Despite the process of neoliberalization has made a decisive influence on our society as a whole, there seems little interests in neoliberal urbanization and entrepreneurial urban projects promoting it. This study is to see relationships between neolibealization process and recent urbanization and urban policies in terms of entrepreneurial city mediating them. In particular, this paper tries to reconceptualize entrepreneurial city as corresponding to privatization and commodification, financialization, state redistribution, and management and manipulation of crises which Harvey(2005) suggests as four main features of neoliberalization process in general and 'accumulation by dispossession' in particular, and to characterize it in terms of 'creative destruction' and of 'entrepreneurial governance'. As examined in the later part of this paper, recent cases of these entrepreneurial urban projects in S. Korea include volatility of land and housing price in the Capital region and urban regeneration and newtown projects, project for free economic zones construction in Incheon and other 5 regions, project for SOC construction heavily relying on private investment, in particular project financing pursued nationwidely including Daegu, and project of urban cultural marketing to promote capital inflow tacitly as well as to enhance urban imagine explicitly.

XP-SWMM은 EAP-SWMM의 Runoff 기능을 보완하고 2D 해석 기능을 새롭게 추가하여 만든 외산(XP Solutions) 프로그램으로 도시유역 유출량 산정, 우수관거 추적 등과 같은 모의가 가능한 종합 모형이다. 그 중 2차원 분석 기능(2D XP-SWMM)은 연산 결과를 Tu-Flow 모형에 대입한 도시침수 해석모형으로 실무에서 주로 사용되고 있다. 그러나 XP-SWMM은 수량 부분 외에도 수질 부분의 다양한 모형이 통합되어 있어 라이센스 가격이 상당히 높고, 국내 환경에 적합한 모형 수정 등 기술지원을 받기 어렵다는 단점을 갖고 있다. 또한, 실무 활용성이 높은 2차원 분석기능의 경우 모의에 소요되는 시간이 크다는 한계점을 갖고 있다. 2D XP-SWMM 연산의 소요시간이 큰 주요 원인은 계산 시간간격마다 큰 셀수의 행렬 계산을 반복하기 때문이며, 격자를 촘촘하게 설정할수록(행렬의 수가 증가할수록) 수치해석에 소요되는 시간은 기하급수적으로 늘어나게 된다. 2D XP-SWMM 연산은 편미분방정식을 계산하는 모형으로 반복법을 채택하고 있기 때문에 짧은 시간내에 침수해석을 진행해야하는 웹기반 초단기 홍수예경보 시스템 등에 활용하기에는 적합하지 않다. 본 연구에서는 2D XP-SWMM 보다 연산속도를 향상시킨 2차원 도시침수 모형을 개발하였다. 기존 XP-SWMM 중심의 실무 적용성을 유지하고자 XP-SWMM과 동일하게 EPA-SWMM 엔진을 활용하였고 DEM 기반의 지표수 흐름방향 결정 알고리즘을 결합하였다. 본 연구에서 개발한 도시침수 모형 결과를 울산광역시, 청주시 등 도심지에서 발생한 과거 침수피해의 양상과 비교하여 그 타당성을 검증하였다.

This study proposes urban development concept and strategies for Garden City, focused on Solaseado, Yeongam Heanam Tourism-Leisure Type Enterprise City in Korea. Understanding that an essential element of a garden is the endless care performed by gardeners, the Garden City development concept suggests applying this idea to making planned cities by cultivating the potential natural landscape of the site in the long run. The meaning of Garden City can be defined in three aspects; an attitude and process of planning a city, a system for constructing the spatial structure of a city, and city branding. A Garden City is a city structured with the spirit of a garden, a city where open space networks become the urban structure, and a city that builds its identity through the landscape, respectively. From this point of view, the research draws development strategies with spatial design examples to embody the Garden City concept in Solaseado by following three steps; establishing the main urban axes, creating city networks through the conjunction of the axes, and categorizing and systematizing open spaces within the city. Consequently, the study shows an alternative urban planning model that extends the concept of a Garden City while maintaining the intrinsic landscape as an urban resource. In addition, the conceptual master plan of Solaseado will structure the urban landscape and park system according to the Garden City strategies.

중국은 5년 단위의 경제발전 계획을 수립하여 취약한 환경부문에 대규모의 예산을 투입하여 도시생활 오수처리, 탈황시설 설치, 고체폐기물 처리 등의 환경분야 개선 작업을 진행 중이다. 현재 환경산업분야의 선진국들은 자금력과 기술력으로 중국 환경보호시장을 장악하고 있어 후발주자인 국내 환경업체의 진출이 시급한 상황이다. 중국의 환경시장은 기술력부족으로 인하여 해외기업들의 우수기술이 필요한 상황이며 중국기업과의 협력진출이 가장 큰 관건으로 중국기업과의 공동프로젝트 진행 기술합작 등이 필요한 실정이다. 중국의 환경정책, 시장진출전략 및 환경보전협회의 역할과 노력에 대한 주요 내용을 살펴보고자 한다.

Sustainable development is the main stream of urban development in 21st century. Also, in contemporary cultural space, it is the pivotal paradigm that the development of culture complex and mixture of cultural space, educational facilities, information technology and public space. So, the purpose of this paper lies in presentation for building culture complex belt for innovation city. For this purpose, this paper has reviewed the developmental trend of cultural facilities, has analyzed cultural environment of Naju city, has set the vision and the strategy for Naju innovation city up, and finally has suggested and planned the method of culture complex belt for sustainable new town development.

최근 유가가 고공행진 중이다. 정부는 고유가 대책으로 안정적인 자원확보와 동등하게 에너지절약에 심혈을 기울인다. 자원확보도 중요하지만 이 자원을 어떻게 효율적으로 이용할 것인가에 대한 해법을 찾고 있다. 이 문제에 대해 이명박 대통령도 지식경제부 업무보고서 에너지절약의 중요성을 강조한 바 있다. 육지에서 바다를 건너야 닿을 수 있는 제주특별자치도(이하 제주도). 묵묵히 에너지절약을 선도하는 기업이있다. 주인공은 (주)도암엔지니어링(이하 도암) 이 회사는 도시계획.건축설게 토목설계 종합감리 등을 중심으로 미래 촉망받는 ESCO사업과 신.재생에너지사업으로 사업영역을 확대하면서 발빠른 행보를 늦추지 않고 있다. 사업분야 다양화와 뭍으로의 사업영역 확대, 제주도에서 불기 시작한 바람이 육지를 강타하고 있다.

국내에 대부분 교량은 빗물이 원활하게 배수되도록 사전에 강우에 대비하여 배수시설을 설계하도록 되어있다. 다수의 교량에서는 점배수와 선배수의 방식을 사용하여 설계 되고 있으나 외부로 노출되어야하는 구조적 문제로 인해 설계시에는 검토되지 않으나 도시미관을 저해하는 요소가 된다. 본 연구에서는 도시미관개선을 위해 교량의 배수시설을 내제한 프리캐스트 교량 방호벽의 개발과 내부에 내제된 배수관의 배수성능을 3차원 모형인 Fluent 모형을 통해 수치해석을 수행하였으며, 교량 측구에서의 흐름 및 횡배수관의 유입에 관해 3차원 흐름을 확인하였다.
