This study investigated the way how psychological unification of south and north korea will be achieved and mental health of korea should be enhanced. Among various political opinions proposed for the unification of korea, Dae Jung Kim's federation of south and north korea with 3-stage unification process has been known as practical and feasible policy. This thesis reviewed differences and homogeneity of two koreas, psychological attributes and mental health of north korea people, psychological plans and researches for psychological unification, and mental health enhancement of south korea. The political, economical and social preparations being very needed urgently, the psychological preparation, curing wounded hearts for more than 60 years and psychological differences, are very important. The efforts for north and south korea's psychological unification and reorienting mental halth system of south korea met for global mental health standard and OECD recommendations were discussed.

북한 바로알기운동에서 비롯된 '통일'에 대한 관심은 남북한 관계를 다룬 자료집에서 통일운동사, 통일정책, 통합과정을 다룬 연구 결과로 속속 출간해 나왔다. 통일연구는 둘이 하나됨으로써 함계 커지는 길을 모색하는 방향으로 이뤄져야 할 것이다.

The North and South Korea for the peaceful reunification of the Republic of Korea, to lead the transformation and reform, and to complement the policy making and negotiations, there is a need for cyber security policy to practice. This paper explores the definition and overseas cyber terrorism and cyber warfare correspondence, correspondence between the versions of the technology between versions. Analysis of cyber security activities in the North and South confrontation, and research the cyber security policy against the unification. In this study, we compared the unification to build and operate a secure cyberspace from cyber threats and cyber security policy suggestions for ways of rational and legal.

The purpose of this paper is "A Study on the Establishment of Distribution and Logistics System in the unified Korea". The main conclusion of this paper are as follows : North and South Korea shall conjunctionally foster the exchange and cooperation area and operate the joint pilot project to combine distribution and logistics system. To solve the problems of the maritime affairs, Fisheries, and international logistics, the cooperative agreement between North and South Korea will be needed to protect and develop of shipping, aviation and shipbuilding industry. Unification of two Koreas must be prepared as stage by stage ; ${\cdot}$Stage1(preparation period) : initiation of peace area. ${\cdot}$Stage2(development period) : forming the exchange and cooperation area ${\cdot}$Stage3(settlement period) : establishing peace belt on border area. After the unification, two Koreas must plan and undertake the construction of the distribution and logistics infrastructures, establishment of SCM system through Network and the connection to China through railway and road Network.

통일에 대비한 남북한 인터넷 통합을 위한 준비작업으로서 통일 국가도메인 제정에 대한 논의가 계속되어 왔다. 분단상태의 남북한이 국가 도메인을 하나로 통합하여 공동으로 사용한다는 상징성이 크다는 점에서 남북한 모두가 동의할 수 있는 도메인을 제정하는 일은 중요하다. 통일 국가도메인에 대한 기존 제안들은 우리나라의 현 영문 국호인 'Korea'를 전제로 한 것들이었다. 논자는 일제 강점기 이전까지 우리 나라 영문 국호로 'Corea'가 사용되었다는 주장에 근거한 국호 영문표기 변경 논의가 남북 학술대회와 국회 결의안 등을 통해 공론화되어 많은 호응을 얻고 있음에 주목하였고, 남북한 국호의 영문표기 변경 논의와 연계하여 통일 국가도메인 제정을 추진하는 것이 시의적절하고 효율성도 높다고 판단하였다. 본 논문에서는 통일국가 도메인에 대한 기존 논의들을 검토하고 유사국가들의 국가도메인(ccTLD) 등록 사례를 통해 통일 국가도메인의 등록 가능성을 탐색한 후 통일 국가도메인명으로서 '.uc'(United Corea)를 최종 제안하였다.

남북통일은 국가 경제활동의 기반을 질적으로 변화시킴으로써 새로운 성장의 기회를 창출할 것으로 보인다. 특히 국내 경제는 인프라 확충, 산업생산 기반 정비, 생산재 수요 증가, 소비재 및 서비스 수요 증가로 이어지며 다양한 산업에 새로운 성장의 계기를 제공할 것으로 기대된다. 여기서는 현대경제연구원의 '통일 한국의 12대 유망 산업' 보고서를 통해 통일 이후 경제활동 기반의 변화, 산업발전 경로, 성장이 기대되는 주요 산업 등에 대해 살펴본다.

지금까지의 전자정부 구축은 국민의 편의성과 정부업무의 효율성에 맞추어져 왔으며, 이는 경제적 사회적 흐름에 따른 IT서비스가 국민과 정부가 실제로 원하는 것을 찾아 지원하고 선도하여 줄 수 있도록 하는 것이라 할 수 있다. 그러나 엄밀히 말하면 우리의 전자정부 과제는 남한에 국한된 것이다. 헌법에 의하면 남한과 북한은 하나의 국가인데도 불구하고, 남북한 간의 한계성을 의식적으로든 무의식적으로든 인식하여, 남한으로 테두리를 정하고 u-Korea를 실행하고 있는 것이다. 이러한 상황에서 통일부가 운영하고 있는 남북교류협력시스템(http://inter-korea.unikorea.go.kr)를 바탕으로 남북교류협력을 위한 실질적인 프로세스 개선과 정보화 전략을 새롭게 수립하기 위하여 현황과 방향성에 대해 연구하여, 향후 남북통일을 위한 초석이 될 수 있는 IT서비스로서, 또한 남북간의 특이사항을 반영한 시스템으로 기타 전자정부 과제들의 통일 이후의 모습이라는 거시적인 미래과제를 풀 수 있는 한 도구로 본 연구가 활용되고자 한다.

남북한이 분단된지 반세기가 다 되었으므로 여러 영역에서 남북한간에 이질화가 일어나는 것은 어쩌면 당연하고 자연스러운 일이라고 생각할 수 있다. 그러나 이러한 이질화가 영역에 따라서는 차후 한민족의 동질성회복이라는 큰 일을 수행하는 과정에서 치명적인 걸림돌이 될 수 있음에 주목해야 할 것이다. 남ㆍ북한산 식물에 대한 국명의 이질화도 이러한 관점에서 매우 주목되어 마땅하다. 그 까닭은 이름의 혼란이란 그 분야의 교육과 학문발전에 중대한 장애요인이 되기 때문이다. 남한의 경우 한국산 식물에 대한 국명의 통일작업은 아직도 부분적으로 이루어진 정도여서 해결해야 할 난제들이 많지만, 북한의 경우 이미 1970~80년대에 국가적인 주요과업의 하나로 북한산 동, 식물에 대한 국명 통일작업이 완료되어 북한산 식물은 여러 가지 새로운 이름들로 불리워지고 있는 것을 볼 수 있다. 필자는 1992년 과학재단의 방문연구를 통하여 헝가리자연사박물관을 방문하고, 그 곳에 소장된 북한산 식물명집을 입수한 바 있어서, 현재 남한에서 그 명명작업이 완료된 분류군을 대상으로 남북한에 함께 출현하는 식물에 국한시켜 식물명의 비교 검토를 실시하였다. 본 보고는 그 중 하등식물의 조류에 속하는 분류군인 녹조식물과 갈조식물에 대하여 남북한의 국명을 학명과 대비한 것이다. 이와 같은 국명의 비교 검토는 차후 남북한의 식물명 통일작업을 위한 기초자료가 될 것으로 기대한다.
