EU has pursued of the economic growth and the promotion of jobs by a free movement of workers. The free labour mobility brings a sustainable economic development through the creating jobs and the acquisition of a new knowledge and technology, but it also produces the geographical unequality of the movement of workers. And the enlargement of the EU redistributes geographically the flow of labour mobility. The flow of labour movement within EU changes to the structure of mobility that moves from the North to the North instead of the movement from the South to the North as an economic development in the South and an economic transformation to the service and hightech industry in the North. The mobility of unskilled workers has diminished, but the mobility of expert workers has increased. The flow of labour movement within EU has a structure hierarchic that the experts labour move from the North to the North, and the unskilled labour move from the South to the North and from the northern Africa to the South of Europe.

This study examined how the construction of an environment of culture has affected economic revitalization within the four regions of Seoul. World Cup Stadium, Bookchon, Daehackro, and Seoul Forest were selected for study in consideration of the types and characteristics of cultural environments. The data were collected by questionnaire surveys, which were administered to local residents. The results found an increase in the value of real estate in Seoul Forest while the construction of a culture-based environment had a positive effect on shop sales, the provision of employment opportunities, and the generation of tourist-based income in Daehackro. Using regression analysis, the relative influence of a cultural environment on the value of real estate was greatest on the improvement of local image and the enhancement of cultural enjoyment. The results found that the enhancement of cultural enjoyment was the most prominent predictor of the provision of employment opportunities and an increase in the number of tourists.

This study discussed 'inclusive growth', which recently has gained attention as the 4th Industrial Revolution spreads, and considered innovative growth as a requirement for inclusive growth. Combining inclusiveness and innovativeness, a new concept of 'Digital New Deal' is suggested. Specifically, the new market creation strategy through digital transformation of existing industries and public sectors, and solving social problems were presented. It also analyzed problems of the past government-led top-down innovation drive and suggested the "Hybrid" approach as a new way of promoting digital New Deal. Finally, we looked at the 'job creation' effect, discussed the meaning of it in terms of inclusiveness and innovativeness, and proposed a policy alternatives to create lasting effects.

Sustainable development goals (SDGs) are designed to promote human and social development and address challenges related to sustainable economic development, in addition to creating quality employment. SDGs create new market and business opportunities that enable companies to effect business changes through innovative solutions. To tackle structural problems and create infrastructure for future societies, a national-level digital transformation strategy is being developed in Korea. The Korean government announced an investment plan for living social overhead capital (SOC) to address various social and structural problems caused by low economic growth. This study emphasizes the importance of building SOCs in accordance with the requirements of future societies. This study primarily aims to suggest business opportunities created by achieving SDGs, by analyzing business cases involving 3D printing-based construction. Implementing living SOCs through ingenious thinking will not only create new businesses and jobs through digital transformation, but also improve the economic and social value by encouraging community members to be proud of their future society.

2007년도에는 그 어느 해보다 많은 변화가 예상된다. 각 단체의 새해구상에서도 대부분 언급되고 있듯이, 도서관법 개정으로 대통령 소속 도서관정보위원회 및 문화부 내 도서관 정책기획단 설립, 광역단체의 지역대표도서관 지정과 지방도서관정보서비스위원회 구성 등 정책시스템의 전면개편 등이 이루어질 것이며, 이로인해 정부와 도서관인들의 노력과 열정이 더 한층 요구된다. 디즈니 전 CEO인 마이클 아이스너는 구성원이 갖고 있는 열정과 창의력에 대한 믿음을 "나는 누구든지 자신의 내면에 깊이 숨겨진 새로운 창조의 원천을 찾을 수 있다고 확신한다. 깊이를 짐작할 수 없는 열정의 원천을 건드릴 때, 그 힘은 기업의 성과에 엄청난 영향을 미칠 것이다." 라고 표현했다. 열정은 또 다른 기회를 만들어 주는 강력한 에너지다. 더욱 발전된 도서관문화를 창출할 수 있는 이 기회를 잘 활용해 2007년에는 내실있고 풍성한 결신을 얻을 수 있기를 바란다.

인류가 전기를 발견한 것은 기원전 600년으로 알려져 있지만 널리 이용할 수 있게 된 것은 불과 200년 안팎이다. 이 짧은 기간에 인류는 과학적 차원을 넘어서 전기공학 뿐만 아니라 전기를 이용하는 전자공학, 통신공학, 제어공학, 컴퓨터공학 분야에서 비약적인 발전을 이끌었으며 지금은 우주선부터 나노 로봇까지 모든 과학, 공학, 생활 분야에서 전기 없는 발전을 기대할 수 없게 되었다. 작은 반도체 소자 내에서의 수 ${\mu}V$회로 구성부터 765kV의 고압 송전망까지 그 형태는 다양하지만, 전기는 전선을 통해 전달되며, 전기의 이용은 곧 전선 인프라의 구축을 의미하고 있다. 전기의 이용에 있어서 필연적인 전선의 남용은 그 도를 넘어서 가정, 직장뿐만 아니라 도로에서도 공해 수준으로 펼쳐져 있고, 이들은 천연 자원의 고갈을 촉진할 뿐만 아니라 잘못 관리되었을 때에는 전기적 쇼크, 화재 등 커다란 재난으로 다가서 기도한다. 무선전력공급 기술은 이러한 전선으로부터의 자유를 추구하는 것으로 소비자가 가장 원하는 기술의 하나이다. 이는 예약된 시장을 말하고 있는 것이며 산업체는 또 다른 산업 기회를 창출할 수 있는 기회를 맞고 있는 것이다. 호언컨대 5년 이내에 대부분의 휴대폰과 노트북 충전기는 무선방식으로 전환될 것으로 보인다. 이번 특집에서는 무선전력공급 기술, 시장, 표준화 동향을 살펴보고 그 응용 개발 및 정책 방향까지 다양한 제언들을 묶어 보았다.

