디지털 전환이 가속화되면서 다양한 형태의 디지털 지갑이 등장하고 있다. 디지털 지갑은 이용자의 신원을 보장하고 안전하게 정보를 보관하며, 온·오프라인에서 모두 활용 가능해야 한다. 특히, 블록체인, DID, 비블록체인 디지털 지갑 간 상호운용성이 중요하며, 이를 위해 정책적·제도적 준비와 기술 발전이 필요하다. 디지털 지갑의 상호운용성을 보장하기 위해 기술적 요소 외에도 정책적인 요소를 고려해야 한다. 이를 위해 다양한 분야의 전문가들과 함께 관련 연구와 기술 표준을 마련해야 한다. 본 논문에서는 디지털 지갑 간의 상호운용성을 확보하고 서비스 생태계를 활성화하기 위해 필요한 기술적, 정책적 관점의 고려사항을 살펴보고자 한다.

지난 수년간 주요 선진국들은 스마트그리드의 도입을 적극적으로 추진하여 왔으며, 이에 대한 연구도 많이 진행된 상황이다. 스마트그리드의 활성화를 위해서는 개인정보보호에 대한 대책이 필수이며 이를 기반으로 사용자에게 신뢰성 있는 서비스가 제공되어져야 한다. 이러한 서비스 제공을 위해서는 개인정보보호에 대한 기술적인 부분만이 아니라 정책적인 부분도 동시에 고려되어야 한다. 본 고에서는 스마트그리드에서의 안전한 개인정보보호 정책 수립을 위한 고려사항에 대하여 살펴본다.

The combination between metaverse and non-fungible token (NFT), which opens up new opportunities for the media industry, raised expectations for a new economic system and business model. Of course, last year, various institutions and researchers continuously introduce representative metaverse services and business strategies such as Roblox, Fortnite, and ZEPETO. However, as 2022 progresses, the reaction to the metaverse is tepid than expected. Search volume on Google has been continuously decreasing. Furthermore, skepticism, regarded as one of the special phenomena caused by the coronavirus disease 2019 pandemic, is expanding since December 2021. Nevertheless, analysis or contemplation of a new business model related to the metaverse, which is still ongoing, is essential for those who must prepare for the future. The reason is that even if without being activated now, advanced preparation can help when various problems arise. In this study, we look at the metaverse and NFT biz models and estimate a picture of the future. In other words, the social and economic problems that may arise when the business model is expanded are summarized, and technical and policy measures are derived as solutions.

본 논문에서는 UHDTV에 관련된 최근 기술 및 서비스 개발 동향을 조사하고 바람직한 기술 개발 및 서비스 도입을 위해 필수적인 고려 사항들을 분석하고 개발 방향을 제시하고자 하였다. UHDTV 분야에서 앞선 해외 사례를 소개하고, 이를 토대로 지향해야 할 기술요소들을 선정하여 개발 방향을 제시하였다. 또한 글로벌 미디어 시장에서 차세대 방송 서비스를 주도하기 위해 선결되어야 할 주요 정책적 과제를 제안하였다.

This study searched and analyzed online tracking technologies. It tried to understand what to consider when establishing policies related to online tracking. Online tracking technologies were classified into 'general cookies', 'super cookies', 'fingerprinting', 'device ID tracking' and 'cross-device tracking'. Political considerations should include the layers of online tracking, the subjects of tracking technology, purpose of use, duration and storage format of information, and development of technology. The implications of this study are as follows: first, policy makers and industry should be aware that the degree of risk perceived by users may vary according to the characteristics of online tracking technology. Secondly, it is necessary to understand factors that affect the classification of online tracking technology. Finally, in the industry, preemptive measures such as building an integrated privacy system are needed to relieve anxiety of users and to build trust.

이 논문에서는 ICT(Information and Communications Technologies) 신기술 산업 발굴 추진 시 적용할 수 있는 신기술 발굴 육성 모형과 성장산업으로서 지속적인 유지를 위해 필요한 활동의 프레임워크를 제안하였다. 미래 신성장 기술에 대하여 대상 기술의 발굴, 기획 시부터 산업화에 이르기까지 전체 프로세스에 대하여 전략적 추진이 가능하도록 하는 구성 항목과 프레임워크를 제시하였다. 이를 위해 신기술 산업에 대한 기본적 개념과 기술혁신적 특성, 기술 성장 모형, 신기술 산업 성장 모형으로서 기능에 대하여 설명하였다. 또한 신기술이 성장산업으로 육성될 수 있도록 추진 시 필요한 활동과 구성 요소들의 프레임워크와 육성정책 추진 시 필요한 각각의 주요 관점과 고려사항들을 제시하였다.

