세계의 여러 국가에서 과거 발생했던 강수의 통계적 특성에서 벗어나는 극치사상이 빈번하게 관측되고 있다. 이와 같은 현상에 가장 큰 영향을 미치고 있는 요인중 하나는 지구온난화이며 실제 산업화 이후 온실가스의 증가와 더불어 극한 기상현상의 발생 빈도가 증가하였다. 현재 예상치 못한 수문사상의 발생으로 인해 수자원관리에 있어서 많은 어려움을 겪고 있으며, 특히 호우사상은 막대한 인명 및 사회적 피해를 야기하고 있다. 우리나라의 경우 계절적 특징으로 여름철에 강수가 집중되는 양상을 보이고 있으며 따라서 여름철 강수량을 예측하여 호우에 대한 대비책을 마련해야한다. 계절강수 예측은 수문, 산림, 식품, 등을 포함한 사회 경제적 파급 효과가 매우 크지만 아직 신뢰성 있는 예측은 어려운 상태이다. 또한, 발생 강도와 빈도가 큰 극한 강우는 주로 짧은 시간에 걸쳐 발생하기 때문에 예측하기가 어렵다. 최근 다양한 분야의 연구에서 AO, NAO, ENSO, PDO등과 같은 외부적 요인이 수문학적 빈도를 변화시킨다고 알려지고 있어 본 연구에서는 Bayesian 통계기법을 이용한 비정상성 빈도해석모형을 토대로 외부 기상인자에 의한 변동성을 고려할 수 있는 계절강수량 예측모형을 구축한 후 산정된 결과를 입력 자료로 하여 극치강수량을 추정할 수 있는 비정상성 Four - Parameter (4P)-Beta분포를 이용한 알고리즘을 개발하여 직접적으로 일단위 이하의 극치강수량을 상세화 시킬 수 있는 모형으로 확장하여 이를 통해 기상변동성을 다양한 시간규모에서 고려하기 위한 정보로 활용하고자 하였다.

최근 기후변화로 인한 기상이변 및 이상기후로 예상하지 못한 극치사상이 빈번하게 발생하고 있다. 극치사상을 예측하기 위해 다양한 모형들이 개발되고 있으나 주로 유출의 변화 특성을 모의하는데 대부분의 연구가 초점을 맞추고 있다. 그러나 기본적으로 사용되는 강수량 자료의 정확한 추정이 기후변화 연구에서 가장 중요하다고 해도 과언이 아니다. 또한, 과거 연구들은 강수지점간의 공간상관성을 고려하지 않고 일강수량을 모의 발생시킨 후 이를 입력 자료로 강우-유출 모형에 사용하여 유역전체의 내리는 강수의 특성을 반영하지 못하였다. 이런 점들을 해결하기 위해 유역에 존재하는 실제 강우패턴을 모의 할 수 있는 다변량 Downscaling Model을 제안하였고, 기존 연구에서 극치사상을 재현해 내지 못하는 문제를 해결하기 위하여 입력 자료를 극치 값으로 변환하여 분석을 수행하였다. 즉, 본 논문에서는 실제 유역에 적용하여 모형의 타당성을 평가하고 기존 연구와 비교하여 극치 수문량의 변동 특성 등을 분석, 평가하였다.
The objective of this study is to generate the regional scale runoff scenarios by using IPCC SRES A2 climate change scenario for analyzing the spatial variation of water resources in Korea. The PRMS model was adopted to simulate long-term stream discharge. To estimate the PRMS model parameters on each sub-basin, the streamflow data at 6 dam sites and Rosenbrock's scheme are used for model parameter calibration and those parameters are translated to ungauged catchments by regionalization method. The other 3 dam sites are selected for the verification of the adequateness of regionalized model parameters in ungagued catchments. The statistical results show that the simulated flows by using regionalized parameters well agree with observed ones. The generated runoff scenarios by climate change are compared with observed data on 4 dam sites for the reference period. The consequences show that the selection of climate station for generating climate scenario affects the reliability of climate scenario at sub-basin. The comparison results of the stream flows between the 30-year baseline period (1971-2000) and future 90-year (2001-2030, 2031-2060, 2061-2090) show that the long-term mean annual runoff in the Han River has increasing trend, while the Nakdong, the Gum, the Youngsan and the Sumjin Rivers have decreasing trend.

