최근 범 정부차원의 전자정부 구축에 관한 많은 연구가 이루어 지고 있다. 그러나 우리나라의 행정환경에서 모든 행정의 기본 단위는 구나 군같은 지방자치단체이다. 전자정부와 관련한 솔루션들도 이러한 기본 단위 중심의 설계나 도입방안이 필요하다. 본 논문에서는 전자정부를 톱다운 방식이 아닌 바텀업(Bottom-Up) 방식, 그리고 집중이 아닌 분산의 관점에서 바라보며, 그러한 적용사례의 하나로 기업 대 고객관계의 CRM개념을 정부 대 시민관계에 적용하는 방안을 제안해 보았다.

대부분의 기업들이 시장에서의 경쟁우위를 확보하기 위하여 끊임없이 시장을 분석하고 이에 기초한 시장전략을 수립하고 있다. 그러나 기업의 전략적 의사결정은 종종 잘못된 시장분석으로 인하여 전혀 예상하지 못한 결과를 가져오는 경우가 있다. 이는 전체적인 시각에서 시장의 구조적 특성을 분석하기보다는 현상을 조사하는 수준에 머물거나 현재의 상황만을 고려할 뿐 시간의 흐름에 따른 동태적 변화와 지연된 피드백의 효과를 반영하지 못한 채 단기적 관점에서 시장 전략을 수립하는데 그 원인이 있다고 볼 수 있다. 이에 따라 본 논문은 자치단체 서버 시장을 대상으로 모 기업이 시장 전략을 수립하는 과정을 사례로 시스템 사고와 시뮬레이션 모델이 이러한 문제를 해결하는데 얼마나 효과적인지 설명하고자 한다.

본 연구는 해양관광 매력물로서 마리나를 연구대상으로 하여 마리나 경관디자인이 이미지에 미치는 영향에 대해 실증적으로 분석하였다. 본 연구의 결과는 마리나를 비롯한 해안경관의 경관디자인에 관한 해당 지방자치단체나 기초지방자치단체의 경관조례 제정시 구체적인 기본방향을 제시할 것으로 사료된다.

The sewage system was continuously distributed as a concept of public service and protection for water system such as wet-land, resulting in deterioration of the management of sewage management institutions. Accordingly, under the leadership of the central government, various sewage policies are being promoted to streamline the management of sewage management institutions. The main points were related to costs, and typical characteristics include wastewater cost and wastewater discharger cost. In this research, the current status and characteristics of the wastewater discharger cost of 71 local governments in Korea were analyzed. As a result, 41 places (57%) were found to be less than 1,000,000 won/m³ to 2,000,000 won/m³, with an average was 1,990,653 won/m³ (median was 1,918,000 won/m³). In addition, the rate of wastewater discharger cost was increased when the wastewater discharger cost was higher stage. The influential parameters of local governments, which were relatively correlated with the wastewater discharger cost, were analyzed as the rate of recovering wastewater cost and financial independence rate. The results of this research could be used as basic data for wastewater discharger cost, and future researches are needed on how to calculate the appropriate level of wastewater discharger cost.

This paper intended to observe the present state of the U-City development in local governments and to present the basic view-point to carry out it in the context of total urban area. Also, this paper has a meaning to present a fundamental perspective for making plan to go on the U-City development. For this reason, it was investigated on the concept of 'Ubiquitous', the related technologies to realize the U-City, the related policies for 'Ubiquitous' in the central government, and the circumstances of the U-City development in the local government. Finally, on developing the U-City in local government, this paper presented its developing direction in the context of the whole urban structure and in the relation with the developed urban areas.

Having been speed development of The Information Technology, Local Governments have been constructed the GIS(Geographical Information System) for supporting regional development. This paper will intend to find the problems of constructing spatial DB, the scheme of solving the problems. In addition, this paper will intended to present the direction of establishing spatial DB, which reviewed the case of Naju City on constructing GIS.

지역소득통계는 경제${\cdot}$사회${\cdot}$복지의 종합적인 지역정책 수립을 위한 핵심 자료로 이용되고 있다. 지역소득통계의 수준을 보다 높이기 위해서는 현재 작성하고 있는 생산 및 지출측면의 지역소득통계 뿐만 아니라 분배측면의 소득에 대한 통계도 함께 조속히 작성되어야 한다. 국민소득통계는 한국은행에서 작성하고 있으나 16개 시도별 지역내총생산(GRDP)통계는 통계청에서 별도 추계하여 작성하고 있다. 이에 지역내총생산(GRDP)과 국내총생산(GDP)의 상호간 차이를 최소화하기 위하여는 유기적인 협력관계가 필요하다. 또한 기초자치단체(시군구)별 지역내총생산(GRDP)통계는 시도에서 작성하고 있다. 현재 6개 시도에서 작성되고 있는 기초자치단체별GRDP의 작성 확산을 위한 노력과 아울러 이들 자료와 통계청에서 작성한 시도별 GRDP자료와의 정합성 유지방안에 대한 대책도 요구되고 있다.

Local governments are required to take measures to prevent occupational accidents under Articles 4(2) and 4(3) of the Occupational Safety and Health Act, and this study suggested the necessity of establishing an IT-based integrated safety and health information sharing system for serious accident reduction and safety and health management through the case of Incheon Metropolitan City. Recently, as local governments have established labor and health ordinances and basic plans, the need for an independent integrated safety and health management system based on local industrial characteristics has increased. It is necessary to establish a cooperation and support system with basic local governments and hub institutions, share integrated safety and health information with related institutions and organizations, and play a pivotal role in regional safety and health management by managing occupational accident statistics and implementing basic policies. The system through local governments' safety and health management will reduce serious accidents in the region, and the comprehensive safety and health management system for small businesses and projects ordered by local governments will strengthen the operability of the site, which will be effective in preventing critical accidents and industrial accidents.
