Emergency Rescue Request Notification Service Using Bluetooth Low Energy Technology (Bluetooth Low Energy 기술을 이용한 긴급구조요청 알림서비스)

  • When the mountain accident occurred, the accident victims should inform anyone of information of the location and accident situation rapidly. But if you are in the radio shadow area where you cannot use GPS, 3G/4G, and wireless communication, you can't inform someone your accidents. In this paper, we suggest the emergency rescue request notification service in situation that victims can't report their accidents. This service is to send request message for rescue in radio shadow area, in mountain accident, by BLE(Bluetooth Low Energy).

  • Emergency numbers, such as 112 and 119, are used in many countries to connect people in need with emergency services such as police, fire, and medical assistance. We describe development directions of intelligent response technology for emergency calls. The development of this technology refers to enhancing the efficiency and effectiveness of response systems by using advanced methods such as artificial intelligence, machine learning, and big data analytics. We focus on a system that assists the receptionist of an emergency call. In the future, the recognition rate and decision-making accuracy of intelligent response technologies should be improved considering characteristics of public safety and emergency domain data. Although the current technology remains at the level of assisting a receptionist, a fully autonomous response technology is expected to emerge in the future.

  • 스마트폰 모바일 앱을 이용한 범죄 예방 시스템은 다양하게 제안되고 개발되어 왔으나, 생활 안전의 유지를 위한 경찰 등 공공 서비스를 위한 인력은 매우 부족한 실정이다. 본 연구는 스마트폰 이용자가 "범죄예방 이론"에 따라 "범죄 취약환경에 및 감시 등 방어기제 부재" 상황에서 신속하게 벗어날 수 있도록 도움을 주는 앱 시스템 필요성 인식에 따라 "긴급 상황 인식 및 자동 알림 신고 앱 시스템"을 기획하여 개발한 결과를 기술하였다.

  • 119 Integrated Emergency Management System, 119 IEMS hereinafter, is specialized command and control system for fire H.Q., that supports effective response activity at Fire, Rescue, and First Aids; it covers the emergency call taking, dispatch command delivery and situation control after dispatch command. While the efficiency of emergency response activity of call-taker and dispatcher is directly linked to the capability of qualified response in protecting the life and properties at real-time emergency condition, there is not any similar simulator system that can be used for training purposes for newly allocated personnel or beginner of emergency call taking and dispatch activity - 119 IEMS in fire H.Q. is the operation system that cannot be shared with other purposes, and they're highly expensive ICT system and infrastructure to be used as training and education. 119 Integrated Emergency Management Simulator System, 119 IEMS Simulator, was developed to be utilized in low cost for the training of 119 emergency call taker and dispatcher, and it can be used in training of various types of disaster and emergency handling, spans to emergency call taking, dispatch command, and field report and situation control after dispatch command.

Evaluating the Quality of the Differential Police Response Strategy: Applications of Statistical Quality Control Charts (통계적 품질관리도를 활용한 차별적 경찰대응전략의 평가)

  • The purpose of this research is to evaluate the quality of Differential Police Response strategy. Although it has been approximately three years since these new police response systems were introduced, there is no research to evaluate them empirically. Using two types of statistical quality control techniques, Xbar-R control charts for variables data and P charts for attributes data, this study analyzes approximately 3,000 calls reported throughout the year 2012 to the 112 Integrated Dispatch Center in Ik-san police station. The Xbar-R control charts revealed that the police did not consistently respond to an emergency call for service (i.e., code one case) within 3 minutes. The P control chart also identified that there was a significant variation in the portion/number of defective calls where police failed to respond to non-emergency calls for service within 5 minutes. The results from this study suggest the police may need to review the target response time for code 1 and code 2 respectively.

  • As ICT technology develops, researches on the construction of communication system for the rapid processing using ICT technology in case of traffic accidents are actively under way. e-Call (Emergency call) is a vehicle ICT-based emergency rescue system that recognizes and reports traffic accidents. On the other hand, the existing bus information system collects the positioning data through the position tracking system mounted on the bus and transmits it to the center, and then provides various services based on the bus information of the collected buses. In this paper, we designed and implemented an emergency rescue system that using the existing bus information system in order to deal with accidents, failures, and emergency situations on public buses quickly.

  • 고병원성 조류인플루엔자(HPAI, 이하 AI)는 '03/'04년을 시작으로 '06/'07년과 '08년, '10/'11년 이후 그 해 9월 고병원성 AI 청정국 지위를 회복했지만, 금년 1월 16일 첫 의심축 신고를 시작으로 또 다시 발생되면서 국내 5차례가 발생되었다. 다음은 '14.1.16일부터 현재('14.2.19일)까지 AI 발생 현황과 발병 원인에 대한 내용을 정리했다.

  • 긴급재난문자는 재난상황을 전달할 때 가장 선호도가 높은 매체이다. 그러나 전송 채널의 용량이 비교적 작아 텍스트만 보낼 수 있고, 리턴 채널이 없어서 수신자의 응답을 받을 수 없다는 한계가 있다. 이 문제를 해결하기 위해서 다대일 통신 기법 연구가 있었으나 이를 위해서는 5G 표준 개정이 필요하다는 문제가 있다. 본 논문에서는 5G 재난문자환경에서 활용하기 위한 긴급재난문자 답신서비스를 설계하였다. 표준 개정 없이 서비스를 제공하기 위하여 재난문자에 링크를 추가하고 답신서비스 웹페이지에 접근하여 수신자의 상태 또는 재난현장의 상태를 텍스트와 사진으로 신고할 수 있도록 하였다.
