Influencing Factors Analysis for the Number of Participants in Public Contracts Using Big Data (빅데이터를 활용한 공공계약의 입찰참가자수 영향요인 분석)

  • This study analyze the factors affecting the number of bidders in public contracts by collecting contract data such as purchase of goods, service and facility construction through KONEPS among various forms of public contracts. The reason why the number of bidders is important in public contracts is that it can be a minimum criterion for judging whether to enter into a rational contract through fair competition and is closely related to the budget reduction of the ordering organization or the profitability of the bidders. The purpose of this study is to analyze the factors that determine the participation of bidders in public contracts and to present the problems and policy implications of bidders' participation in public contracts. This research distinguishes the existing sampling based research by analyzing and analyzing many contracts such as purchasing, service and facility construction of 4.35 million items in which 50,000 public institutions have been placed as national markets and 300,000 individual companies and corporations participated. As a research model, the number of announcement days, budget amount, contract method and winning bid is used as independent variables and the number of bidders is used as a dependent variable. Big data and multidimensional analysis techniques are used for survey analysis. The conclusions are as follows: First, the larger the budget amount of public works projects, the smaller the number of participants. Second, in the contract method, restricted competition has more participants than general competition. Third, the duration of bidding notice did not significantly affect the number of bidders. Fourth, in the winning bid method, the qualification examination bidding system has more bidders than the lowest bidding system.

  • Since the beginning of 2002, KONEPS(Korea ON-line E-Procurement System) which is known with GePS(Government e-Procurement Service), has become a significant role in Korea public procurement service. This paper focuses on the amendments of the related laws and the practical improvement of inconveniences and inefficiencies in user's' position during the use of KONEPS. We analyzed the case of government procurement by major countries, the detailed process and function of KONEPS, and confirmed the revised procurement laws since the commencement of KONEPS. When a user of KONEPS makes an online purchase at the g2b shopping mall to purchase procurement goods, we analyzed focused on the inconvenience of option selection, user feedback after purchasing, unification of the purchase procedure, compared with general online shopping purchase. This paper suggests practical ways to improve the inconveniences and inefficiencies that arise in the process of procurement and use from KONEPS. It is necessary to study on the construction contracts and the empirical studies based on the questionnaire on the functions of procurement law and research model for the cases used in this study in the future.

