우리나라는 국방부를 중심으로 한 국방과학기술 행정체제가 1970년대 마련된 이후로 큰 변화가 없었다가 2006년에 방위사업청 개청에 따라 큰 변화가 발생하였으나, 현재 국방과학기술 행정체제는 타 분야 과학기술 행정체제와는 다른 구조를 가지고 있다. 따라서 현재의 국방과학기술 행정체제가 환경맥락에 맞게 변화하였는지, 과학기술 조정기구이라는 상위 수준에서 적절한 조정과 협력을 이루고 있는지, 국방분야 정부부처 및 출연기관 간에는 유기적 결합이 이루어지고 있는지 등의 제도 정합성 관점에서 국방과학기술 행정체제의 특성 및 문제점을 분석하고, 발전방향을 제시하고자 한다.

This paper examines the evolution of the systems of innovation approach and its main issues. At first, national systems of innovation have appeared on the purpose to substitute the neoclassical macroeconomic policies. But various criticisms have been raised because of the restriction within national boundary of analysis, the lack of dynamic analysis, the danger of institutional determination, the deficiency of theoretical accuracy in national systems of innovation. Technological systems, regional systems of innovation, sectoral systems of innovation have been developed to overcome criticisms about national systems of innovation. Nevertheless the unsettled questions in the systems of innovation approach remain. The academic and policy-making usefulness of the systems of innovation approach will be expanded by development of the complementary researches within approach.

본 연구는 국가기술혁신시스템의 틀 안에서 기술이전$\cdot$확산의 필요성과 역할을 규명하고, 이를 토대로 21세기 국내 전력산업이 경쟁력을 갖춘 산업으로 발돋움하기 위한 기술이전$\cdot$확산시스템 구축방안을 제시하고 있다. 나아가 전력기술 확산체제 구축이 국가기술혁신시스템과 독립적으로 인식되는 것을 제고하고, 연구 과정 중에 전력기술 확산체제가 국가기술혁신시스템 내에서 자연스럽게 이해될 수 있도록 이론적 틀을 검토하였다. 이를 위하여 기술이전$\cdot$확산 체제의 개념과 정책과의 관계를 규명하고, 전력기술이전$\cdot$확산체제 구축의 필요성과 추진방안을 모색하고자 하였다. 이후 전력기술이전$\cdot$확산 시스템의 구축에 있어 예상되는 설계사항을 분석하고, 이에 부합하는 전력기술이전$\cdot$확산시스템의 구축 방안을 제시하고자 하였다. 마지막으로 전력부문의 정책 및 전략의 추진체계 수립을 통하여, 국가기술혁신시스템 내에서 전력기술이 확산되도록 하기 위한 활성화 방안을 제시하였다.

This paper aims to analysis sectoral innovation patterns of technological innovation and localized knowledge spillover in Korean manufacturing sector. Sectoral innovation system approach proposed that the specific pattern of innovative activity and knowledge spillover in an industry can be explained as the outcome of different technological regimes. Technological regime is defined by the particular combination of technological opportunities, appropriability of innovations, cumulativeness of technical advances and properties of the knowledge base. Based on a sample of 2,882 firms in manufacturing sector, this paper provides empirical estimates of the relationships between firm's product innovation and localized knowledge spillover. Results of the analysis provide considerable support to the hypothesis that firm's product innovation and localized knowledge spillover are related to the nature of the underlying technological regime. In the industry based on the tacit and specific knowledge, firm's product innovation is positively related to the localized knowledge spillover. This paper also shows that high stability in the ranking of innovators are related to high degrees of cumulativeness and appropriability.

A analytical framework is suggested to explain how different standardization each country makes with incorporation of institutional elements such as the state's intervention and inter-firm relations which are considered to have a significant effect on it. Application to mobile telecommunication industry of the framework shows that different innovation system has its own technological standardization. In isolated inter-firm relation system, standardization is achieved through market but in cooperative one, through coordinating activities between participant firms. The state, however, intervenes more deeply in standardization and inter-firm relations are shorter in state-led and isolated firm relation system than in state-led and cooperative firm relation system.

본 논문에서는 교육정보공유체제를 위한 토 관리시스템을 위하여 요구되는 표준화 및 기술개발 동향, 국내외 환경, 그리고 사용 시나리오를 분석하고, 교육정보공유체제를 위한 ID 관리 시스템을 위한 소요 보안 핵심 기술과 시스템 요구사항을 제시한다. 본 고의 결과는 안전한 교육정보공유체제를 위한 ID 관리 시스템 설계 시 유용하게 활용될 수 있을 것이다.

기업의 기술혁신체제는 크게 기술전략의 수립 및 실행과정과 연구개발시스템의 설계 및 관리 과정으로 나눌 수 있다. 이러한 과정을 통해 기업이 기술 혁신체제를 확보한다는 것은 곧 변화하는 시장에서 지속적인 경쟁우위를 확보할 수 있는 가장 중요한 요인으로 작용하게 된다. 본 논문은 국내 정보통신업체의 기술혁신체제실태 조사결과를 이용하여, 경영전략과 기술전략과의 연계체제에 관한 실증분석을 실시하였다.

민주 체제에서 자유가 중요 논점이 된다면, 현대의 경제체제에서는 과학기술이 핵심이라는데 대해 아무도 이의를 제기하지 않는다. 이와 같은 기본의식의 바탕위에 과학기술에 대한 육성정책이 세워지고 있는 지금도, 거기에 많은 문제점들이 있다고 보는 근본 이유는 무엇인가? 그리고 그러한 문제점들에 대한 개선책은 무엇인가? 이러한 의문들과 연관하여 우리 나라의 과학기술 진흥정책과 관련된 infrastructure의 문제점을 검토해보고 그 개선책을 제시하고자 한다

안전한 운영체제(Secure Operating System)는 컴퓨터 운영체제의 보안상 결함으로 인하여 발생 가능한 각종 해킹으로부터 시스템을 보호하기 위하여 기존의 운영체제 내에 보안 기능을 통합시킨 보안 커널(Security Kernel)을 추가로 이식한 운영체제이다. 본 논문에서는 polaris 8에서 동작하는 보안 커널을 설계하기 위해 안전한 운영체제와 보안 커널 개발 기술, 솔라리스 운영체제 및 커널 기술을 살펴본다. 이를 토대로 RBAC(Role-Based Access Control)을 지원하고 시스템의 취약점을 감시하는 Solaris 8 기반의 보안 강화용 LKM(Loadable Kernel Module)을 설계한다.
