Cooperation and Development Plan of Inter-Korean Logistics on through the Case between China and Taiwan (중국-대만 사례를 통해 본 남북한 물류협력 및 발전 방안)

  • On June 29th, 2010, a cross-straits "Economic and Cooperation Framework Agreement" (ECFA) is signed between China and Taiwan. This pact seems to be the greatest step forward on cooperation between the two sides, reflecting China-Taiwan thaw. As these countries are especially economically interdependent, great economic incomes and security benefits are expected for both sides after cooperation. this development of enlightened cooperation between China and Taiwan, gives many implications for Korea, the two divided countries. Recently, relation between north and south Korea is developing in an entirely different situation compared to the former Kim Dae-Jung or Roh Moo-hyun administrations. But exchange between north and south Korea has not been stopped, though reduced. This reflects the necessity of exchange of the north and the south, and this means that making preparation for the efficient conduct of exchange is needed. So in this study, we consider the China-Taiwan exchange and cooperation development carefully as a model for exchange and cooperation of the north and south Korea, and sought realizable ways to exchange and cooperate between the north and south Korea, which is also a win-win strategy for northeast Asia.

  • 지난해 6.15 남북공동선언을 계기로 남북간의 교류와 협력의 분위기가 조성되고 남북정상회담의 가시적 성과의 하나로 이산가족상봉과 남북철도 연결사업이 시작되어 경의선의 남쪽구간은 상당한 공사진척도를 보이고 있다. 그러나 최근의 상황은 북쪽은 아직 공사조차 시작하지 않고 있는 입장이다. 그러나 이와는 별도로 남북철도의 연결과 이의 대륙철도와의 연결은 '철의 실크로드' 구성과 함께 시베리아횡단철도(TSR)의 이용이 그간의 논의 수준을 넘어 구체화 되었다. 게다가 수교이후 러시아가 가장 적극적으로 접근하고 있는 시베리아횡단철도(TSR)의 활성화 논의는 남북관계가 한러관계 나아가 남·북·러 삼각협력의 복잡한 구도 속에서 논의되고 있는 현실이다.   • Inter-Korean cooperative tourism business has turned mutual confrontation and tension between two Koreas for the past 50 years to a peace, stability, mutual understanding and co-prosperity. Currently, with a million tourists visiting Mt. Kumgang, a new chapter for reconciliation and peace opened in inter-Korean cooperation. This study was initiated as an attempt to discern how inter-korean cooperative tourism business can effectively promote local tourism and economy. The purposes of this study are (1) to explore the present tourism situation of Goseong in Gangwon province such as tourism policy, tourism ressources and infrastructure, tourism products and tourist arrivals; (2) to examine the effect of Mt. Kumgang Tourism Business on the tourism development of Goseong; and (3) to investigate any significant relationship among its factors. This study examines the experiences of 189 Goseong resident groups. The findings of this study will provide future policy makers with useful implications in tourism planning and management.

A Study on Seeking a Multilateral Cooperation Framework for the Inter-Korean Exchange of Intangible Cultural Heritage - Through a Multinational Nomination of a Representative List of Intangible Cultural Heritage of Humanity - (남북 무형유산 교류 협력의 다자간 협력 틀 모색 - 유네스코 인류무형문화유산 남북 공동 등재 사례 -)