In coastal and inland bays, where most of Korea's aquaculture is located, massive aquaculture damage occurs every year due to frequent anomalous high water temperatures. The interannual fluctuations of water temperature in July over the past four years (2018-2021) were the second largest since 1990 (after the period of 1994-1997) due to anomalous high temperatures, rainy seasons, and typhoons. Through analysis of heat flux and heat balance in areas of concern for high water temperatures (i.e., Cheonsu Bay, Gamak Bay, Guryongpo), the occurrence of high water temperatures in Cheonsu Bay and Gamak Bay in the summer seasons was confirmed to derive mainly from heat inflow through the sea surface from the air. Based on estimations of the average ocean heat transport rate in July for the four-year period of 2018-2021, Cheonsu Bay and Gamak Bay accounted for 13.5% and 62.3% outflow of the net heat flux, respectively. However, the ocean heat transport rate in Guryongpo Hajeong differed significantly from -174.5% to 132.5% of the net heat flux by year depending on the occurrence of cold water mass.
Due to climatechange, precipitation variability has increased, leading to more frequentoccurrences of droughts and floods. To establish measures for managing waterresources in response to the increasing uncertainties of climate conditions, itis necessary to understand the variability of natural river discharge and theimpact of reservoir operation modeling considering dam inflow and artificialwater supply. In this study, an integrated rainfall-runoff and reservoiroperation modeling was applied to analyze the water supply reliability andflood risk for a multipurpose dam catchment under climate change conditions. Therainfall-runoff model employed was the modèle du Génie Rural à 4 paramètresJournalier (GR4J) model, and the reservoir operation model used was an R-basedmodel with the structure of HEC-Ressim. Applying the climate change scenariosuntil 2100 to the established integrated model, the changes in water supplyreliability and flood risk of the Happcheon Dam were quantitatively analyzed.The results of the water supply reliability analysis showed that under SSP2-4.5conditions, the water supply reliability was higher than that under SSP5-8.5conditions. Particularly, in the far-future period, the range of flood risk widened,and both SSP2-4.5 and SSP5-8.5 scenarios showed the highest median flood riskvalues. While precipitation and runoff were expected to increase by less than10%, dam-released flood discharge was projected to surge by over 120% comparedto the baseline

The accurate estimation of groundwater recharge is important for the proper management of groundwater systems. The widely used techniques of groundwater recharge estimation include water table fluctuation method, baseflow separation method, and annual water balance method. However, these methods can not represent the temporal-spatial variability of recharge resulting from climatic condition, land use, soil storage and hydrogeological heterogeneity because the methods are all based on the lumped concept and local scale problems. Therefore, the objective of this paper is to present an effective method for estimating groundwater recharge with spatial-temporal variability using the SWAT model which can represent the heterogeneity of the watershed. The SWAT model can simulate daily surface runoff, evapotranspiration, soil storage, recharge, and groundwater flow within the watershed. The model was applied to the Musimcheon watershed located in the upstream of Mihocheon watershed. Hydrological components were determined during the period from 2001 to 2004, and the validity of the results was tested by comparing the estimated runoff with the observed runoff at the outlet of the catchment. The results of temporal and spatial variations of groundwater recharge were presented here. This study suggests that variations in recharge can be significantly affected by subbasin slope as well as land use.

Due to the recent climate change realization (timing, rainfall pattern changes), the flow regime is changing according to the watershed. The long-term change of flow regime is causing a significant change in structure and function of aquatic ecosystems. However, there is no analysis from the viewpoint of the aquatic ecosystem including flow rate alteration and ecological characteristics as well as the climate change connection in Korea yet. Therefore, We quantitatively assessed the impact of present-future flow regime alteration due to climate change on the Pseudopungtungia nigra habitat in the Mankyung river and floodplain area. As a result, it was confirmed that extreme hydrological conditions such as flood and drought are intensified in the future than the present. Especially, the changes of flow regime characteristics were clarified by comparing and analyzing the magnitude, frequency, duration, rate of change, and by linking flow regime characteristics with physical habitat analysis, it could be suggested that climate change would significantly increase the risk of future ecological changes.

