Purpose: This study aims to study the reinforcement of the connection between the ordering agency and the in-house supplier's disaster reduction activity management system. Method: The requirements for the supplier strategy specified in the enterprise disaster management standard were identified, the application cases of agency A and supplier B were reviewed, and procedures for reinforcing the linkage of the disaster reduction activity management system were derived. Result: In order to clearly define the supplier strategy, which is a requirement of the enterprise disaster management standard, and to reinforce the linkage, it was studied that the procedure applied by the ordering agency and the supplier, and a standardized procedure for sharing the results produced by the procedure were necessary. Conclusion: Among the procedures for establishing a disaster reduction activity management system for in-house suppliers, an improvement plan was proposed to reinforce the linkage of important procedures, and the proposed contents and procedures were suggested to be reflected in the enterprise disaster management standards and related norms.

BCMS의 변경관리에 대한 요구사항은 ISO 22301 구성체계의 기획단계인 6.3 변경의 기획에서 수행하고, 기업재난관리표준 구성체계에서 기획단계인 3.5.5 문서화된 정보에서 수행하도록 규정하였으며, 이는 모두가 P-D-C-A 운용 모델의 Plan 단계에 해당된다. 이러한 구성체계는 BCP를 최초에 수립하는 단계에서는 적합하지만, BCP가 수립(제정)되어 운용단계에서 발생되는 변경사항을 처리하는데는 많은 문제점이 도출된다. 따라서 재난 및 안전관리 분야에 해당하는 유사제도의 요구사항을 대상으로 비교분석을 통하여 도출된 개선방안을 연구결과로 제시하고자 한다. BCP를 수립하는 과정에서 발생하는 보완사항은 변경관리 절차에 포함하지 않고, BCP가 수립되어 운용단계에서 발생되는 변경사항만 변경관리 절차에 포함하여 관리하며, P-D-C-A 운용 모델의 Act 단계에서 수행하는 것이 적합하다.

본 연구는 아직 초보수준인 국내기업의 업무연속성 유지를 위한 재해경감 활동계획 수립 및 실행에 대한 방향을 제시하였으며, 조기대응체계 구축을 통하여 어떠한 재난에도 안전을 기할 수 있는 기업 연속성 유지 방안을 모색하였다. 이를 실현하기 위하여 국내 재난관리 표준으로 채택된 사고대비 및 업무연속성관리 가이드라인을 분석하였고, 국내기업에 쉽게 적용할 수 있는 실행지침을 제시하였으며, A기업을 대상으로 재해경감활동계획수립 및 정보기술을 활용하는 방안을 연구하였다. 특히 사고대비 및 업무연속성관리의 가이드라인 5단계 주요 절차 중 계획수립단계의 위험 평가, 영향분석, 예방경감계획 및 대응관리계획 수립에 대한 모델을 제시하였고 국내 재해경감활동이 활성화되기 위한 방안을 도출하였으며, 재난대응 수준을 향상시키기 위하여 필요한 정보기술 부분도 제시하였다.

