This paper considered the concept and characteristic OSV operation business for support the offshore plant and suggested amendment Maritime Transportation Laws, legislative proposals to solve the legal absence and to develop offshore service industry. Because Maritime Transportation Laws specialized for the carriage of passenger and goods by sea is not perfectly covered with Offshore support business in Korea. So it is necessary to make an explicit amendments for the article of Maritime Transportation Laws that founds absence of the law with the definition of terms to correspond related existed regulation reflected on the characteristic offshore support business by using OSV to develop offshore plant industry including support, service, supply, transportation etc. I expect that this paper will be a basic study to make a government policy, law, regulation to activate Offshore Service Industry in the future.

국민의 생명 안전 중심의 미래지향적 원자력 방사선 기술 개발을 목적으로 하는 2018년도 원자력연구개발사업의 세부사업별 시행계획이 확정되었다. 과학기술정보통신부는 이번 시행계획에 들어가 있는11개 단위 사업 추진을 위해 원자력연구개발기금 1,278억원, 일반회계 및 지역발전특별회계 813억원 등 총2,091억원을 투입할 예정이다(년도 2,335억원, 10.5% 감소) 지원 분야는 크게 원자력 기술, 방사선 기술, 기초 기반 구축으로 나누어진다. 원자력 기술 분야는 원자력 안전 연구, 원전 해체 기술, 사용후핵연료 관리 기술 및 중소형 원자로 개발 등이며, 방사선 기술 분야는 방사선 기술 고도화를 통한 핵심 기술 개발, 대형 의료 산업용 방사선 시설 장비 구축 등에 방점을 찍고 있다. 그리고 기초 기반 구축 분야는 선진기술연구센터, 국제 협력, 인력 양성 등 연구 기반 확충에 역점을 두고 있다. 2018년도 중점 추진 방향과 사업별 세부 추진 계획은 다음과 같다.

National Research Foundation of Korea (NRF) provides underpinning to boost international competitiveness in convergence research including research amalgamating Science and Engineering with Humanities and Social Sciences. Division of Electrical Engineering, Information Sciences and Convergence Research recategorized a scientific and engineering array of convergence research in basic sciences and reformed a Convergence Research Support Framework in 2012. The test case was thoroughly analyzed and reviewed for successful application in the 2013 mid-career researcher program. The core of convergence research-specific review process is 'Suitability Review' that is performed by the 'Suitability Review Committee for Convergence Research' and 'Merit Review' that is conducted as a conventional peer review. As a good result of the pilot program, prior allocation of budget for convergence research was decided to the 2013 Core Research Program and the modified convergence Research Support Framework was extensively applied in the '2013 Implementation Plan for Basic Research Program in Science and Engineering.'

국과연이 산.학.연에 지원하고 있는 기초연구사업의 2차년도 연구결과 발표회가 국과연 산학회관에서 10월27일부터 11월 4일까지 열렸습니다. 이번 발표회는 물리.광학.전기.전자, 화.공학, 수학.전산, 기계.항공, 해양.조선, 재료공학 등 7개 분과로 나뉘어 진행되었습니다. 국과연은 지난 91년 12월에 제1회 발표회를 가진바 있으며, 이번 네2회 발표회는 지난회의 48개 과제에 대한 중간 실적 평가와 함께 새로 선정된 29개 과제의 연구 결과 발표장이 되었습니다. 이에 이번호에는 사업평가에 관한 연구(총괄 p.p 26-33)와 함께 6개 부문별로 각각의 발표내용을 발췌하여 게재(p.p 34-45)합니다

The purpose of this study is to find out the operational status of regionally focused home rearing support projects. The existing rearing support policies on the government level are assessed as not capable of reflecting various requirements of each family and not practically supportive. Therefore, to overcome these limitations, this study focused on the operation case of Jinju City's child rearing comprehensive support center, which is operating various rearing support projects on the regional community level. To find out the operation status of regionally focused home rearing, this study performed literature collection related to home rearing support projects in JinjuCity, interviewed the persons in charge as well as participants, and observation by actual participation. The results show the characteristics of realization of publicity in child rearing focused on municipalities, operation of projects with consistent directionality, and creation of networks reflecting various characteristics and requirements of the community, through the operation status of regionally focused home rearing. This study will be a useful reference for the settlement and operation of the child rearing comprehensive support center, which is entering into a new transition period, and is meaningful as this study provides the basic material for the desirable direction to be pursued by the regionally focused home rearing support projects.

최근 정부가 창업기업에게 3년간 공공금융기관 등을 통해 약 100조원 투입하였으며, 금융위원회가 신용보증기관과 산업은행 등 정책금융 등의 많은 창업지원 자금을 통해 약 35조원을 지원하는 등 최근 3년간(2015년~2018년) 창업기업에 약 100조원 이상을 지원하였다. 실제로 중소기업청의 지원예산 중 스타트업 지원 비중은 85%에 달한 반면 스케일업(성장·성숙기)지원은 15%에 불과하다. 그러나 국내 창업기업의 생존율은 선진국에 비해 턱없이 낮은 것으로 조사되었다. 창업 후 3년간 생존율은 39.1%로 10곳 중 4곳 정도만 살아남는 것으로 조사되었고, 5년간 살아남을 확률은 27.5% 10곳 중 3곳 정도만 살아남는다. 반면 해외 창업기업들은 5년간 창업기업 생존율은 우리나라의 2배에 달한다. 이에 따라 본 연구는 최근 정부의 적극적인 지원이 이루어지고 있는 초기창업자에 대한 연구의 필요성과 함께 창업동기와 창업준비가 사업계속의도에 미치는 영향관계에서 창업만족도의 매개역할에 관한 영향을 실증적으로 분석하고 살펴보고자 한다. 또한, 초기창업자의 창업동기와 창업준비에 기초하여 창업을 한 후에 창업에 대한 만족도를 높일 수 있는 방법보다는 창업 전 부터 사전 준비의 필요성을 고찰하고자 한다. 이러한 관점에서 실무적 시사점을 도출하고, 초기창업자들의 창업만족도를 높이고 계속 가능한 창업수행을 할 수 있도록 유용한 정책적 시사점을 제시하고자 한다.

