한국천문연구원에서는 지난 2015년부터 남북한 천문분야 활성화 및 공동연구 기반 마련을 위한 연구를 수행하여 남북한 천문분야 협력 가능한 천문분야를 발굴하고 단계별 추진 방향을 제시하였다. 천문학은 과학기술분야 중 남북한 상호 신뢰 구축과 민족 동질성 회복에 기여할 수 있는 기초 학문으로, 과학기술계에서 남북협력 가능성이 높은 연구 분야로 평가받고 있다. 천문연은 남북 천문분야 학술 교류를 통한 남북한 천문분야 공동 발전, 남한 천문분야 기술이전을 통한 남북 균형 발전, 천문학 연구 범위 확대를 위한 남북한 협력 토대를 마련하기 위해 노력 중이다. 또한, 학술교류를 통한 공동연구 및 학술회의를 추진하고 있다. 그동안 수행했던 남북한 천문분야 협력 현황과 앞으로 방향 등에 대해 발표하고자 한다.

남북한 천문분야 과학기술협력을 위한 천문분야 활성화 및 협력 방안 연구를 수행하고 있다. 천문학은 과학기술분야 중 남북한 상호 신뢰구축과 민족 동질성 회복에 기여할 수 있는 순수 기초학문으로, 이 과제를 통해 단절된 남북한 천문분야 활성화 및 협력을 기대하고 있다. 또한 통일 후 남북한 천문학 공동 연구를 위한 토대를 마련하고자 한다. 이를 위해 북한의 천문학 연구 인력, 관측기기, 연구 활동 등 인프라를 조사하고 북한 천문학자와의 교류를 위한 접근 방안, 남북한 교류 가능한 천문분야 발굴, 남북한 천문학자 교류를 위한 국제협력 루트를 개발하고자 한다. 분단 후 현재까지 남북 교류의 단절로 북한 천문학자와의 교류는 전무한 실정으로 많은 어려움이 예상되나 중국, 몽골, 스웨덴, 네덜란드 등 국제협력을 통한 네트워크를 마련하여 남북 천문분야 협력방안 및 활성화를 위한 기반을 구축하고자 한다.

Non-ideological information exchange and cooperation based on the scholarly and cultural fields would be the most effective project of south and north Korea for gaining the national homogeneity and trust in the long-term perspective. In this context, this study researched the measures on cultural exchange and cooperation between south and north through national libraries for the unified Korea. Related with that issue, this study analyzed function and limitation of national library in north Korea and evaluated library cooperation between south and north Korea in the frame of cultural cooperation project. So, this study suggested the stepwise model of the library cooperation between south and north based on the five practical measures including the cooperation governance system.

남북한 간 ICT산업 표준화를 통한 교류협력은 상호 공동의 경제적 이익을 추구할 수 있는 실질적인 분야이다. 특히 ICT산업표준은 경제협력의 촉매제가 될 수 있으며, 체제에 대한 부담이 덜하고 양측의 협력을 통해 적은 비용으로 큰 파급효과를 기대할 수 있으며, 남북 경제통일의 기초가 될 수 있다. 아울러 정부 및 민간 차원의 실질적 교류를 여는데 용이하면서도 필수적인 사업이기도 하다. 본 연구에서는 남북한 ICT산업 교류협력을 위한 양측의 기술 및 산업현황, 실현가능성 등을 분석하여 표준화 과제를 도출하였다. 남북한 ICT산업 교류협력을 위한 우선과제는 낙후되어 있는 북한의 기술수준을 선진화하기 위한 노력이 필요하다. 이에 남한의 첨단 정보화 인프라를 적극 제공하여 기술격차를 줄이는 것이 선행되어야 한다. 본 연구에서는 남북 ICT산업의 국가기술규격 및 표준의 통합과 기술적 제도적인 중 장기적 협력체계를 통합방안을 제시하였다.

Inter-Korean Cooperation in Science and Technology will contribute to building the trust between S.K and N.K as a leading factor and cut down the cost of unification by diminishing the technology lag and the gap of economic level. This study has shown that we can increase the productivity of unified Korea Innovation system if we systematically analyse the present condition of the Inter-Korean Cooperation and promote Inter-Korean Cooperation. In this study, the author analyses the present condition of the Inter-Korean Cooperation with integrated framework of three aspects to clear up the policy of Inter-Korean Cooperation. First, in the national aspect, we make use of the notion of international cooperation and multilateral mechanism of an international organization. Thereafter, we make out the alternatives in the aspects of international relationship and legal and institutional view Second, in the unification aspect, we consider the Inter-Korean Cooperation by the notion of national innovation system. Thereafter, we make out the alternative in the aspect of a phase-dependent approach. Finally, in technology aspect, we consider the Inter-Korean Cooperation by the notion of technology gap, the framework of technology transfer, and technology dependency theory. As a conclusion, through this study, the author have tried to integrate the various theoretical backgrounds. As a result, the author could analyse the present condition of ter-Korean Cooperation in Science and Technology and team a good lesson from it; Therefore, we can use it as a means of evaluation on a cooperation program and prediction for the future status of cooperation.