  • Since the inauguration of the Kim Jong-un regime in 2012, the safeguarding and management system of cultural heritage in the Democratic People's Republic of Korea (DPRK) has been changing to a form similar to that of a democratic country's legal system. In addition, the National Authority for the Protection of Cultural Heritage (NAPCH) has continuously recorded and cataloged intangible cultural heritage elements in the DPRK, listing Arirang, kimchi-making, and ssireum on the UNESCO Intangible Cultural Heritage Representative List. In particular, the multinational nomination of ssireum in October 2018 is symbolic in terms of inter-Korean exchanges and cooperation for peace and reconciliation, raising expectations for the further multinational nomination of the two Koreas' intangible cultural heritage. Currently, South Korea lists 20 items on its Representative List of the Intangible Cultural Heritage of Humanity, three of which are shared by various countries with multinational nominations such as falconry, tug-of-war, and ssireum. However, when comparing the process of applying for multinational nomination in the three elements that follow, it is necessary to discuss whether these cases reflect the nature of multinational nomination. In particular, in the case of ssireum, without a working-level consultation between the two Koreas to prepare an application for a multinational nomination, each applied for a single registration; these applications were approved exceptionally as a multinational nomination by the Intergovernmental Committee under the leadership of the Secretary-General of UNESCO, and no bilateral exchanges have taken place until now. This is symbolic, formal, and substantially similar to the individual listings in terms of the spirit of co-listing on the premise of mutual exchange and cooperation. Therefore, the only way to strengthen the effectiveness of the multinational nomination between the two Koreas and to guarantee the spirit of multinational nomination is to request multilateral co-registration, including the two Koreas. For this, the Korean government needs a strategic approach, such as finding elements for multilateral co-listing; accumulating expertise, capabilities, and experience as a leading country in multilateral co-listing; and building cooperative governance with stakeholders. Besides, to reduce the volatility of inter-Korean cultural exchanges and cooperation depending on political situations and the special nature of inter-Korean relations, measures should be taken toward achieving inter-Korean cultural heritage exchanges and cooperation under a multilateral cooperation system using UNESCO, an international organization.

  • This paper deals with the exchange of tourists and the operation of sightseeing train encouraged by the inter-Korean cross-border railway project. First of all, how the inter-Korean cross-border railway project has developed will be discussed. After this, the present tourism state, facilities, the state of railways and roads of North Korea, and major tourist attraction around the Kyonguisun will be shown. And then, several aspects on the agreements between the Korean National Railroad (KORAIL) and North Korean railroad system will be summarized. And, finally, the economic effect of the line including the operation schedule of the Kyonguisun sightseeing train, the demand forecast, the computation of railway fare, and profit sharing will be depicted.

남북출판교류를 위한 한 출판인의 제언

  • 남과 북의 출판물 교류가 아니라 민족출판문화의 통합이어야 한다. 일시적으로 분단되어 있던 민족출판의 남과 북을 하나로 통합시키자는 것이다. 교류란 우리의 국토와 민족을 하나로 보지 않고 둘로 갈라보는 분단주의자의 발상이다. 출판뿐 아니라 모든 분야에서 남과 북의 교류가 아니라 남과 북의 통합이라는 관점에서 있어야 한다.

  • 최근 남북 관계는 경제협력, 사회문화교류, 체육교류 등 양적 질적으로 많은 변화가 일어나고 있으며, 향후에도 지속적인 변화가 전망된다. 따라서 우리는 북한의 현실을 객관적인 자료에 의하여 남한과 비교하여 분석할 필요가 있다. 우선적으로 남북한 주요지표 (인구, 경제성장률, 주요 제품 생산량, 사회간접자본 등)를 비교하여 본다. 다음으로 좀 더 구체적으로 석탄, 철광석, 비료, 철강, 직물 등의 광공업의 현황과 산업 발전에 주요 장애 요소가 무엇인지 알아보기로 한다. 그리고 현재 북한에서 채택하고 있는 산업중흥 프로그램이 무엇인지도 조사하기로 한다. 다음으로 북한에서 6자 회담에서도 강력히 요구하고 있는 에너지의 현황과 발전량에 대하여 상세히 알아보며, 북한 산업을 일으키기 위한 인프라의 문제점에 대하여 기술하기로 한다. 다음으로 북한의 교육체계에 대하여 조사하여 보고, 교육체계의 발전방향에 대하여도 검토하기로 한다. 마지막으로 궁극적으로 남북한 통일에 대비한 우리의 준비가 나아가야할 방향에 대하여 기술하기로 한다.
