A lot of people were trapped in elevators without power supply when BLACK-OUT situation occurred in 2011. The telephone network of control room connected to the elevators had problem operating poorly. In this paper we propose an ICT based elevator emergency call device prototype system and evaluate the performance of the system. The proposed system quickly responds in emergency situation to guarantee passenger safety. For the goal, firstly the system tries to connect to a control room. If it fails the system attempts to call numbers for emergency contact and a rescue team sequentially. The system is designed to quickly support emergency contact as well. Finally, the information of elevator failure is rapidly transferred to the failure process device by the proposed system.

우리나라의 경우 희귀질환은 국내 유병인구가 2만명 이하로 드물게 나타나는 질환으로 적절한치료 방법과 대체의약품이 개발되지 않은 병을 말한다. 희귀의약품은 대상 환자 수가 적어 연구개발이 어렵고 시장에서 수익성을 기대하기 어려워 제약기업이 쉽게 개발할 동기를 갖기 어렵기 때문에 선진국에서는 희귀의약품의 개발을 촉진하기 위한 제도를 운영하고 있다. 국내에서도 희귀질환자들에게 치료기회를 확대 제공하기 위한 일환으로, 1999년 정부의 적극적인 지원하에 한국희귀의약품센터가 설립되었다. 한국희귀의약품센터는 적용대상이 드물고 대체의약품이 없어 긴급한 도입이 요구되는 의약품 및 희귀질환자 치료용 약품의 구입공급과 제반 정보의 수집 및 제공을 함으로써 국민의 건강증진에 기여하고 있다. 한국희귀의약품센터의 주요 역할은 희귀의약품 및 희귀질환에 대한 최신정보를 수집 분류 데이터베이스화하여 이를 희귀의약품의 수요자 및 공급자 등 필요로 하는 자에게 제공하고 있으며, 특히 적용 대상이 드물고 대체의약품이 없어 긴급하게 도입할 필요가 있는 의약품 및 희귀질환자 치료용 의약품에 대하여 자가 치료용 의약품의 수입추천 안내 및 수입대행, 희귀의약품의 지정추천업무 등을 수행하고 있다. 희귀의약품 지정에 관한 규정은 1998년 4월 16일에 식품의약품 안전처에서 고시하였으며 2013년 2월에 식약처에서 고시 제 2013-8호로 개정하였다. 개정 이유는 지속적인 투자, 연구 개발이 필요한 희귀의 약품의 개발을 활성화하고 지정 한도액을 상향하는 등 희귀의약품 지정제도 개선하고자 하는 것이다. 이번 개정의 주요 내용은 개발 초기부터 '개발단계 희귀의약품' 지정하고 지정 갱신을 위해 별도 생산(수입)실적 보고를 폐지하며, 위탁제조판매업자의 희귀의약품 지정 신청을 가능하게 하고, 유병인구 500명 이하인 경우 지정한도 금액 상향 등이다. 이번 개정을 통해 희귀의약품에 대한 연구 개발이 더욱 확대 될 것으로 기대하며, 앞으로도 희귀질환 환자들에게 원활하게 희귀의약품이 공급되도록 지원 정책이 추진되어야 할 것이다.

It is possible to use wireless communication any time in every place because of well-developed wireless networks and mobile devices. The AVL(Automatic Vehicle Location) system, therefore, has made practical use in situation control, distribution industry, home delivery service, and ITS(Intelligent Transportation System) area. In this paper, we design and implement an AVL system in order to use for fire fighting activities such as emergency rescue and relief. To do this, first, we investigate and analyze the existing researches and systems related to AVL system. In details, we develop an AVL server and clients to support stable communication each other using wireless networks. Using AVL system, calling cars find the position of accidents quickly and the fire defense headquarters control unforeseen accidents efficiently because the state of calling cars are confirmed in real time by their GPS data.

In this research, The Police Order No. 2013-1, which is 'Electronic Security 112 Report Standards,' was analyzed and the relevant policy tasks were presented. The policy tasks to achieve the purpose of the selective report system are as follows. First, in order to construct the statistics base, the establishment of the terms related to false alarm and false call, emergency button, and sensing signal and the development of the appropriate term to replace the electronic security guard are needed. Second, the electronic security companies should build the response system to abide by the 112 report standards of the police order. Third, the police should reexamine the establishment of the emergency report objects of the selective report system. Fourth, the reinforcement of the administrative regulation and supervision to enforce the police order strictly is required.

본지 제47호('11년 9, 10월) 기획특집으로 "기후변화 대응 국가방재대책"을 게제하여 '기후변화에 따른 재해환경 및 재해양상', '국가 방재 개선대책'을 중심으로 '기후변화대응 재난종합개선대책'을 소개한 바 있다. 특히 '10.9.1일 태풍 '곤파스'로 인해 광역적 대규모 정전사태등 예기치 못한 피해에 대한 지자체나 한전 등에서 신속하게 대응체제를 가동하지 못한 문제점이 대두되어 관계기관 긴급 대책회의(차관회의)를 개최 하고, 중앙합동점검기획단을 구성하여 현장점검을 실시하였으며, 기후변화 선제대응 차원에서 국토 체질 강화를 위해 현행 방재기준을 재설정, 방재시설 용량확대 및 재난대응시스템을 전면 개선하는 등 재난예방 근본대책을 마련하였다. (7개 분야 58건 추진과제) 이중 태풍 '곤파스' 이후에 추진된 "강풍대책 분야" 9개 개선대책에 대한 추진현황을 소개하고자 한다.