카자흐스탄은 한국의 기술과 문화에 대해 높게 평가하고 있으며 한국을 자국 경제발전의 롤모델로 인식하고 양국 간 관계를 전략적 동반자 관계로 격상시키는 한편 협력 분야를 에너지, 자원 분야에서 기초과학과 IT 분야로 확대하고 있다. ICT는 카자흐스탄이 산업 다각화를 위해 전략적으로 육성하고자 하는 분야로 막대한 ICT 프로젝트를 제시하며 세계적인 경쟁력을 가진 우리 ICT 기업의 투자와 참여를 적극 요청하고 있다. 카자흐스탄과는 과거 (주)대우의 카작텔레콤 인수를 시작으로 ETRI의 우정, 이러닝 등 기술 지원 사업과 정책자문 등 다양한 협력 사업 경험을 가지고 있다. 그러나 양국 정부의 지원을 바탕으로 협력 사업을 진행하는 공공기관이나 충분한 자체 사업 역량을 보유한 대기업에 비해 모든 면에서 열세인 중소기업은 정확한 정보를 바탕으로 구체적인 전략을 수립하고 현지에 진출해야만 성공할 가능성이 높다. 따라서 본고에서는 우리 ICT 기업의 카자흐스탄 시장 진출을 지원하기 위한 사전 연구로서 ICT 시장 현황을 파악하고 현지 시장 진출 시 고려해야 할 요인들을 소개하고, 전략적 접근 방법을 제시하고자 한다.

This study aims to examine the participation status and working conditions of seniors that participate in senior social activity support project, and analyze the influential relationship with subjective participation satisfaction based on participant attributes. In terms of the participation status, participating seniors became aware of the project through facilities and about 70% participated in the public interest type; the primary goal was for a short-term financial preservation. As an analysis result on participation effectiveness, longer participation period and time affected the participation seniors' working conditions and self-esteem negatively, implying that a flexible and effective operation of participation period is necessary. Also, while seniors with financial stability were more positively affected on their subjective satisfaction, other significant variables had negative effects. This study holds a significance in providing political implications as the basic data to improve and vitalize future senior social activity support project through the analysis of effectiveness, such as working conditions, self-esteem and subjective satisfaction based on participant attributes, including participant characteristics, participation status and participation degree.

본 연구에서는 4차 산업혁명에서 가장 중요하게 대두될 수 있는 융합R&D정책에 대해 소셜 네트워크 분석을 통해 새로운 대안을 제시하려고 한다. 연구장비, 연구성과의 자료들을 활용하여 연구장비 네트워크 분석을 실시하여 융합R&D의 특성 및 구조분석을 실시하며, 연구장비 공동활용 및 다학제 협력연구를 통해 창출될 수 있는 새로운 융합R&D정책에 대한 접근을 시도하려고 한다. 나아가, 연구개발과 사업화 사이에서 더욱 중요한 역할을 할 수 있는 분석과학기술에 대한 정책적 플랫폼 구축관점 대한 시사점을 찾아내려고 한다. 이를 위해 계량적 접근과 비계량적 접근을 동시에 활용하여 연구주제에 대한 타당성을 확보할 것이며, 앞으로 미래산업 및 유망기술에 대한 전략적 선별에 있어 일부 근거를 제시해줄 수 있을 것이다. 이러한 연구결과를 통해 우리나라 기초과학 및 기초과학인프라에 대한 발전적 정책방안과 융합연구 및 융합연구의 사업화에 대한 정책적 관점을 제시하도록 한다. 분석자료는 한국기초과학지원연구원(KBSI) 현황자료를 중심으로 살펴보며, 분석방법은 소셜네트워크분석(SNA:Socail Network Analysis)을 활용한다.

2022년 수질과 수생태 등 쾌적한 물환경을 요구하는 국민들의 요구를 충족시키기 위해 댐 건설 및 주변지역지원 등에 관한 법률이 개정됨에 따라 댐관리청이나 댐수탁관리자가 댐의 수질을 개선하기 위한 물환경 관리사업을 시행할 수 있게 되었다. 그러나 댐상류의 물환경개선사업은 정부재정이나 댐수탁관리자의 재원이 투입되는 사업으로 지속가능한 사업의 추진을 위해서는 사업의 타당성을 확보하는 것이 필요하다. 이에 본 연구에서는 댐상류 수질개선사업의 편익효과를 식별하고 계량화하여 제시하였으며 각 수계별로 댐상류 물환경개선사업의 효과를 분석하여 비교, 제시하였다. 본 연구결과는 향후 댐상류 물환경개선사업의 사업타당성 및 국민적 공감대형성에 기초자료로 활용될 수 있다.
