본 논문에서는 해양 및 수산 분야의 투자용 기술력평가모형 개발을 위하여 민간 VC투자 활성화를 위한 평가기법 선행조사를 수행하며, 국내 관련 전문기관 등의 기술투자 관련 기술력평가 모형개발과 활용수준 등을 조사하고, 해외 관련 전문기관의 기술평가모형 현황에 대한 조사·분석을 수행하였다. 또한 투자용 기술력평가 모형의 용도와 방향 설정을 위하여 국내 기술투자 관련 전문가 그룹을 활용하여 기술공급자와 수요자 관점에서의 견해를 반영한 투자모형의 용도와 방향설정을 제시하였다. 결과적으로 기술투자 목적의 평가요인을 도출하고, 기술투자자 입장의 평가결과 유효성 검증을 통해 평가결과의 실무적 활용성을 제고시키고자 한다. 기술보증기금에서 개발한 기존의 투자용 기술력평가 모형이 많은 타 기관에 파급되어 운영되고 있지만, 활용수준이 미미한 점을 검토하여 VC의 투자의사결정 요소에 관한 연구결과를 기반으로 해양수산분야 투자용 기술력평가 신규모형을 설계하였다.

70년대 두 차례의 유류파동은 에너지자원의 중요성에 대한 기존의 인식을 급속도로 변화시켰으며, 이와 아울러 신대체에너지를 중심으로 한 신기술의 개발여부와 관련하여 에너지 기술평가모형의 수요를 급증시켰다. 이에 지난 십여년간 구미제국을 중심으로 다양한 에너지신기술을 평가하기 위해 다양한 분석기법들이 개발되어 왔으며 이러한 평가기법들을 총괄적으로 지칭하는 에너지기술평가모형(Energy Technology Assessment Models)은 에너지신기술의 경제적, 기술적 특성과 에너지시스템내에서 신기술의 잠재적 역할을 사전 평가하면서 국가적 차원에서의 에너지연구개발 정책을 수립하는데 널리 이용되어 왔다. 본 연구는 국내 에너지 연구개발 관련자들의 이해부족과 데이터베이스의 미비 등 여러 가지 제약요인들로 에너지기술 평가모형이 널리 실용화되지 못하고 있는 현실을 감안하여 경제/에너지/환경/기술개발정책에 있어서의 에너지부문의 역할을 장기적으로 재평가하고 특히 기존 에너지문제의 제약요인인 환경문제 해결을 위한 에너지 수요관리 평가의 개발 필요성에 부응하기 위하여 기존의 거시 경제적 에너지공급모형과 최근 미국, EU등에서 발전시켜 나가고 있는 경제/에너지/환경/기술개발의 통합모형을 문헌조사를 통해 비교,분석하였다.

This case study introduces the process of developing the technology rating evaluation model for investment. The technology evaluation rating model for investment is a project that the Financial Services Commission and the Ministry of Commerce, Industry and Energy collaborated to expand the scope of technology finance from loan to investment. The technology evaluation model for investment was developed with the aim of predicting high growth companies. The model consists of a statistical model and an expert model. Here, statistical models were modeled by using logistic regression analysis. Expert models gathered opinions of experts and identified the weight of each evaluation item and set the model. The rating system of the model is composed of 10 grades. The distribution of the model was consistent with KTRS grade distribution. Interestingly, the emphasis is on technology and marketability. In the technology valuation grade model for the goddess, there is a considerable difference from the emphasis on managerial competence or business performance.

최근 들어 기술을 담보로 하는 신용금융의 역할이 증대되면서 자금지원 대상기업의 기술평가 시스템 구축이 중요한 과제가 되고 있다. 국내에서는 기업 보유의 기술경영성과를 측정하여 한정된 자원의 효율적 배분을 위한 민간 투, 융자를 위한 기술신용평가모형'이 제시되었다 본 연구에서는 기술신용평가모델의 평가항목 타당성을 실증 분석한다. 모형의 항목 분류가 적절하게 되었는지를 검증하기 위하여 구조적 타당성을 평가하며 통계적 유의성을 검증하여 신뢰성을 평가한다. 구조적 타당성 검정을 위해 확인 요인분석을 수행하며 평가모형의 신뢰성을 검증하기 위해서는 다변량 통계방법 중의 하나인 판별분석을 수행한다. 본 연구는 기술개발 성공 및 부실발생의 예측력을 갖는 기술신용평가 시스템 구축을 위한 기초 자료로 활용될 수 있을 것이다.

