In the US census categories, major groups are indetified by race and ethnicity in which the Hispanic orgin is a category based on their common language while diverse in nationality. The census defined Hispanic category extends conveniently to acquiesce Affirmative Action and other government resource distribution. Internally, Hispanics have established numerous organizations to coalesce and assure their interests. The achieved dual language program and jurisdictional revision to represent language minority work as leverages to their cohesiveness. Under diminishing public resources and welfare payment, it is more difficult sharing burdens than benefits between minority groups. Block are not comfortable with the benefits Hispanics receive form the civil rights achievement without having had to struggle for it. The ethnic conflicts of the have-nots have become a new ethnic phenomenon attributable to the emergent Hispanic ethnicity.

  • In order to utilize the processing wastes of squid, chitosans were manufactured from the pens of domestic squid, Todarbdes pacificus and foreign squid, Ommastrephes bartrami and then, its rheological properties were studied. The amounts of nitrogen and minerals of the domestic squid pens were $11.4\%\;and\;0.1\%$ respectively, whereas those of its chitosan were $7.5\%\;and\;0.2\%$. In case of foreign squid pen and chitosan, the amounts of nitrogen and minerals were $12.1\%,\;0.8\%\;and\;7.8\%,\;0.2\%$ respectively. Intrinsic viscosity $([\eta]) $ of domestic and foreign squid pen chitosans were decreased with increasing pH from 3.4 to 5.4 which might be due to the reduced repulsion in inter- of intra- chitosan molecules. Intrinsic viscosity of the domestic and foreign squid pen chitosans were decreased with increasing NaCl concentration thus indicated that the domestic and foreign squid pen chitosans were polyelectrolyte molecules and stiffness of squid pen thitosans were 0.11 similar to that of k-carrageenan. Flow type of squid pen chitosan solutions were pseudoplastic fluids without yield stress by the viscosity measurement. But the squid pen chitosan solutions showed newtonian fluid up to $0.15\~0.24\%$ concentration for domestic and $0.21\~0.24\%$ concentration for foreign at $10\~50\%$. Concentration dependence of consistency index in infinitive dilute domain (Kc) were higher in the dilute domain than entangled domain. Activation energies (Ea) of the squid pen chitosans were 3.7, 6.3, 3.6, 4.0 and 4.1 Kcal/g moi for domestic and 3.2, 3.1, 3.4, 3.8 and 3.6 Kcal/g mol for foreign at 0.1, 0.15, 0.25, 0.35 and $0.5\%$, respectively.

  • This paper deals with the regional asymmetries of MERCOSUR and regional development cooperation for its solution. Through the formation of a common market, the countries of Southern Cone expected to grow evenly. However MERCOSUR had structural asymmetry from the beginning and exposed policy asymmetry over time. It is basically due to the overwhelming influences of Brazil on MERCOSUR. With regard to asymmetries, Paraguay calls for special and differential treatment. Uruguay wants equitable application of market liberalization. Argentine emphasizes production integration based on the development of value chains. In the issue of asymmetries, while Paraguay, Uruguay and Argentine act as petitioners, Brazil is capable of selecting the initiatives. Under these circumstances MERCOSUR has established FOCEM as regional redistribution mechanism. FOCEM has achieved some results as seen in Paraguay, but there are still problems such as financial limitations and lack of enforcement. In oder to activate the redistributive mechanism for regional integration and to coordinate the policies to resolve regional disparities, transnational governance is essential but all member countries are reluctant to it. To date, regional asymmetries or development gaps have persisted and disparities in individual countries remains a problem.

  • The casinos and gaming sector consists of all forms of betting, including commercial, state-run, and charitable operations. The casinos segment comprises gambling in casinos, and includes gaming machine gambling where this occurs on casino premises. The gaming segment covers all other forms of gambling, including national and other lotteries, racing and sports betting, bingo, pachinko, and gaming machines where these are not located on casino premises. All values are stated in terms of gross gaming win. This is the total amount waged by customers minus the total amount paid out to customers as winnings, but before the payment of any applicable taxes, disbursements to charitable or other causes by games established for those purposes, or other expenses. The South American casinos & gaming sector posted strong growth in 2009 and this growth is expected to accelerate during the forecast period. The South American casinos & gaming sector generated total revenues of $9.6 billion in 2009, representing a compound annual growth rate(CAGR) of 15% for the period spanning 2005-2009. • South America has vast energy resources with the renewable and non-renewable sources. However, many countries in the region are unable to guarantee adequate energy security both of energy supply and demand. Currently the possibility of energy security is high through regional energy integration based on the potential economic benefits. The difference of regulation system with the individual countries in the region impose strong barriers to integration process. Security of energy supply and its demand as well is fundamental issues in this region and regional energy cooperation is essential for getting rid of the insecurity of energy supplies. Despite of this problem, currently Latin American countries made a great effort to make multilateral energy security regime through projecting great energy infrastructure network(e.g. IIRSA) or mechanism especially in South America, which can give countries access to the region's reserve supplies by providing regulations and pricing mechanism with a shared energy market in this region. Brazil's active leading in the formulation of such movement toward energy security integration and participation of energy infrastructure network is good initiative to enforce this great energy security change. Politically and economically, Brazil's geographical position and the level of market size and oil and natural gas resources, in addition the leadership in renewable energy sources make it a sound candidate to take over the coordination of the secure integration of region's energy market. However, on the conditions of existing many obstacles such as, control of the output of the region's power plant, energy flows, the environmental matter within local community must be overcome to make more advance process and steps. Finally, to secure more institutional approach, this region must settle regional disputes resolution regime urgently.
