기술혁신지원제도의 실효성에 관한 실증분석과 제도개선 방향

  • 본 논문에서는 국내 제조업 기업을 대상으로 한 $\ulcorner$기술혁신조사$\lrcorner$ 통계를 바탕으로 기업의 혁신 활동과 이를 지원하고 있는 각종 정부지원제도에 대한 실효성을 다루었다. 분석대상 기업의 수는 2,591개였고, 기술혁신지원 프로그램은 11개로 조세지원제도가 7개 기술지원제도가 6개였다. 기술혁신지원 프로그램의 실효성을 분석하는 실증모형에는 선택변수모형이 이용되었으며, 실증결과는 현재 시행중인 분석대상 기술혁신지원제도의 실효성이 실망스러운 것으로 나타났다. 이들 프로그램의 효과는 대체로 10% 미만이었고, 대기업과 중소기업에 대한 적절한 차등효과를 가져오지 못하는 것으로 판단되었다. 이에 따라 기술혁신지원제도에 대한 개선이 보다 현실성 있게 개선되어야 할 것으로 보인다.

An Empirical Study on the Relationship between Barriers and Policy Measures in Technological Innovation (기술혁신 장애요인이 지원제도 활용에 미치는 영향에 관한 실증연구)

  • The Korean government provides a variety of supporting programs with firms to promote technological innovation which is a main driver of economic growth. The existing literature on technological innovation has mainly focused on analysis about determinants of successful innovation and effectiveness of a specific policy measure. However, there is no study deals with characteristics of policy demanders. For this, this study investigates the relationship between barriers and policy measures in technological innovation using the logistic regression analysis method with raw data of Korean Innovation Survey (KIS). The findings from this analysis show that barriers of technological innovation are meaningful variables to determining whether firms adopt a policy measure, although there are some differences according to policy types. Cost barriers increased the probability that firms adopt support programs regardless of policy types. Also, the more firms encounter cooperation barriers, the more likely firms utilize supporting programs in regard to technological advice and information.

  • Recently, the importance of technological innovation has increased for securing competitiveness and for the survival of companies. On the other hand, obstacles that enterprises face during the course of technological innovation have diversified. Through prior studies, various innovation sources and government support systems are considered important factors in resolving these obstacles as well as securing technological innovation and competitiveness. However, these studies face criticism concerning various relationships between the influencing factors and the use of simple causal models. In this study, the effects on performance were analyzed based on a structural equation model. For analysis, 1,251 observed values were collected from the "2014 Korean Innovation Survey: Manufacturing Sector". Results found that obstacles to technological innovation in terms of fund, capacity and market promote the use of innovation sources and government support programs. On the other hand, various innovation sources and government support systems utilized by corporations have positively influenced technological innovation performance. As expected, among these obstacles, financial limitation had the greatest negative effect on innovation.

  • The Innovation Procurement Policy was introduced as part of the strategic public procurement policy to improve firms' innovation capabilities and enhance the public sector's ability to solve social problems by designating and purchasing so-called 'innovative products.' The pilot procurement project for innovative products was first introduced in 2019, and the policy system for designating and discovering innovative products by government departments, as well as the priority purchase system, was established in 2020. Hence, this study conducted a quantitative analysis focusing on the effectiveness of the innovation procurement system in supporting firms after it was fully implemented. For this purpose, corporate financial and employment data from 2017 to 2021 were used, and propensity score matching(PSM) and difference-in-difference(DID) methods were utilized as analytical tools. The study found that the innovation procurement system contributed to corporate growth and employment and created additional public and private sales channels. Moreover, it is necessary to enhance the innovation procurement system, such as matching innovative product-producing companies with existing SME support policies, for companies to become self-sustaining after the innovative product designation ends.

  • Market instability offers opportunities as well as the need for careful innovation strategies and learning for a company's survival. Companies that find new opportunities decide to carry out innovation and decide on the size of their investments by considering their position in the market they are aiming for and the intensity of competition. This study was conducted to check whether obstacles to innovation face by SMEs in the manufacturing sector vary depending on the stage of corporate growth and to identify the impact of the government support system on the decision-making process on the performance of innovation. According to the analysis, there were differences in obstacles to innovation depending on the stage of corporate growth. It was found that more innovative SMEs are, more obstacles they face, and to overcome such obstacles, they try to access government support systems more. In addition, the use of a government support system eliminated obstacles to innovation, and the positive and significant effects of investing in innovation were identified. This study is meaningful in that it explicitly approached these hypotheses by applying a multistage model to the process of innovation carried out by SMEs in the manufacturing sector.

  • This paper analyzes the effects of government support systems, regulation, and innovation promotion policy on technological innovation performance of companies in the service industry using 4,000 Korean service industry companies. Multiple and hierarchical multiple regression analysis were used to analyze the correlation between the individual factors and process innovation and product innovation. Government support, regulation and technology innovation in the service industry were tested. In addition, government innovation promotion policy includes government support and regulation and the technological innovation performance of service firms. As a result, the government support system affects both the process innovation and the product innovation performance in the service industry, but affects only the process innovation performance in the case of regulation. Innovation promotion policy was found to regulate the relationship between government support systems and regulation and innovation performance of the service industry. Therefore, these findings provide strategic implications for the management of enterprises in relation to government support systems and innovation policy. It is necessary to reorganize regulations that are outdated to improve the effect of innovation policies on innovation performance.