지역 간 계통연계를 함으로써 얻을 수 있다는 장점은 발전소 용량을 절감할 수 있고 긴급한 상황하의 전력의 교환이 가능하며 예비전력의 양을 줄일 수 있다는 것 등이 있다. 그러나 전력 시스템의 연계는 경제적이고 기술적인 고려가 요구되어진다. 연계에 대한 계획은 광범위한 기술적인 측면을 고려해야하고 체계적인 연구가 필요하다. 계통 연계는 다른 대륙에서 이미 많이 시도되어 왔으며 실행되고 있다. 하지만, 동북아시아 지역은 복잡한 정치적인 문제들 때문에 아직 연계가 되어 있지 않은 상태이다. 이러한 상황 하에 남한과 북한의 연계는 극동아시아지역의 연계의 시발점이 될 수가 있기 때문에 매우 중요하다. 본 연구에서는 남한과 북한의 전력 계통의 연계에 대한 시나리오에 의해 가상으로 연계한 후, PSS/E Tool을 사용하여 조류 계산을 하였다.

선로상에 열차의 은행에 지장을 주는 장애물들 검지하였을 때 반대편 열차에 알리거나 열차내의 긴급한 상황이 발생하였을 경우에 대비하여 열차와 지상의 사령과는 항상 열차무선을 통하여 정보를 교환한다. 초창기에 사용하는 열차무선시스템은 열차의 운행빈도나 사용자의 측면에서 아날로그방식의 음성통화로 충분한 서비스를 제공할 수 있었으나, 근래에는 고밀도의 열차운행 및 고속화로 다수의 사용자가 요구하는 서비스를 충족하기에는 많은 개량할 부분을 가지고 있다. 통신기술의 발전과 더불어 한국의 고속철도에서 사용예정인 열차무선시스템은 이러한 사용자들의 요구를 충족하기 위해 통신망의 개념을 도입하고 디지털의 TRS 시스템을 이용하여 많은 사용자의 요구를 충족하려고 노력하고 있다. 또한, 유럽에서 여러 국가를 횡단하는 고속열차의 경우 열차무선시스템에서 횡단하는 국가들간의 호환성을 극복해야하는 문제 등을 가지고 있다. 본 연구에서는 기존 VHF방식의 개량할 점과 TRS시스템의 특징 및 유럽에서 사용중인 열차무선시스템의 운영방법 등을 통하여 열차무선의 발전방향을 제시하고자한다.

This study was under taken as an analysis of failure mode in a railroad bed reconstructed with miniaturized Geotextile Container after being destroyed by heavy rain. It assesses the practical use of the bag shaped Geotextile Container method in the rehabilitation of destroyed roadbeds. The failure mode was assessed using the laboratory model tests to determine the following criteria: Strain of Geotextile Container, Vertical ＆ Horizontal displacements of Geotextile Container layer, and the transmitting load effects due to the applied load. The Geotextile Container layer was failed as a Block Failure type, although there was some variation in the results between the saturated and unsaturated conditions. The main failure was caused by the reduction of the interface friction between Geotextile Containers. The result of this mobilizes the significant horizontal displacement and the ultimate failure of the Geotextile Container layer. The strain on the wet Geotextile Container was occurred about two times greater than that of dry condition.

본 논문에서는 재난 통신 및 네트워크 기술 그리고 앞으로의 발전 방향에 대해서 소개 하고자 한다. 제 1장에서는 주요 공공재난안전통신 기술들을 소개한다. 특히 동적 그룹통신기술(Push-To-Talk), 망 복구 및 생존성 향상 기술, 긴급호 구현 기술을 소개하며 또한 재난통신기술 표준화 필요성에 대해서 간단히 설명한다. 제 2장에서는 국내외 재난통신기술 동향을 살펴본다. 특히 미국, 유럽, 아시아에서 사용하는 주파수 대역 및 협대역 및 준광대역 주파수 공용 무선통신 기술인 TETRA(Terrestrial Trunked Radio), iDEN(Integrated Digital Enhanced Network) 및 APCO-P25(Association of Public Safety Communications Officials - Project 25)에 대해서 다룬다. 제 3장에서는 재난대비 미래 광대역 통신체계에 대해서 설명하며 마지막으로 제 4장에서는 본 논문의 결론을 맺는다.

This paper presents the incorporation of still-alive access points (SAPs) and helper access points (HAPs) that can be utilized as anchor nodes for position estimation of a First Responders (FRs) for rapidly deployable Emergency Communication Systems (ECS) in disaster recovery. In addition, the localization environment has is formulated and initially examines the use of a distributed Gauss-Newton algorithm (GNA) as optimization technizue. A simulation has been conducted and compared with the commonly used trilateration approach in position estimation.
