A Study on the Operation Plan of the Emergency Vehicle Preemption Based on Operation Status and Survey Data (긴급차량 운행실태와 의식도조사 분석을 통한 우선신호 운영방안 연구)

  • It is important to secure the golden time of emergency vehicles for quick responses in disaster situations, such as fire, rescue, and first aid. This study proposes plans Emergency Vehicle Preemption (EVP) based on the analysis of emergency vehicle operation to secure the golden time of emergency vehicles and increase driving safety. The emergency vehicle dispatch statistics, emergency vehicle traffic accident statistics, and survey were used for the analysis. As a result of the analysis, the frequency of dispatch of emergency vehicles and traffic accidents are increasing gradually, but the rate of securing the golden time of emergency vehicles is approximately half, indicating that improvement measures are urgent. In the questionnaire survey, most citizens consent to the necessity of introducing EVP. In addition, the criteria for the range of emergency vehicles that could provide EVP and the allowable time for waiting were derived. These results could be used to prepare EVP operation strategies, and it is expected to contribute to improving emergency vehicle operation safety and increasing the golden time securing rate through a rapid expansion of EVP.

An Emergency Message Broadcast Scheme for Vehicular Networks (차량 네트워크를 위한 긴급메시지 브로드캐스트 기법)

  • This paper presents a group based propagation method for multi-hop transmission, in order to deliver an emergency message to the reasonable size of vehicle troop. A group head is selected in considering of the position information of vehicles and radio transmission range. With benefits of the group based transmission, it is possible to minimize the unnecessary transmissions and the possibility of message collisions. We evaluate the performance of the proposed scheme compared with conventional schemes. Simulation results show that the message propagation performance is so stable regardless of vehicle's congestion degree.

  • Emergency Vehicle Preemption(EVP) is an operation method which helps to improve response condition of Emergency Vehicle(EV) and it has not yet been introduced in Korea. In order to implement the system, it requires step-by-step plan and selecting a priority area for trial operation. Since a municipal government such as Seoul is too large so it is limited in time and cost to analyze the whole area. Therefore, quantitative and effective selection method for priority area is critical. The aim of this study is to propose a selection method of implementation area for EVP system using the dispatch data analysis. This study also determined the priority area for EVP implementation by analyzing the dispatch data in Seoul and conducted a simulation to evaluate the effects of implementing EVP.

A Fusion Priority Signal Control Algorithm for Emergency Vehicles (긴급차량 융합형 우선신호 제어 알고리즘 개발)

  • This study develops a fusion priority signal control algorithm to pass without delay in emergency events. Fusion priority signal control is method combined center control with local control. The center control method applies signal times for each signalized intersection on the emergency vehicle's route when an emergency call is received. As signals are controlled before the emergency vehicle leaves for its destination, it is possible to clear the queues at each intersection more effectively. However, since the traffic information (speed, position) of the real-time emergency vehicle is not used, the intersection arrival time predicted by center control and actual arrival time of the emergency vehicle may be different from each other. In the case, it is possible to experience a delay caused by the signal. Local control method operate priority signal use the real-time information of EV, but there is a limitation that queue elimination time can not be reflected. In this study, fusion(center+local) control algorithm is proposed to compensate the disadvantages of center and local control also maximizing its advantages. Proposed algorithm is expected to decrease delay time of EV in emergency situation.

A Passive Traffic Signal Priority Control Algorithm for Emergency Vehicles (긴급차량 우선신호 센터제어 알고리즘 개발)

  • This study develops a passive traffic signal priority control algorithm for emergency vehicles. The passive priority control estimates and applies signal times for each signalized intersection on the emergency vehicle's route when an emergency call is received. As signals are controlled before the emergency vehicle leaves for its destination, it is possible to clear the queues at each intersection more effectively. Most of the previous studies applied preemption, which ends green time of cross streets when the emergency vehicle arrives at each intersection. This study applies green extension and early green in order not to shift the order of phases, and guarantees minimum green time for each phase. Simulation results show that the delay of emergency vehicles decreases when the signals are controlled. It is expected that delays can be decreased further by integrating the active priority control with the passive priority control algorithm presented in this study.