기존 전문가 델파이 평가를 대체하는 특허기반 기술수준 평가모형들의 독립변수로 활용되는 특허활동도, 특허집중도, 특허시장력, 특허경쟁력 및 특허영향력의 다중공선성이 존재하여 이를 제거함으로써 보다 신뢰성이 높은 기술수준 평가모형을 실증하여 제안하고자 한다.

The purposes of this research are to verify: first, if the technology appraisal model reflects the company's management performance and the rates of bankruptcy and overdue; second, if the existing classification system of technology levels is suitable; and third, which is the most important appraisal factor that defines the classification system of technology levels. As a result of the analysis, financial performance (stability) and non-financial performance (technology environment) proved to be significant variables in explaining technology ratings. According to the verification of the suitability of classification system, it appeared that there is a significant difference in all appraisal items of all groups. The result of neural networks model verification indicates that the most important variable was the R&D capacity, the second variables which determine the suitability of technology financing were indicators related to the company management. The second variables which determine a company's technological excellence were a company's technological base. To summarize, the technology appraisal model not only reflects both managerial performance and risks of a company, but also anticipates the future by converging the management competence and technological competitiveness into R&D capacity. This implies that if the 'forward-looking' technology appraisal model is integrated into the existing, credit rating model, the appraisal model may have positive impact on improving anticipation and stability.

기술거래 시장의 활성화에 대한 연구개발서비스 분야 종사자들의 관심이 높아지고 있으며, 특히 공공 및 민간 분야의 휴면 기술(특허)에 대한 이전 거래를 통해 불필요한 특허유지 비용을 줄이고 부가적인 기술료 창출 효과를 거둘 수 있다. 본 연구에서는 현재까지 기술이전(거래), 현물출자, 기술금융(융자, 담보대출) 등 다양한 목적으로 실무에서 활용되어 온 기술가치평가 모형의 한계점을 고민해 보고, 이에 대한 개선방안으로서 몬테카를로 최소자승법 기반의 확률론적 가치평가 모형을 제시한다. 기존의 가치평가 모형은 평가산출을 위한 입력변수의 확정적 값들에 기반하여 가치액이 산출되었으나, 대표적 기법인 현금흐름 할인법이나 로열티공제법의 경우 미래의 수익예상기간, 예상매출액 등에서는 불확실성(uncertainty)가 내재되어 있다. 따라서 특정 분포(distribution)에 대한 확률론적 가능성을 가정하고 이에 대한 수학적 최적화 논리로부터 몬테카를로 최소자승 관게에 의한 변수결정 및 가치평가액 산정을 할 수 있는 평가모듈을 개발한다. 향후 연구에서는 기 평가된 사례결과를 딥러닝(deep learning) 방식으로 학습하여, 발생가능성 높은 각 변수값의 범위들을 산출하고 이로부터 기술가치 범위를 추론하는 시스템을 개발하는 것도 가능할 것으로 기대된다.

This study aims to present a conceptual model for technology valuation based on market approach. We first propose a transition model in which technology itself is endowed with its intrinsic value based on its technology- and market-specific features, which subsequently goes through a transition to the market perceived value. We also discuss the model's logical validity. Based upon the transition model, we develop market approach based technology valuation models by identifying factors comprising each component of the transition model for each case of fixed royalty and running royalty. We also show that the proposed model can be used to describe the relationship between cost, income and market approaches for technology valuation.

본 연구에서는 제조업체의 기술 수준을 평가하는 방법을 제시하였다. 기업의 기술수준은 기업이 소유한 제품 및 제조기술 자체뿐만 아니라 기술개발 능력을 나타내는 기술개발 체제 및 기술에 따른 경제적 성과를 나타내는 재무분석에 의해서도 평가되어야 한다. 본 연구에서는 이러한 항목들을 고려하여 평가 모형을 개발하였으며 이 모형을 커넥터 제조업체의 기술수준 평가에 적용하였다.

경영성과평가를 위한 기업평가모형이 존재하지는 않는다. 다만 여러 모형에서 활용되고 있는 평가변수 즉, 관리 요소에 대한 의견과 대안이 검토되고 있으며, 이 모형들에서 다루고 있는 평가요소 즉 변수들은 기업의 입장에서는 중요하게 관리하여야 할 변수로 자리매김할 수 있을 것이다. 이에 생산성 경영체제 인증모형, 은행연합회 중소기업신용평가모형, 공기업의 경영성과평가모형, S&P사 평가모형의 의의와 배경, 평가요소, 시사점등을 알아보도록 한다.