무선랜 기술과 이동통신 기기의 비약적인 발전은 기존의 e-비즈니스를 넘어 모바일 비즈니스라는 새로운 사업 기회를 창출하였으며, 학계와 업계에 많은 관심을 불러 일으키고 있다. 기존의 모바일 비즈니스에 대한 연구는 모바일 비즈니스의 새로운 특성이나 서비스에 대한 다양한 관점을 보여주고 있으나, 제시된 특성인 결국 비즈니스 거래(Transaction)에 어떠한 변화를 가져왔는지를 체계적으로 설명하지는 못했을 뿐 아니라, 모바일 서비스의 일반적 특성이나 사례들이 모바일 비즈니스의 새로운 특성과 어떻게 연관되는지에 대한 고려를 하지 않았다. 따라서, 본 연구에서는 모바일 비즈니스가 비즈니스 거래(Transaction)에 영향을 끼친 기본 특성들을 효율설(Efficiency)과 효과성(Effectiveness) 측면에서 제시하고, 모바일 비즈니스에서 기존의 e-비즈니스에 비하여 새로이 가능케 된 기능들에는 어떠란 것들인 존재하는지를 알아보고, 이들과 특성과의 연관관계를 나타내었다. 그리고 모바일 비즈니스의 특성과 기능이 새로운 사업 기회의 측면에서 어떤 시사점을 갖는지 또한 제시하였다.

USN 기술은 산업계, 과학계, 정부기관의 고객을 포함하여 광범위한 시장 세그먼트를 아우르는 사업 기회를 창출할 수 있게 한다. 다양한 USN 응용서비스에 대한 기술적인 실행 가능성은 연구되고 있지만, 아직까지 USN 응용서비스 시장 및 산업에서 기술 채택과 상업화는 지연되고 있는 실정이다. 본 고에서는 국내 시장에 적합한 USN 응용서비스 시장 기회를 분석하고, USN 응용서비스의 잠재적 대상 시장인 u-City와 정부에서 추진중에 있는 USN 시범사업 현황을 살펴본다. 마지막으로 다양한 USN 응용서비스의 시장 진입에 있어 모든 시스템 공급자가 직면하게 되는 공통적인 해결과제를 살펴보고자 한다.

사이버대학을 설립하고자 하는 많은 대학에게 보다 안정적이고 효율적인 사이버대학에 관한 프레임워크 및 모델들의 개발과 운영지침 등이 제공될 필요성이 제기되고 있으며, 이런 관점에서 본 연구는 사이버대학에서 가장 핵심이 되는 사이버대학의 모델유형들을 재정리 하여보고, 단계별 발전방안도 제시해보고자 했다. 사이버대학이 성공하기 위해서는 위에서 제시한 경쟁력 있는 사이버대학 발전모형을 빠른 시일 내에 정착하여야 하며, 사이버대학에 대한 수요창출도 반드시 고려하여야 한다. 기존 대학들이 온상 속에서 고객 확보를 위한 마케팅전략의 필요성을 심각하게 고민한 경우가 많지 않았으나 사이버대학은 새로운 수요창출을 위해 많은 고민과 전략을 세워야할 것이다. 무엇보다도 사이버대학이 발전하기 위해서는 사용자위주의 사이버강의시스템을 잘 구축하고, 교수들은 사이버강의에 맞는 교안을 잘 개발하여 학구적 자유와 전문가적 기회를 증대시키며, 학생들은 능동적으로 강의에 참여하는 self-leader가 될 때 비로써 사이버대학은 에듀피아(Edupia)의 시발점이 될 것이고, 우리나라가 교육대국으로써 거듭나는 초석이 될 것이다. 본 논문은 처음 시스템을 개발하고자 하는 대학에 있어서 어떻게 사이버대학을 설립하고, 발전시켜 나갈 지에 대해 제시해주고 있다.

유비쿼터스 기술은 기를 비즈니스 모델의 패러다임을 공급자 중심에서 수요자 중심으로, 비용 절감에서 가치창출로 변화시키고 있으며, 기업의 비즈니스 전략 및 수행방식을 혁신적으로 변화시키고 있다. 이러할 새로운 가치를 창출하는 유비쿼터스 기반 GIS 서비스에 대한 관심이 높아짐에 따라 그 중요성 또한 증대되고 있다. 하지만 이러한 상황에도 불구하고 유비쿼터스 기반 GIS 서비스와 관련된 연구는 기술과 표준화 등에 관련된 연구가 중심을 이루고 있어, 다양하게 발생하게 될 여러 서비스를 검증하고 보완하기에는 한계를 갖는다. 새로운 유비쿼터스 GIS 서비스는 더 많은 산업을 등장하게 할 것이고 가치창조의 기회를 줄 것이다. 따라서 새로운 유비쿼터스 기반의 GIS 서비스를 이해하고, 분석하기 위해서 기존과 다른 새로운 분석체계가 필요하다. 그래서 유비쿼터스 기반의 GIS 서비스의 중심인 유비쿼터스 컴퓨팅과 유비쿼터스 네트워킹 기술을 통해 활용되는 서비스를 중심으로 분석체계를 제시하도록 한다. 따라서 본 연구에서는 유비쿼터스 기반 GIS 서비스를 분석하기 위해 유비쿼터스 비즈니스 분석기준들 참조하며 서비스 제공 기술, 제공대상, 제공형태를 제시한다.