Assessment of Preemption Signal Control Strategy for Emergency Vehicles in Korea (국내 긴급차량 우선신호(preemption) 제어 적용성 평가에 관한 연구)

  • Signalized intersections are operated without a signal preemption control strategy in Korea, thus there is no priority treatment for an emergency vehicle passing through the intersections. In this paper, a signal preemption control strategy is introduced to improve the safety and operational efficiency of an emergency vehicle. Using the micro simulation tool, the effects on delay and travel speed of the signal preemption control strategy are analyzed for various traffic conditions to identify the general performance trends. Then, another simulation analysis is performed to verify the feasibility of the control strategy using real network data collected from field study. Results show that the preemption control strategy provides the positive impact on emergency vehicles' operation, but the positive impact is reduced as the v/c ratios increase. As expected, the average delays of the normal vehicles are slightly increased, but the magnitude is not significant. Therefore, it is expected that the introduction of the preemption control strategy in Korea would produce the positive social benefits.

  • In this paper, we have developed the system of emergency vehicle preemption signal control based on UTIS(Urban Traffic Information System) which have been deployed and operated in the national capital area. It considered the turning direction(through or left turn) of emergency vehicle at the signalized intersection in order to provide the consecutive progression of emergency vehicle and minimize the control delay of passenger cars. we adopted several EVP control modes such as phase insertion and phase adjustment mode. Also, we evaluated the possibility of field implementation via simulation analysis using CORSIM RTE(Run Time Extension) based HILS(Hardware In the Loop Simulation). We expect that the result of this research contribute to providing the right-of-way to emergency vehicle in this country.

  • We investigate the current situation and development trend of domestic smart city and emergency vehicle priority signal control system analyzing the existing effectiveness of 1) emergency vehicle priority signal control system and 2) control emergency vehicle priority signal, based on domestic and foreign prior research for signal control system security. The effectiveness of time reduction was analyzed through actual application and test operation to emergency vehicles after establishing the system. In addition, for security management and stable service of real-time signal system control we propose improvement for the technical control items of the ISMS-P certification system to secure golden time to protect citizens' precious lives and property in case of emergency by classifying and mapping the existing ISMS-P certification system and the Korea Internet & Security Agency's cyber security guide according to the items of security threats.

An Inter-Vehicle Emergency Message Propagation Method with Vehicle Equivalent Group (차량동위그룹을 이용한 차량 간 긴급 메시지 전파 방법)

  • Vehicle safety service can be effectively achieved with inter-vehicle communication technologies, in which moving vehicles transmit a safety related urgency information such as traffic accidents, sudden stops, obstacle appearance etc. They usually utilize a broadcast of message propagation method because the communicating vehicles are not known each other. The pure broadcasting scheme does not satisfy the requirements of vehicle safety communication service due to the transmission delay with frequent message collisions. To resolve this problem, this paper presents a group based propagation method for the multi-hop transmission, in order to deliver an urgency message to the reasonable size of vehicle troop. A group header is elected in considering of the position information of vehicles and radio transmission range. And a vehicle equivalent group is formed with the header. With benefits of the group based transmission, it is possible to minimize the unnecessary transmission and the possibility of message collisions. Simulation results show that the message propagation performance is so stable regardless of vehicle's congestion degree.

Empirical Study of the PLSP (Priority Land and Signal Preemption for Emergency Vehicles (긴급차량의 우선차로 및 우선신호 도입효과 -청주시를 대상으로-)

  • Purpose: In this study, the effectiveness of pilot project of PLSP (Priority Lane and Signal Preference) system, which was operated in Cheongju City, was analyzed. Method: The priority signal was operated by a police officer switching to a blue signal when approaching a fire truck through CCTV, and the priority lane of emergency vehicles was displayed on the road to enable preferential traffic. VISSIM simulation analysis was performed for the 1.2km section (3.8km) of the pilot project section and vehicle data was analyzed for some of the test operation sections. Result: Simulation analysis shows that the moving speed of the emergency vehicle can be increased by 42 km/h with the introduction of PLSP, which can be increased by approximately twice the speed. Travel time was reduced by about 3 minutes, and considerable improvements of 69% compared to cities that are not operating was analyzed. The pilot operation of Cheongju City showed a time-shortening effect of about two minutes on average, with the average time reaching 4 minutes and 14 seconds in the first period and the average time reaching 5 minutes and 40 seconds in the second period. Conclusion: The system has been shown to be effective in minimizing time-to-site arrival of emergency vehicles.