  • 이제까지 부활된 정기시장인 원주시 쌍다리 풍물시장의 현황을 관찰, 면담, 설문지를 통하여 많은 문제점과 나름대로의 대안을 살펴보았다. 여러 가지 문제해결의 요소들이 복잡하게 얽혀 있는 쌍다리 풍물시장의 활성화 방안을 살펴보기에 앞서 풍물시장의 이해 관계자들을 살펴보기로 하자. 쌍다리 풍물시장의 이해관계자는 크게 4가지 부류로 나눌 수 있다. 첫째로, 상설상인들을 들 수 있다. 이들은 거리에서 노점상을 했던 도시빈민들이 대부분이며, 설문지에서 나타나듯이 낮은 학력, 소자본 그리고 노령인구층과 여자의 비율이 높다. 이들은 두 가지에 큰 관심을 가지고 있는데, 매장의 소유권과 5일장이다. 매장의 소유권은 이들에게 있어서 큰 희망이며, 5일 장날의 매상은 평소의 $5{\sim}6$배를 웃돌고 있기 때문이다. 또한 풍물시장 번영회라는 그들의 이익을 대변할 수 있는 단체를 구성하고 있으며 이러한 풍물시장 번영회는 상설상인들의 이익을 도모할 수 있는 여러 노력들을 하고 있다. 둘째로는 이동상인들을 들 수 있다. 이들은 장터를 떠돌아 다니며 상행위를 하는 부류로서 상설상인에 비해 상대적으로 고학력과 장년층이 많다. 이들은 5일장의 성쇄와 깊은 관련이 있으나, 5일장이 열리는 상설시장의 발전에는 아무런 흥미가 없다. 즉, 이동상인이 많이 모여드는 곳은 5일장이 크게 번창하지만, 그곳의 장이 패할 기미가 보이면 미련 없이 떠난다. 따라서 보다 많은 이동상인의 유치는 도시 5일장의 성쇄와 깊은 관련이 있다. 셋째로는 시당국을 들 수 있다. 시당국에 의해서 쌍다리 풍물시장은 노점단속에 반발하는 노점상들에 대응하기 위하여 생겨났으며, 5일장 역시 시당국에 의해서 부활된 것이다. 그러나 단기적인 측면만을 고려한 듯한 인상을 풍기는 쌍다리 풍물시장에 대한 행정은 대단히 아쉬운 부분이며 앞으로도 여러 가지 구조적인 문제점의 해결은 시당국에 달려있다고 해도 과언이 아니다. 즉, 풍물시장에 관련된 이해관계자들 중 유일하게 조직과 행정력을 가지고 문제해결을 할 수 있는 주체인 것이다. 넷째로는 풍물시장을 이용하는 소비자를 들 수 있다. 이들은 주로 원주에 살고 있는 사람들이 대다수이며 쌍다리 풍물시장을 이용하는 이유는 저렴한 가격에도 원인이 있지만 민족의 정서가 어려있는 시골장터에 대한 향수 역시 큰 원인으로 꼽을 수 있다. 이러한 점은 소비자 설문에서 구경거리를 위하여 장에 오는 소비자의 비율이 생각 외로 높게 나타남으로써 알 수 있다. 미국을 위시한 선진국들의 시장개방 압력과 우루과이라운드의 등장으로 우리나라는 경제, 사회문화적인 위기에 봉착해 있다. 1960년대 이후 계속되어 온 경제 제일주의 정책으로 우리 민족의 정서와 문화를 보존하는 일에 등한시하여 왔다. 이 때문에 우리 민족 고유의 뿌리를 점차 잃어가고 있다. 이러한 시점에서 도시노점상을 정리하기 위한 목적으로 정부에서 도시 5일장을 개장한 것은 역사의 아이러니라 아니할 수 없다. 이렇게 정부주도로 개장된 5일장이 운영되어 온 지 2년이 되어가고 있다. 개장 초기에는 시에서의 지원도 적극적이고 소비자들의 호응도 좋았으나, 최근에 들어 활성화의 속도가 둔화되면서 도시 5일장의 개념을 재정립할 필요성이 제기되고 있다. 정부의 주도로 시작된 5일장이므로 정부의 적극적인 추진하에 풍물시장 번영회와 활성화 방안을 모색해야 한다. 쌍다리 풍물시장의 5일장을 활성화하기 위하여 도시 5일장의 개념을 ${\ulcorner}$국민들의 생활수준이 향상되고 여가를 즐길 수 있는 여건이 형성되고 있으므로 전통문화(향토문화)를 유지하고 시민들의 정서함양에 기여할 수 있는 여가공간 조성${\lrcorner}$으로 규정해야 한다. 이러한 개념 하에 5일장의 주체를 명확히 하기 위해 시청 지역경제과를 중심으로 지자제의 실시에 발맞춰 지역특색에 맞게 5일장을 활성화하기 위한 전학을 수립해야 한다. 서울대형백화점인 롯데 슈퍼백화점이 송파 큰장터나 그랜드 백화점의 향토물산전의 성공은 도시 5일장의 활성화 가능성을 미루어 짐작할 수 있다.

Characteristics and Current Status of Library E-book Purchase Contracts (도서관의 전자책 수급 계약의 특성과 실태)

  • This study aims to check whether e-book purchase contracts have sufficient requirements to serve as legal basis for e-book lending outside the library, and also to understand the current status and characteristics of the library's e-book purchase contracts. To this end, the legal and technical environment related to e-book lending was reviewed, and the elements that must be included in the license contract were summarized as the legal basis for e-book lending. Based on this, it was analyzed whether these requirements were properly reflected in actual contract cases. For three years from 2020 to 2022, the actual 43 contracts that were bid through the Korea On-line E-Procurement System were inspected, and then problems were pointed out, and improvement measures were proposed.

  • This research tries to develop standards of library goods and managerial guidance. It is developed to make buying and managing library goods efficient in promoting environmental and digital-friendly library, and to set a standard guidance of library goods. The research divides 117 library goods into 6 categories, and develops a table of recommended standard and managerial guidance of library goods. The table has 11 indicators of information, which includes the name of each library goods, classification code, identification number of 'Narajangteo', definitions of the goods, purpose and usage, type and size, structure, place to install, goods management, and note. The research hopes to be reflected in library related laws, standards, and manuals, and finally to standardize library goods in the national level.

  • As the generation and application of spatial information is gradually expanded not only in traditional surveying fields but also a CNS and an ITS recently. The Accuracy and the newest of data grow to be an important element. But digital map is updated with system based tile. So, it is hard to get the newest of data and to be satisfied with user requirements. In this study, management system is developed to manage feature change efficiently using bid informations from NaraJangter which service the bid informations. A construction works with change possibility of feature from bid informations are classified and are made DB. And the DB is used as the feature change forecast informations. Also, It is converted from bid information of text form to positioning informations connected to spatial information data. If this system is made successfully, this system contributes to reduce the cost for the update of digital map and to take the newest date of spatial informations.

