWAT 모델은 각 소유역에서 발생된 전반적인 유출량과 수질변수의 추세를 잘 예측하였으며 정자천 소유역이 선택되었다. 모의된 완충지대에서는 연평균 940 m3/ha의 유출량이 감소되는 것으로 유사농도는 28.7 %의 저감효과를 보였다. 그러나 T-N, T-P의 농도는 오히려 증가되었는데 본 연구에서 고려된 보다 수변완충지대를 조성할 때 지하수 수위, 식생 성장변화 등과 같은 보다 정확한 설계 인자 산출 및 모델 DB 개발이 유역모델에 포함되어야 할 것으로 판단되었다.한 해결책을 얻어내는 상호보완적인 결과를 추구한다. 그가 디자인하는 작품은 전형적인 이미지를 내포하지 않는다. 즉 그의 작품은 기존의 가치와 이념적인 것은 배제하고, 창의적인 개념을 도출하였다.형모서리는 건물 특화 성격이 강하므로 불가피할 경우 소형 액센트 광고 위치를 미리 벽면으로 할애하는 것이 경관 및 입면계획에 유리한 것으로 분석되었다. 불확실도 해석모형 등의 새로운 기능을 추가하여 제시하였다. 모든 입출력자료는 프로젝트 단위별로 운영되어 data의 관리가 손쉽도록 하였으며 결과를 DB에 저장하여 다른 모형에서도 적용할 수 있도록 하였다. 그리고 HyGIS-HMS 및 HyGIS-RAS 모형에서 강우-유출-하도 수리해석-범람해석 등이 일괄되게 하나의 시스템 내에서 구현될 수 있도록 하였다. 따라서 HyGIS와 통합된 수리, 수문모형은 국내 하천 및 유역에 적합한 시스템으로서 향후 HydroInformatics 구현을 염두에 둔 특화된 국내 수자원 분야 소프트웨어의 개발에 기본 토대를 제공할 것으로 판단된다.았다. 또한 저자들의 임상병리학적 연구결과가 다른 문헌에서 보고된 소아 신증후군의 연구결과와 큰 차이를 보이지 않음을 알 수 있었다. 자극에 차이가 있지 않나 추측되며 이에 관한 추후 연구가 요망된다. 총대장통과시간의 단축은 결장 분절 모두에서 줄어들어 나타났으나 좌측결장 통과시간의 감소 및 이로 인한 이 부위의 통과시간 비율의 저하가 가장 주요하였다. 이러한 결과는 차가운 생수 섭취가 주로 결장 근위부를 자극하는 효과를 발휘하는 것이 아닌가 해석된다. 이와 같은 연구결과를 통해 생다시마를 주원료로 개발된 생다시마차와 생다시마 음료가 만성 기능성 변비 증세를 개선하는 효능이 잠재적으로 있음을 확인하였다. 그러나 생약제재의 변비약 수준으로 변비 개선 효능을 증대하기 위해서는 재료 배합비의 개선이나 대장 운동기능을 향상시키는 유효성분의 보강 등이 필요하다는 점도 알 수 있었다.더불어 산화물질 해독에 관

The Alternatives of Communication Model and Geographic Visualization (커뮤니케이션 이론에 대한 대안과 지리적 시각화)

  • The communication model has been accepted as the basic research paradigm of cartography since Board(1967) discussed the map/model analogy. In that paradigm, the function of maps was limited to the media of communication, and the functionality of maps was extremely emphasized. Therefore the model could not play its own role under the new environments such as computer, GIS, scientific visualization. Nowadays, the model has been attacked on several grounds and several alternatives have been suggested. Among the objections raised are (1) geographic visualization in which maps are considered as the tool of scientific visualization, (2) the contributions of art which are ignored in the positivist cartographic research, and (3) deconstructionist arguments which deny the scientific epistemology of map as an objective form of knowledge and recognize the textuality of maps including their metaphorical and rhetorical nature. Since a publication by McCormick et al, the scientific visualization based on the powerful computer graphics is used in a wide context. Maps are treated as the tools of scientific visualization and emphasis is on exploration of the geographic data to gain understanding and insight in the geographic visualization processes. The research on geographic visualization have stayed in the early stage of developing the conceptual model and the basic visualization tools. But, it is expected that the geographic or visual thinking which is emphasized in the geographic visualization will contribute the reestablishment of links between cartography and geography. Also, the development of scientific visualization tools and strategies will offer the opportunities to suggest a fresh idea, to synthesize information and develop holistic approaches to geographical problems.

