ICT industry in Korea was constituted an industry in early 1980's and has been growing more and more since then. In the process of this growth, most of the large ICT companies in Chaebeols has been absorbing in undemocratic economic behaviors. As a result, the sales and the profit of Cheabeols and large companies has been increasing by geometrical progression, but most of small and medium cooperative companies of these big corporations have been eking a scanty existence. And many of them had gone belly up. This article will propose the digital economic democratization as an alternative to overcome the present undemocratic economic situation in the digital economic field and to develop the healthy ICT industry, and to preliminarily study the concept, elements and meaning of the digital economic democratization.

Corporate business clusters create a borderless business network through value chains and value creation activities. Clusters in the IT sector are crossing regional boundaries because of their rapid technological development and short product life cycle. To investigate this phenomenon, we examined the value activities of IT companies. As a result, the global expansion of the case companies was limited, but they had business clusters that exceeded the regional boundaries. However, because the order of business clusters is not advanced, value activities are focused on productivity rather than innovation. Given the rapidly evolving nature of IT, it is necessary to evolve into a business cluster that can create new value. Companies must design and implement value-creating processes to develop new technologies or enter new markets, which can lead to cluster growth. Companies must design and implement value-creating processes to develop new technologies or enter new markets, which can lead to cluster growth.

This paper is on the policy proposal for venture ecosystem. First, one of the three secrets of the US venture ecosystem is the law of 50:50. Angel capital investment is as important as venture capital investment. Although professional angel investors and accelerators account for as much as VC in the venture ecosystem, they are ignored from policy considerations. We argue that the revision of related law is urgent. Second, large US firms invest more in M&As than in internal R&D. Therefore, accelerators and professional angel investors could make effective investment recovery after investing in a startup company. In other words, angel capital does not come in without secondary market development. Angel capital and secondary markets are the two pillars of the venture ecosystem. The government alone is difficult to develop a secondary market. This is why the private sector should come in and introduce corporate venture capital (CVC). Third, we believe the policy direction for national economic growth should be extended from the startup to scale-up. This is because the startup's sales and job creation will start in five years. While the previous study focused on funding (venture financing), this paper aims to balance all three stages of a venture: startup, growth, and recovery, which are the life cycle of a venture company or venture investment. In particular, we propose specific policies in each chapter to improve practical application.

The objective of this study is to find the failure factors of venture companies. We analyze 210 troubled venture companies, all of which have been under guarantee from the Korea Technology Finance Corporation over the last three years. Methods of analysis for failure factors are as follows. First, we categorize the failure factors into the four different types based on growth and profitability indicators in the financial statements of targeted venture companies. Then we analyzed the failure factors of the subject companies based on the troubled guarantee reports made by the Korea Technology Finance Corporation. If a venture company under its guarantee program falls into insolvency, the Korea Technology Finance Corporation make the troubled guarantee report to find out the failure factors and evaluate the recovery potentials. We identify 374 failure factors of venture companies through the analysis. The most prominent among them are deteriorating of business environments (79 factors) and decreasing or withdrawing orders from major suppliers (54 factors) due to bankruptcies or change in business plans. They are followed by slowing collection of accounts receivable (31 factors), dropping or frozen product price (24 factors) due to intensifying competition and escalating pressures from major suppliers, rising raw material costs both at home and abroad (21 factors). In addition, the nuclear power plant disaster in Japan, shut-down of the Kaesong Industrial Complex and subsequent lawsuits, delay in technology development projects, high cost-low efficiency management structure, etc., are also revealed as new factors causing trouble for venture companies.

This study aims to explore an evolutionary path of the IT service industry in Fairfax County using the Cluster Adaptive Cycle model in economic geography. The analysis is based on detailed historical and industrial information obtained through a variety of data sources including local archival materials, economic census, and interviews. This study also performs a shift-share analysis during the period of 1990 to 2011. Using the adaptive cycle model, the local IT service industry is indicated by a trajectory of constant cluster mutation. The evolution of the local IT service industry has been closely related to federal government policy due to the regional specificity of the National Capital Region and the proximity of the Department of Defense. Although the economic downturn of the late 2000s, the local IT service industry has been notable resilience and adapted to a changing market and technological environment. This constant mutation of the local industry is resulted from not only high resilience which is based on the large government procurement market, the reinforcement of adaptive capacity of the local firms and the network of economic agents such as firm and supporting institutions, but also high flexibility of the knowledge-based service industry to a changing business environment.
Many enterprises introduce CRM as a new process accessible to customers. And BSC forces managers to focus on balanced measures of business performance that are most critical. The purpose of this study is to find out the determinants of CRM adoption through the analysis which examine the relationship among the key success factors, and business performance using the BSC perspective. This study also gives the suggestion for the effective CRM implementation in the korean companies. This study has been conducted using the data collected from 115 companies implementing CRM. By analyses of the questionnaires, empirical results shows that the implementation of CRM has positive effect on business performance with 4 perspectives of BSC. The contribution of this study is that it provides a conceptual framework and empirical evidence of the causal relationship between key success factors, and business performance with 4 perspectives of BSC concept. This study showed that more consideration are essential to obtain balanced business performance for companies with CRM adoption plan.