최근 우리나라는 기후변화로 인한 이상고온과 강수량 부족으로 인해 봄가을철 가뭄으로 고통받고 있다. 특히 2015년의 경우 전국 곳곳에서 호수나 저수지의 바닥을 드러내어 급수제한까지 발생등 가뭄으로 인한 피해가 커지고 있다. 일반적으로 가뭄은 장기간의 강우부족으로 인해 발생한다. 그렇기 때문에 기상학적 가뭄심도의 정도를 표현하기 위해 표준강수지수(SPI)를 사용한다. SPI는 특정지속기간 동안의 강수확률에 근거하여 다양한 기간적용이 가능하고 조기예측 및 가뭄의 심도를 쉽게 이해 가능하지만, 강수이외의 기온과 관련된 변수를 고려할 수 없다. 하지만 가뭄 재해에 있어서 강수량 부족뿐만 아니라 기온으로 인한 증발산량과 인근 하천의 유량분석을 통한 총괄적인 가뭄분석이 고려되어야한다. 그리하여 강수와 기온의 변동성을 원인으로 하는 증발산량의 변동성을 고려가능한 표준강수증발산지수(SPEI)를 이용하여 강수변화뿐만 아닌 증발산량을 분석하고, 월 유량으로 가뭄의 심도와 지속기간을 구분할 수 있는 하천수가뭄지수(SDI)를 이용하여 하천유량을 분석하였다. 그 결과 기상학적 가뭄지수인 SPI, SPEI와 함께 수문학적 가뭄지수 SDI분석을 통한 총괄적인 가뭄재해 분석을 하였다.

도시 홍수, 하천 범람, 산사태와 같은 폭우와 관련된 재해는 자주 동시에 발생하며, 각 재해는 서로 다른 범위의 시간 스케일에서 강우 변동성에 민감하게 반응한다. 따라서 재해 복합화 모델링에 적합한 확률 강우 모델은 모든 유형의 재해와 관련된 모든 시간 스케일에서 강우 변동성을 잘 재현할 수 있어야 한다. 본 연구에서는 5분에서 10년 사이의 시간 스케일에서 다양한 강우통계특성을 재현할 수 있는 추계학적 강우 생성기를 제안하였다. 이 모델은 우선 Randomized Bartlett-Lewis Rectangular Pulse (RBLRP) 모델을 사용하여 미세 규모의 강우량 시계열을 생성한 후, 연속된 폭풍 사이의 상관관계 구조가 유지되도록 폭풍우의 순서를 섞는다. 마지막으로, 별도의 월별 강우량 모델링 결과에 따라 월 단위로 시계열을 재배열한다. 독일 보훔에서 기록된 69년간의 5분 강우량 데이터를 사용하여 본 모형을 검증한 결과, 평균, 분산, 공분산, 왜곡도 및 강우 간헐성은 5분에서 10년에 이르는 시간 스케일에서 체계적인 편향 없이 잘 재현됨은 물론, 5분에서 3일 사이의 시간 스케일에서의 극한 강수량 값도 잘 재현음을 확인하였다. 아울러, 극한 강우 및 산사태에 큰 영향을 주는 극한 강우 발생 전 과거 7일간의 강수량도 정확히 재현되었다.

기후변화로 인하여 하천환경은 과거와 다른 형태로 변화하고 있다. 과거의 하천환경은 식생영향 보다는 단면변화, 통제특성 변화 등 하천 전반의 환경변화가 아닌 흐름 특성의 변화가 주를 이루었다. 그러나 현재의 하천은 식생영향이 증대되고 있으며 그로 인하여 수위-유량관계 또한 과거와는 다른 형태로 변화하고 있다. 본 연구에서는 식생현황에 대한 모니터링을 통하여 수위-유량관계곡선식의 수리특성 변화에 따른 기간분리 뿐만 아니라 앞으로 진행될 수위-유량관계곡선식의 추가 변동성을 예상하는 연구를 진행하였다. 식생영향에 의한 수위-유량관계곡선식의 기간분리 검토를 위하여 위치에 따른 구분(저수로 식생, 저수로 수중식생, 홍수터 식생, 제방 식생), 시기에 따른 구분(휴지기, 성장기, 소멸기 등), 유속분포, 기온분포 등을 고려하여 수위-유량관계곡선식을 검토하였고, 기간분리의 시종점과 곡선식의 표현 방법 개선을 위한 연구를 추가로 진행하였다. 연구대상은 '15년~'19년 한국수자원조사기술원에서 수위-유량관계곡선식을 개발한 관측소로 선정하였고, 연구결과 식생의 위치와 유속, 기온 등의 외부요인 등을 모니터링 하여 수위-유량관계곡선식을 예측한 결과 '20년~'21년 개발된 수위-유량관계곡선식은 예상 곡선식과 비교적 일치하였으며 이로 인해 정확도가 향상되어 신뢰도 높은 자료가 생성된 것으로 분석되었다.
