지난해 6.15 남북공동선언을 계기로 남북간의 교류와 협력의 분위기가 조성되고 남북정상회담의 가시적 성과의 하나로 이산가족상봉과 남북철도 연결사업이 시작되어 경의선의 남쪽구간은 상당한 공사진척도를 보이고 있다. 그러나 최근의 상황은 북쪽은 아직 공사조차 시작하지 않고 있는 입장이다. 그러나 이와는 별도로 남북철도의 연결과 이의 대륙철도와의 연결은 '철의 실크로드' 구성과 함께 시베리아횡단철도(TSR)의 이용이 그간의 논의 수준을 넘어 구체화 되었다. 게다가 수교이후 러시아가 가장 적극적으로 접근하고 있는 시베리아횡단철도(TSR)의 활성화 논의는 남북관계가 한러관계 나아가 남·북·러 삼각협력의 복잡한 구도 속에서 논의되고 있는 현실이다. The political conflicts and military collisions between the South-North Korea resulted in actions taken at 1 of Dec. in 2008 and 24 May in 2010. Those actions stopped the major economic cooperations such as the relink of a railroad line across the divided peninsula as well as Mt. Geumgang tourist trade, and cast shade on the Gaesung Industrial Complex. This article articulates the current situation of the economic damages, status quo of cooperation and the South Koreans' changed way of thinking about issues between the South and North which provoked by the conflicts. We emphasized the necessities of minimizing unstable non-economic factors on the Peninsula; continuing win-win economic cooperation between the South-and North corporations; guaranteeing safe business conditions; improving the relationship based on the national consensus. Also we suggested ideas on how to manage the economic cooperation and how to explore new business opportunities in the future based on entrepreneurial leadership.

This study tried to suggest South-North Korea's S&T cooperative strategies and priority areas using mixed-methodology. First, survey research was conducted to analyze the understanding of scientists how they think about these issues. We surveyed scientists whose names are on the KOFST mailing list and analyzed 485 questionnaire responses. After that, experts who are participating in FGI discussed more deeply about the survey results and suggested the feasible strategies and projects. The results suggest some findings about priority cooperation area, new projects and strategies. Priority areas of S&T cooperation are following; agriculture, electricity & energy, and health care. However, more important thing than these priority areas is how to approach the inter-Korean S&T cooperation. More strategic approach is needed while promoting exchange and cooperation projects with north-korea. Also more long-term approach is needed to maintain the sustainability of this S&T cooperation.

한국천문연구원에서는 남북 천문분야 과학기술협력 활성화를 위하여 전파천문학을 포함하여 몇 몇 천문학 분야에 대한 협력방안을 모색하고 있다. 전파천문학의 경우, 현재 운영중인 한국우주전파관측망(KVN)의 확장을 통한 남북협력 방안을 고려하고 있다. KVN 초기 계획에서는 북한의 평양과 나진-선봉 경제특구 인근에 2기의 전파망원경을 건설하는 것이 고려되었다. 현재 3기의 전파망원경 구성된 KVN에 북한 2기가 추가된다면, 3배 이상의 기선수 증가와 2배의 분해능 향상, 그리고 전체적인 VLBI 감도가 30% 이상 증가할 것으로 예상된다. 특히, KVN의 가장 큰 특징인 고파수 VLBI 관측은 현재 협력 가능한 전파망원경이 거의 전무하기 때문에, 이러한 확장을 통하여 독보적인 전파간섭계 시스템 구축과 함께, 이를 활용한 과학연구에 크게 기여할 수 있을 것으로 생각된다. 본 발표에서는 남북 전파천문학분야 협력의 현실과 미래를 전망해보고, 가능한 방안을 논의하고자 한다.

Concerning the political situations of Korea, after the coming of MB Administration the blockades between South and North has been deepened. Because of stopping of the tourism of Diamond Mountain, the Cheonan ship accidents and the ** bombardment of Yeonpyung island, the situation of confrontation of South and North is enlarged. After the death of Kim Jong-il, on 17 Dec. 2011, the new situations are opened in North Korea(NK). On the basis of economic cooperation between South and North, various logistical cooperation of South and North has been progressed. On November of 2002, the 1st Shipping Cooperation Meeting of South and North, which may be a basis of Shipping Agreement has been discussed. And the railway between South and North has been connected. This study, screening the change of South and North conditions, analyzed the tasks and current conditions of South and North logistics based on economic cooperation, with the previous researches and data of South and North Korea. And it grouped and suggested future development directions and practical agenda, after considering the recent changes. Furthermore it proposed the medium-long term logistical system of Korea peninsula and future strategies and vision. To solve the confrontation situations the role of South Korea is more important.