Exchange-cooperation between south and north Korea using the Information can say that it breaks down a physical barrier and recoverys quickly national homogeneity between them. As a case of a unified Germany, Excange-cooperation in the information and communication field has an important influnence on making a decision over the progress speed and quantity of friendly relations between Seoul and Pyong-yang, which ranges over a wide field like economy and society. This paper examines a unified German's precedent and the present condition of Excange-cooperation between the South and the North of Korea so that Excang-cooperation scheme in the information and communication field presents.

전통천문학은 우리 역사에 남아 있는 대표적 과학자산이며 현대 천문학적 자료로 활용이 가능한 문화유산이다. 우리나라에는 역사시대 이전부터 조선시대까지 고대 별자리 그림을 비롯해 천문관측기록과 천문대 등 다양한 천문자산이 전해지고 있다. 오랜 시간 여러 전란과 일제 강점시기를 거치며 많은 자료가 소실되었지만 한반도의 남과북에는 여전히 많이 천문유산이 남아 있다. 천문역사를 공유하고 있는 남북한 천문학자들이 전통천문학을 함께 연구해야 하는 이유이기도 하다. 현재 남북한의 전통천문학분야 협력 방안에 대한 기획연구를 진행 중이다. 북한 천문학자들은 지난 2012년 IAU GA를 기점으로 다시 국제 학술 활동을 이어가고 있으며 2015년 IAU GA에서는 전통천문 분야를 비롯해 두 편의 연구 결과를 발표하였다. 남북한 공동 연구를 위해서는 북한의 전통천문학 연구와 국제 학술교류 현황에 대한 이해가 선행되어야 한다. 본 발표에서는 지금까지 조사한 북한의 전통천문 연구 현황과 대외 학술교류 현황에 대해 보고하고 향후 남북한 공동연구를 위한 방법과 연구 주제에 대해서 발표하고자 한다.

남한과 북한의 천문 R&D 이슈와 협력 방안에 대해 연구하였다. 지난 2015년 과기부 남북과학기술 및 학술협력사업 '남북한 천문분야 활성화 및 협력방안 연구'를 계기로 북한의 천문연구 현황, 천문관측장비, 인력, 발행물, 책자 등의 자료를 수집하고 정리하였다. 이 자료들은 통일부 북한자료센터와 한국과학기술정보연구원 NK Tech에서 소장한 데이터들, 북한출판사 발행 간행물, 중국국가천문대, 네덜란드 레이덴 대학에서 보유한 북한 천문 관련 자료, 조선중앙통신과 노동신문과 같은 북한 언론매체 기사, 미국, 캐나다, 독일의 언론에 소개된 기사, 그리고 인터넷을 통해 수집한 자료들이다. 이 자료들을 통해 북한의 천문연구 현황을 이해하고 R&D 이슈는 무엇인지 살펴보려 한다. 또한, 정부와 과학계에서 진행되고 있는 남북한 연구 협력 노력에 대해서도 논의하려 한다. 이를 통해 북한의 천문연구 현황을 이해하고 남북천문협력 방안에 대해서도 제안하려 한다.

한국과학기술단체총연합회는 북한의 과학기술에 대한 실상을 올바로 이해하고 남북간의 협력방안을 모색하기 위한 「북한의 과학기술과 남북교류정책」에 관한 워크숍을 12월8일 타워호텔에서 개최했다. 이날 워크숍에서는 과총이 그동안 북한과학기술의 실상에 관한 연구와 남북한 비교조사연구를 각 분야별로 전문가들에게 의뢰하고 그 연구결과를 순차적으로 발표키로 함에 따라 올해에는 9개분야의 연구결과가 발표됐다. 그중 ▲과학기술정책분야를 비롯 ▲천문학 ▲기상 및 대기환경 ▲원자력 ▲전자공학 및 정보공학 ▲한의학등 6개분야의 연구결과를 요약, 소개한다.

The Exchange-cooperation of the Korean peninsula on the Internet contains the possibility that forms the basic of the South-North relationship to meet the Age of information. the Exchange-cooperation on the Internet will make a contributes to the frame of mutual cooperation in the two nations as solving the inconvenience, which might follow the direct contact between them, and cutting down on expenses. Focusing on the Internet, especially Software and Communication service in the Information and Communication sector. This paper presents the Establishment scheme of Cyber network for obtaining mutual cooperation on the Korean peninsula.
