Learning from the USA's Single Emergency Number 911: Policy Implications for Korea (미국 긴급번호 911 운영시스템에 관한 연구: 긴급번호 실질적 통합을 위한 정책 시사점 제시 중심으로)

  • In Korea, a single emergency number, such as 911 of the USA and 999 of the UK, does not exist. This issue became highly controversial, when the Sewol Ferry Sinking disaster occurred last year. So, the Korean government has planned to adopt a single emergency number, integrating 112 of the Police, 119 of the Fire and Ambulance, 122 of the Korean Coast Guard, and many other emergency numbers. However, the integration plan recently proposed by the Ministry of Public Safety Security seems to be, what is called, a "partial integration model" which repeals the 122 number, but still maintains 112, 119, and 110 respectively. In this context, the study looks into USA's (diverse) 911 operating system, and subsequently tries to draw general features or characteristics. Further, the research attempts to derive policy implication from the general features. If the proposed partial integration model reflects the policy implications, the model can virtually operate like the 911 system -i.e. a single emergency number system - creating inter-operability between responding agencies such as police, fire, and ambulance, even though it is not a perfect integration model. The features drawn are (1) integration of emergency call-taking, (2) functional separation of call-taking and dispatching, (3) integration of physical facilities for call-taking and dispatching, and (4) professional call-takers and dispatchers. Moreover, the policy implications derived from the characteristics are (1) a user-friendly system - fast but accurate responses, (2) integrated responses to accidents, (3) professional call-taking and dispatching & objective and comprehensive risk assessment, and finally (4) active organizational learning in emergency call centers. Considering the policy implications, the following suggestions need to be applied to the current proposed plan: 1. Emergency services' systems should be tightly linked and connected in a systemic way so that they can communicate and exchange intelligence with one another. 2. Public safety answering points (call centers) of each emergency service should share their education and training modules, manuals, etc. Common training and manuals are also needed for inter-operability. 3. Personal management to enable-long term service in public safety answering points (call centers) should be established as one of the ways to promote professionalism.

  • 본 연구는 자율주행 시대에 자동차의 외부통제를 가능하게 하는데 목적이 있다. 자율주행 자동차의 외부통제를 하기 위해 교통경찰 수신호를 사용한다. 교통이라는 특별한 상황을 고려하여 실시간 객체 검출이 가능한 YOLO모델을 사용하였고, 수신호 데이터 학습을 위해 Data Argumentation 기법을 사용하여 데이터를 확보한 후 이를 바탕으로 YOLO모델을 학습하였다. 학습된 YOLO모델을 이용하여 교통의 흐름에서 교통 통제자를 실시간으로 검출하였다. 이후 검출된 객체를 이용하여 객체 확인 알고리즘과 수신호 의미파악 알고리즘을 사용하여 수신호의 의미를 파악하고 이를 사용자에게 전달한다. 이와 같은 시스템을 통해 자율주행 자동차에 돌발 상황 발생 시 보다 정확하고 빠르게 교통의 흐름을 정상화 할 수 있는 장점이 있다.

  • Emergency shut-on valve was developed to shut off natural gas at the front of a gas meter in the house. The shut-off flow rate and differential pressure of this valve was controlled by adjusting the distance between the spool and magnet. Also the spool shape was an important factor in the performance of this valve. The experimental and computational results will be useful for the design having better performance.

  • Last few years, wireless personal area network (WPAN) has been widely researched for various healthcare applications. Due to restriction of device hardware (e.g., energy and memory), we need to design a highly-versatile MAC layer protocol for WBAN (Wireless Body Area Network). In addition, when an emergency occurs to a patient, a priority mechanism is necessitated for a urgent message to get through to the final destination. This paper presents a priority mechanism referred to as hybrid priority MAC for WBAN. Through extensive simulation, we show the proposed MAC protocol can minimize the average packet latency for urgent data. Thus, when patients have an emergency situation, our MAC allows adequate assistance time and medical treatment for patients. The simulation based on NS-2 shows that our Hybrid Priority MAC has the good performance and usability.

Development of Check Angle Safety Valve for Residential Gas Piping (주택용 가스배관 체크앵글 안전밸브 개발 연구)

  • This study deals with the check valve safety valve for residential gas piping. It can be manually shut off within 1 second in case of emergency, and it is possible to touch 3kg of pressure by hand force. To develop the technology so that it can be used repeatedly. Study results after first valve operation. And 0.61 seconds on average. Therefore, it was found that there was no problem in operation even when used as a safety valve. Third, it was found that all of the results of using the blocking ball diameter of 7mm were not abnormal. In this study, it is meaningful to develop the check valve safety valve of gas piping and verify the performance by testing with existing valve.

  • In Korea, overall disaster prevention system or 119 emergency rescue system has been established to protect life and fortune of citizens. This system supports command at control operation, emergency 119 caller location indicator, automatic formation of fire troops and dispatch, and emergency management. To do this, various new information technologies such as CIS, telematics, CTI and TTS are applied to implement the system. In the future, however, it is not impossible to prevent a large scale disasters caused by world climate environment change and complication of city culture using the current system. In this paper, we propose enhancement plan for overall disaster prevention system to solve this problem.

바림직한 벤처 생태계 조성 필수 요소

  • 벤처업계와 정부는 우리 경제의 미래를 짊어질 대안은‘역시 벤처뿐’이라는데 의견을 같이하고 있다. 지난해 이헌재 부총리는 석유를 뿌려서라도 벤처산업을 회생시키겠다며 강력한 벤처육성 의지를 표명한 바 있다. 나아가 지난 12월 23일, 정부는 벤처산업 회생을 위한 긴급처방으로‘벤처 활성화 대책’을 발표했다. 대책이 발표된 후 벤처인의 사기가 고조된 것은 물론 코스닥시장이 7개월만에 400선을 돌파하는 등 매우 긍정적인 모습으로 나타나고 있다. 지난 해 발표된 대책은 벤처 생태계 복원을 위한 여러 조건 중 선결과제인 자금 및 세제지원부분에 초점을 맞췄다. 벤처산업은 자금부분 이외에도 시장, 인력 등 생태계의 균형을 이루어야 바람직한 모습으로 활성화될 수 있다. 이번 호 VD이슈는 지난 호‘다시벤처다1-벤처 활성화 대책’에 이어 좀 더 거시적인 관점에 서‘다시벤처다2-바람직한 벤처 생태계 조성’을 주제로 다룬다. 벤처생태계 조성을 위한 필수요소들을 정리하며 바람직한 대안을 강구해 본다.

An Enhanced Overload Control Mechanism for the Distributed Switching System supporting Various Types of Call Services (다양한 호 서비스를 고려한 분산형 중계교환기의 과부하 제어 기법)

  • Even many kinds of Internet-based services have been generated due to the great development of the Internet. PSTN still exists in the center of the national infrastructure network and the transit exchanges will be maintained the core roles in PSTN for many years in the future. These transit exchanges often suffer from unexpected overload situation because they have to process Intelligent Network calls and mobile calls additionally as well as POTS (Plain Old Telephone Service). In this paper, we suggest an efficient overload control algorithm for the distributed transit switching system under the various types of call services. We also show that this algorithm can be implemented easily cooperating with the network management control functions. The simulation technique is used to show that the proposed algorithm effectively controls calls and maintains safely the call processor's load under the various kinds of overload situations.