Appraisal is one of the most important record management tasks. Appraisal is the process of evaluating business activities to determine which records need to be captured and how long the records need to be kept to meet business, the requirements of organizational accountability and community expectations. Appraisal, therefore, is concerned with deciding both what records should be created to document a business activity and how long those records should be retained. This paper attempts to review the appraisal policies of four national archives in UK, USA, Canada, Australia, which have managed public records systematically and to compare appraisal policies in the following five parts such as 1) purpose, 2) appraisal objectives, 3) appraisal values, 4) procedures for appraisal, and 5) special considerations. Finally, the paper suggests the important items required when the Korean National Archives and Records Services develops their own appraisal policies.

정보통신기술은 현재 및 미래의 생활양식, 사회모습, 정치/경제/문화등에 이르기까지 모든 분양에 미치는 파급효과가 크기 때문에, 정보통신 기술개발에 관한 의사결정에 있어서는 기술 정책적인 고려가 반드시 필요하다. 그러나, 그 동안 정보통신 기술개발에 관한 의사결정에서 국가 차원의 정책적 고려가 매우 미흡하였다. 본 연구에서는 정보통신 분야에서의 기술정책에 대한 체계적 접근을 시도하였다. 본 연구의 결과는 세부분으로 구성되어 있다. 첫째, 정보통신 분야 기술정책의 체계를 제시하였다. 기존의 관련자료와 기술개발 전문가 및 정책 입안자들과의 면담을 거쳐 본 연구에서는 정보통신 기술정책에 포함되어야 할 주요내용을 1. 비전 및 우선순, 2. 산업조직및 하부구조, 3. 기술확보, 관리및 활용, 4. 정부 역할 및 정책 추진 기본 체계, 5. 국가 기술혁신시스템의 구축등 5개 부문으로 구분하고 각 부문별로 우리나라 정책현황과 문제점, 개선방안을 검토하였다. 둘째, 정보통신 기술개발에 관한 의사결정에서 고려해야 할 사항들을 정리하여 3단계 기술정책 수립모형을 개발하였다. 1단계에서는 검토대상사업이 정보통신 기술정책의 기본 지침과 일치하는지 확인하고, 2단계에서는 검토대상사업이 정보통신 기술정책의 내용상 우선순위에 부합하는지 검토한다. 3단계에서는 구체적인 기술정책지표에 의해 검토대상사업을 항목별로 검토하고 종합평가하여 최종의사결정을 한다. 여러 기술정책지표 항목들에 대해 가중치를 주어 평점모형(Scoring Model)을 통해 종합지표를 산출할 수도 있다. 셋째, 본 연구에서 제시한 3단계 기술정책 의사결정과정 모형을 CDMA 개발의 타당성을 검증하였다., (4) 교수-학생간의 인간적인 관계, (5) 숙제 및 과제물과 같은 5가지의 요인으로 구성되어진 것으로 분석되었다. 특히 한국학생을 대상으로 하여 AHP를 이용하여 각 요인들의 수업효과에 대한 상대적 가중치를 조사하였다. 특이한 결과는, 미국학생의 경우 수업준비 및 강의 방법이 상대적으로 중시된 반면, 한국학생들은 미국학생들이 비교적 덜 중시하는 교수-학생간의 인간적인 관계가 수업효과를 높이는데 가장 큰 기여를 하는 것으로 나타났다. 본 연구는 한국 문화의 특징이라 할 수 있는 교수-학생간의 인간적인 관계가 중시되는 교육환경하에서, 정보화 사회의 한 수업형태인 재택수업을 외국(특히 미국)의 방법을 그대로 따라 실시할 경우, 많은 부작용이 있을 수 있다는 것을 암시하며, 따라서 우리 교육문화에 맞는 재택수업 형태의 개발이 시급함을 제시한다고 하겠다.column density of HCaN is (1-3):n1014cm-2. 본 논문에서는 인터넷 콘텐츠에 대한 내용선별 기술표준인 PICS의 동향을 살펴보고, 이것을 준용하여 무선인터넷 내용선별 기술을 표준화할 경우 고려사항을 검토하였다. 전 세계적으로 적용되는 업계표준인 PICS는 인터넷 내용물을 선별적으로 볼 수 있게 해주는 기반구조로서, 선별 소프트웨어와 등급서비스들 간에 잘 동작할 수 있게 도와주는 기술 규격이다. 이러한 PICS를 무선인터넷 환경에 적용하여 국내 현실에 알맞은 무선인터넷 내용선별 표준을 개발할 경우 추진하여야 할 연구분야 및 정책 지원분야를 검토하였다. 그리고 자율적인 운영을 기반으로 한 인터넷 내용등급제의 활성화, 내용선별 기술 표준화 및 소프트웨어 개발 연구 등에 정부의 정책적인 지원이 필요하다.