The Effects of Ecological Variables on Volunteering among Older Adults: The Applications of General Ecological Theory of Aging (노인자원봉사활동에 있어서 생태환경 변수의 효과: 노화의 일반생태학 이론을 적용하여)

  • This paper aims to estimate the effects of environmental variables on volunteering among older persons and decide relationships between independent and dependent variables. The thesis conceptually points out that the integrated theory of resources too much emphasizes the important roles of human, social and cultural capital, but overlooks the influences of ecological environments in explaining volunteering among the older persons. And the thesis tries to apply the general ecological theory of aging to explaining volunteering of older people together with resource frameworks, and to estimate the effects of ecological environment variables on volunteerism for senior citizens. Using a micro data of 2009 National Social Survey by Statistics Korea, the paper screens out 10,268 subjects who are believed to socially retire and be above 55 years older. The multiple OLS regression and binomial logistic regression techniques are used to estimate the effects of ecological environments and resources on volunteering. The analysis results show that all of environmental and resource variables are related to volunteering at the level of p<.000. This means that environmental variables have independent effects on the volunteerism, controlling for resource variables. This results suggest that both theories have empirical evidences in explaining volunteerism in Korea. Also, at the end of paper, theoretical and policy implications for practices and future studies are discussed.

An Analysis on the Effect of Japanese Monetary Policy in 21C (21c 일본 통화정책 효과에 대한 분석)

  • The expansionary monetary policy was practiced after 2001 in Japan to treat the deflation spiral, and reduced only the nominal interest rates and domestic household demand. One of the most serious factors for this failure was the change of private sector's expectancy. This paper has studied the effect of Japanese monetary policy in 21c., with empirical research based on a renewed macroeconomic model and the VAR. The empirical analysis shows that the effect of monetary policy on the national income during 2001.01-2015.03 is weaker than that of 1985.01-1994.04. Money volume has a diminutive effect on the growth of GDP within a short term after 2001. The change in the expectations of the private sectors might have been the cause of ineffectiveness of the expansive monetary policy. Economic agents learned from the past Japanese financial crisis that an expansive monetary policy increased the inflation rate and caused the 'bubbles to burst' afterwards. The VAR analysis says that the effectiveness of monetary policy on the economic depression declined over the past 20 years and the expansion of money volume has no influence on exchange rate and net export. This means that the expansive monetary policy lost its effect on net export and national income steadily. Monetary policy makers have to recognize this fact, and to consider another anti-cycle political instrument, i.e. the fiscal policy with government debt.

Analysis on the Importance Rank of Service Components of Autonomous Mobility-on-Demand Service by Potential User Groups (수요응답형 자율주행 대중교통 서비스의 잠재적 이용자 집단 간 서비스 요소별 중요도에 관한 분석)

  • In the near future, it is expected that the use of autonomous mobility-on-demand services will increase. Considering its complicated service components, including vehicle convenience, driving and matching speed, and platform convenience, the priorities of them will need to be determined for a successful establishment. In this context, this study examined the importance rank of each service component through an online survey of potential users of autonomous mobility-on-demand services. As a result of the AHP (Analytic Hierarchy Process) with respect to the upper-level components, driving and matching speed component is selected as most important, followed by platform convenience and vehicle convenience. Mean rank analysis with respect to lower-level components showed that the in-vehicle congestion level of vehicle convenience, waiting time of driving and matching speed, and pre-booking availability of platform convenience each ranked first. Additional analysis regarding each group was conducted to establish a group-specific strategy. As a result, it would be better to focus on a vehicle than a mobile platform when designing services for the region with a high proportion of the older. Moreover, it is recommended to speed up the driving and matching speeds more than the current public transport, alleviate in-vehicle congestion, and enable the users to book the schedule in advance.

  • Lake Biwa Canal was a dream project that reminds us the passion and innovation of Kyoto Citizens more than water supply. It is a modernization project combining engineering knowledge and scientific technology, which started transportation by ship through big-scale civil construction as well as supplying electricity as the first waterpower plant in Japan, and it overcame the physiographic limit through adopting unique method of waterway transportation. Lake Biwa Canal, which has tangible and intangible culture heritage value as the traditional space of Kyoto, the Old Capital of 1200 years, conceives a cultural meaning that is connected through various mutual relation as well as scientific technologic factor. Lake Biwa Canal is not only the function for supplying water to gardens and temples of Kyoto region, but it is also a cultural fruit that is formed by complex causal relationship of various contents such as geographical and environmental background, the phases of the times, local development policy, political circumstances and religions. This study is aimed at interpreting the value of Lake Biwa Canal multilaterally by the convergence of cultural and technological aspects through the view of the world which the age tried to pursue, focusing on the construction of Lake Biwa Canal which was accomplished in the process of promoting the modernization of Kyoto.