본 연구에서는 자연재해 발생 시 신속하고 효율적인 재난 대응 의사결정을 지원하기 위하여 재난 재해 정보와 시설물 정보, 공간정보 등이 융합된 통합 인벤토리를 구축하고자 한다. 재난대응 의사결정 지원을 위하여 시설물의 중요도, 위험도, 피해액 산정에 필요한 원천 데이터를 공공데이터포털(data.go.kr)에서 제공하는 공공데이터를 활용하였다. 공공데이터포털의 데이터셋은 파일데이터와 오픈 API, 표준데이터와 국가중점데이터를 제공하고 있다. 파일데이터는 22,306건, 오픈 API는 2,505건, 표준데이터는 58건의 정보를 제공하고 있으며, 국민, 기업 등 수요 중심으로 개방의 효과성과 시급성 등이 높은 41개 분야의 국가중점데이터를 제공하고 있다. 또한 공공데이터를 활용하여 개발된 국내외 다양한 사례와 가공데이터를 공공데이터 활용사례를 통하여 공유하고 있다. 인벤토리 구축을 위하여 국가중점데이터와 데이터카테고리의 국토관리, 재난안전, 산업고용, 공공행정 등 다양한 공공데이터를 검토하여, SOC 시설물과 건축물의 정보를 수집하여 시설물의 중요도와 위험도, 피해액 평가 등 필요 목적에 맞게 최적화 하여 구축하였다. 또한 구축된 다양한 정보와 시설물 평가 모듈간의 원활한 데이터 수급을 위한 연계 모듈과 관리 모듈을 개발하여 구축된 데이터 정보를 표준화하여 유지 관리 할 수 있도록 인벤토리를 구축하였다. 이러한 재난대응 의사결정 지원 통합 인벤토리는 재난대응 의사결정을 신속하고도 효율적으로 가능하게 함으로써 방재업무 지원 및 대국민 서비스를 가능하게 할 것으로 판단된다.

This study indicates direction on establishment of the operational plan for disaster mitigation and its implementation for maintaining business continuity of the local company of the first step, and seeks plans for maintaining their continuity through the establishment of early counter system constructed for achieving lasting safe at the any disaster. For achieving it, we investigated the standard of disaster management selected by the government called "Incident Preparedness and Operational Continuity Plan" Guideline, and investigated a guideline to be easily applied to domestic companies. And, we also studied on how to build the operational plan of disaster mitigation and apply IT techniques to A corporation. Especially, this study indicates the models of establishment of risk assessment, impact analysis, prevention and mitigation plan, response management plan for the establishment of plan among 5 main steps on "Incident Preparedness and Operational Continuity Management" Guideline. We devised the plan to activate the disaster mitigation activity throughout the country. It shows the skills to be prepared to upgrade the level of disaster response in this study.

본 논문에서는 순찰로봇이 도시 환경을 주행하는 경우에 대하여 CPTED 및 문헌 연구를 통해 순찰 경로를 선정하였으며, 발생 가능한 위험 요소에 대한 위험성평가를 실시하였다. 로봇과 함께 도보를 사용하는 시민은 로봇에 대한 전문성이 부족하며, 위험에 대한 인식이 부족하고 또한 도시환경의 경우 돌발적 상황 및 환경관리의 어려움이 존재한다. 현재 순찰로봇 안전평가를 하기 위하여 순찰로봇과 관련된 기업들은 ISO 13482 국제표준을 사용하고 있다. 이는 개인 서비스 로봇의 안전 관련 국제 표준이며 순찰로봇의 특징과 주행환경의 특성을 고려한 안전기준에 대한 연구가 필요한 것으로 판단하였다. 순찰로봇이 주행하면서 발생할 수 있는 위험요인과 안전관리에 관한 연구가 부족하여, 순찰로봇의 안전성 확보를 위한 초기연구 목적으로 제시하고자 한다.

Operational continuity is not a simple issue that can be solved by a Back-Up center or an alternate site. Strategic issues including law, standards, etc demand a new approach in terms of the operational continuity management (OCM). Also, it is necessary to develop a new framework of OCM governance as a part of the corporate governance. Experts from corporate governance insist that OCM can be included in the corporate operational control and so it is important to set up a strategy for OCM in the organization. This paper describes how OCM governance suggests two aspects of effectively controlling corporate risks in the viewpoint of corporate governance. First of all, the top corporate management develops the strategy of operational continuity with regard to the corporate governance. Secondly, there is the aspect of how to build up and manage the strategy of operational continuity in the corporations.

Organizations and customers lose if business activities are discontinued by an incident of information systems under the current business environment because they pursue real time enterprise and on demand enterprise. The loss includes the intangible decline in brand image, customer separation, and the tangible loss such as decrease in business profits. Thus, it is necessary to have preparedness in advance and mitigation for minimization of a loss due to the business discontinuity and IT risks. This paper described a IT risk assessment case about domestic construction company.