A Study on the Online Quality Evaluation and Improvement of Shopping Mall in Public Institutions: Focusing on Offline Quality (공공기관 쇼핑몰 온라인 품질 평가 및 개선 방안 연구: 오프라인 품질을 중심으로)

  • The scale of e-procurement through online shopping malls of public institutions including government comprehensive shopping malls is increasing day by day. This study aims to examine how public officials evaluate products, delivery, and post service of online shopping malls for public institutions and to explore ways of improving their satisfaction. The results from a survey conducted among public officials of public institutions who have experience using online shopping malls of public institutions showed generally high satisfaction levels, although there was dissatisfaction with product diversity. Perception of delivery quality was generally positive, but there was room for improvement in delivery service. Furthermore, employing structural equation modeling, the study examined the influences on satisfaction and intention to reuse. Perceived product quality, delivery quality, and delivery service quality were confirmed to influence satisfaction considerably. Therefore, more efforts should be directed towards managing the information and quality of products to prevent returns, exchanges, and repairs and, in case of issues, handling them promptly and transparently.

An Analysis of IT Trends Using Tweet Data (트윗 데이터를 활용한 IT 트렌드 분석)

  • Predicting IT trends has been a long and important subject for information systems research. IT trend prediction makes it possible to acknowledge emerging eras of innovation and allocate budgets to prepare against rapidly changing technological trends. Towards the end of each year, various domestic and global organizations predict and announce IT trends for the following year. For example, Gartner Predicts 10 top IT trend during the next year, and these predictions affect IT and industry leaders and organization's basic assumptions about technology and the future of IT, but the accuracy of these reports are difficult to verify. Social media data can be useful tool to verify the accuracy. As social media services have gained in popularity, it is used in a variety of ways, from posting about personal daily life to keeping up to date with news and trends. In the recent years, rates of social media activity in Korea have reached unprecedented levels. Hundreds of millions of users now participate in online social networks and communicate with colleague and friends their opinions and thoughts. In particular, Twitter is currently the major micro blog service, it has an important function named 'tweets' which is to report their current thoughts and actions, comments on news and engage in discussions. For an analysis on IT trends, we chose Tweet data because not only it produces massive unstructured textual data in real time but also it serves as an influential channel for opinion leading on technology. Previous studies found that the tweet data provides useful information and detects the trend of society effectively, these studies also identifies that Twitter can track the issue faster than the other media, newspapers. Therefore, this study investigates how frequently the predicted IT trends for the following year announced by public organizations are mentioned on social network services like Twitter. IT trend predictions for 2013, announced near the end of 2012 from two domestic organizations, the National IT Industry Promotion Agency (NIPA) and the National Information Society Agency (NIA), were used as a basis for this research. The present study analyzes the Twitter data generated from Seoul (Korea) compared with the predictions of the two organizations to analyze the differences. Thus, Twitter data analysis requires various natural language processing techniques, including the removal of stop words, and noun extraction for processing various unrefined forms of unstructured data. To overcome these challenges, we used SAS IRS (Information Retrieval Studio) developed by SAS to capture the trend in real-time processing big stream datasets of Twitter. The system offers a framework for crawling, normalizing, analyzing, indexing and searching tweet data. As a result, we have crawled the entire Twitter sphere in Seoul area and obtained 21,589 tweets in 2013 to review how frequently the IT trend topics announced by the two organizations were mentioned by the people in Seoul. The results shows that most IT trend predicted by NIPA and NIA were all frequently mentioned in Twitter except some topics such as 'new types of security threat', 'green IT', 'next generation semiconductor' since these topics non generalized compound words so they can be mentioned in Twitter with other words. To answer whether the IT trend tweets from Korea is related to the following year's IT trends in real world, we compared Twitter's trending topics with those in Nara Market, Korea's online e-Procurement system which is a nationwide web-based procurement system, dealing with whole procurement process of all public organizations in Korea. The correlation analysis show that Tweet frequencies on IT trending topics predicted by NIPA and NIA are significantly correlated with frequencies on IT topics mentioned in project announcements by Nara market in 2012 and 2013. The main contribution of our research can be found in the following aspects: i) the IT topic predictions announced by NIPA and NIA can provide an effective guideline to IT professionals and researchers in Korea who are looking for verified IT topic trends in the following topic, ii) researchers can use Twitter to get some useful ideas to detect and predict dynamic trends of technological and social issues.

