The importance of fire safety services has increased expanding its services into prevention of danger and the reinforcement of safety services. The purpose of this study is to suggest a way for effective safety service by surveying fire fighters and residents of Gyeonggi Province and examining theories of safety services and actual status of 119 safety units. This study suggests the use of social capital by local community, establishment of cooperation between organizations, supports by citizens, cooperative activities by organizations, difference between emergency report and non emergency report and social safety net role of safety fire services.

국내 고병원성 조류인플루엔자(HPAI, 이하 AI)는 '03/'04년을 시작으로 '06/'07년과 '08년 세 차례 발생되면서 정부의 발 빠른 방역활동으로 '08. 5. 12을 마지막으로 종식된 바 있다. 특히 '08년도에는 예년과 다르게 늦은 봄에 AI가 발생하면서 정부는 연중 상시방역체계로 방역활동을 강화하고 농가방역을 철저히 하여 AI 청정국가를 유지해 왔다. 하지만, 2010년 12월 29일 충남 천안의 종오리농장과 전북 익산의 종계농장에서 첫 AI의심축 신고가 접수되면서 정밀검사 결과 AI로 판정되었고, 이후 전남 북, 충남, 경기지역에 까지 AI가 발생되면서 현재까지 의심축 신고가 끊이질 않고 있다. 다음은 금년 AI 발생현황과 대처방안에 대해 정리한 내용이다.

This paper introduces a moving object tracing system using network-connected CCTV and smartphone. In an emergency situation, a smartphone of the reporter gains its GPS information and sends that to the central server. The central server stores received GPS information as a dangerous area in the database and keeps sending the order of tracing the reporter to a network-connected CCTV which can film the reporter. At the same time, the central server sends pictures of the reporter to his or her family and related organization in order to handle the emergency situation as soon as possible. In addition, when a reporter want to know the risk around destination, the central server informs dangerous areas to the reporter by using smart phone application and database of a danger spot.

지난 1월 17일 전북 고창의 종오리 농가에서 HPAI가 발생해 현재('14.06.18)까지 총 35건의 의심신고가 접수 되었으며 이중 29건이 양성판정을 받았다. 6월 18일 기준(잠정집계)으로 총 532농가에서 총 13,885,000수가 매몰되었다. 이와 관련 국회농림어업 및 국민생활발전포럼(선임대표 홍문표)은 지난 10일 국회도서관 대강당에서 'AI 원인 진단 및 방역대책 마련을 위한 정책토론회'를 개최하였고 농림축산식품부(장관 이동필, 이하 농식품부)는 지난 11일에는 마사회 대강당에서 'AI 방역체계 개선방안 공청회'를 개최했다. 금번 AI 발생현황('14.06.18기준)과 토론회 및 공청회 내용을 요약 정리 하였다.

지난 13일까지 총 4차례(1차 전남 영암 육용오리, 2차 전남 영암 육용오리, 3차 전북 김제 종오리, 4차 전남 보성 토종닭) 고병원성 AI신고 검사 결과 확진 판정을 받았다. 최근 일본, 러시아, 독일, 네덜란드, 영국 등 고병원성 AI 발생이 보고됨에 따라 해외여행 시 각별한 주의가 필요하다. 또한, AI 발생 국가에 머물던 철새가 국내로의 유입이 확인 되었으며 철새도래지 야생조류 분변 검사 결과 AI 바이러스가 검출되었다. 이에 따라 철새도래지 방문을 자제하고 야생조류 차단방역에 힘써야겠다. 따라서 AI 확산 및 전파를 막기 위해 농가에서 자율적으로 할 수 있는 방역활동 내용을 요약 정리하였다.

지난 1월 16일 전북 고창의 종오리 농가에서 HPAI가 발생해 현재('14.03.17)까지 총 34건의 의심신고가 접수 되었으며 이중 28건이 양성판정을 받았다. 3월 16일 기준(잠정집계)으로 총 439농장에서 10,912,000수가 매몰되었다. 이중(3월 13일 기준, 잠정집계) 육계(종계포함)는 4,059,000수, 산란계는 4,194,000수가 매몰되었지만 향수 수급에는 큰 영향이 없을 것으로 보인다. 금번 AI 발생현황과 매몰현황을 '14.03.17일 기준으로 요약 정리 하였다.

The aim of this study is to suggest ways to capitalize on the golden period for timely response to fire and emergency victims. To implement a system to effectively capitalize on the golden period, there is a need for policy measures as well as legal and social consensus. Precedent research has relentlessly mentioned the need for and feasibility of the priority traffic system for emergency vehicles. To this end, the present study involved an analysis of pilot cases of the priority traffic signal system for emergency vehicles introduced in a city during 26 days, from April 3 to 28, 2017. Out of 58 cases registered with the local 1-1-9 fire house, the number of cases that took advantage of the priority traffic system stood at 16 in response to fire and 11 to first-aid operations. Owing to the system, on average, the response time reduced by 3 min and 50 s in case of fire and by 3 min and 30 s for first aid. There were four complaints registered owing to traffic congestion, and the number of car accidents declined to one from six over the same period in the previous year. Based on these findings, it is safe to say that the priority traffic signal system would be effective for emergency vehicles to capitalize on the golden period if issues identified during the pilot run are resolved.