A Study on the Performance Evaluation of G2B Procurement Process Innovation by Using MAS: Korea G2B KONEPS Case (멀티에이전트시스템(MAS)을 이용한 G2B 조달 프로세스 혁신의 효과평가에 관한 연구 : 나라장터 G2B사례)

  • It is difficult to evaluate the performance of process innovation of e-procurement which has large scale and complex processes. The existing evaluation methods for measuring the effects of process innovation have been mainly done with statistically quantitative methods by analyzing operational data or with qualitative methods by conducting surveys and interviews. However, these methods have some limitations to evaluate the effects because the performance evaluation of e-procurement process innovation should consider the interactions among participants who are active either directly or indirectly through the processes. This study considers the e-procurement process as a complex system and develops a simulation model based on MAS(Multi-Agent System) to evaluate the effects of e-procurement process innovation. Multi-agent based simulation allows observing interaction patterns of objects in virtual world through relationship among objects and their behavioral mechanism. Agent-based simulation is suitable especially for complex business problems. In this study, we used Netlogo Version 4.1.3 as a MAS simulation tool which was developed in Northwestern University. To do this, we developed a interaction model of agents in MAS environment. We defined process agents and task agents, and assigned their behavioral characteristics. The developed simulation model was applied to G2B system (KONEPS: Korea ON-line E-Procurement System) of Public Procurement Service (PPS) in Korea and used to evaluate the innovation effects of the G2B system. KONEPS is a successfully established e-procurement system started in the year 2002. KONEPS is a representative e-Procurement system which integrates characteristics of e-commerce into government for business procurement activities. KONEPS deserves the international recognition considering the annual transaction volume of 56 billion dollars, daily exchanges of electronic documents, users consisted of 121,000 suppliers and 37,000 public organizations, and the 4.5 billion dollars of cost saving. For the simulation, we analyzed the e-procurement of process of KONEPS into eight sub processes such as 'process 1: search products and acquisition of proposal', 'process 2 : review the methods of contracts and item features', 'process 3 : a notice of bid', 'process 4 : registration and confirmation of qualification', 'process 5 : bidding', 'process 6 : a screening test', 'process 7 : contracts', and 'process 8 : invoice and payment'. For the parameter settings of the agents behavior, we collected some data from the transactional database of PPS and some information by conducting a survey. The used data for the simulation are 'participants (government organizations, local government organizations and public institutions)', 'the number of bidding per year', 'the number of total contracts', 'the number of shopping mall transactions', 'the rate of contracts between bidding and shopping mall', 'the successful bidding ratio', and the estimated time for each process. The comparison was done for the difference of time consumption between 'before the innovation (As-was)' and 'after the innovation (As-is).' The results showed that there were productivity improvements in every eight sub processes. The decrease ratio of 'average number of task processing' was 92.7% and the decrease ratio of 'average time of task processing' was 95.4% in entire processes when we use G2B system comparing to the conventional method. Also, this study found that the process innovation effect will be enhanced if the task process related to the 'contract' can be improved. This study shows the usability and possibility of using MAS in process innovation evaluation and its modeling.

A Study on the Bidding Trends of the Private Consignment Service of Landscape Management (조경관리 민간위탁용역의 입찰추이에 관한 연구)

  • Based on the bidding data of the national marketplace for public procurement service from 2003 to 2015, this study investigated and analyzed the bidding trends of the landscape management public consignment service by analyzing total bidding, type, client, region, license. The results are as follows. First, the total number of bids for civilian consignment services in landscape management increased by 1,112 cases, corresponding to a 487.7% increase over 10 years, and the total bidding amount increased by 144,504 million won, corresponding to a 382.5% increase. Second, in 10 years, the proportion of landscape management in landscaping works increased by 10%, and the bidding amount increased by 3%. Third, in the analysis of bidding trends by type, green areas showed the greatest growth in the number of bids, while the greenery of buildings showed the highest increase in the bid amount. Fourth, local autonomous entities, Gyeonggi province, and the landscaping planting construction industry showed the highest increase in the number of bids and the amount in each field such as client, region, and license. In summary, the number of cases and the bidding amount is increasing year by year. Considering the increasing number of users and demands thereof, the number of bids and the amount of consignment service for landscape management will continue to increase. The purpose of this study is to investigate and systematically analyze the tendency of bidding for 10 years for the private consignment service of landscape management in the current situation, where the importance of landscape management is increasingly emphasized. Another purpose of this study is to discern the necessity of the landscape management business and to provide the basis for incorporating the landscape management business into the professional construction industry in the future, thus providing opportunities for widening the expertise and diversity of the landscaping field. For the following study, the legal basis of landscape management, qualification, equipment standards, calculation of management cost per unit, and the appropriateness of the management cost should be considered.
