The industrial Technology Development Program enables the recipient to set up technology infrastructure and to facilitate technology diffusion. In return, government charges royalties to the program recipient. However, the current royalty system is not effective form. This study analyzes the various aspects of royalty collection methods applied to the Industrial Technology Development Program and recommends the following: a) to establish a royalty collection system with appropriate charges for both fixed royalties and running royalties, dependent upon type of technology development b) to seek a method to setup different collection periods for industrial categories in consideration of product life cycle c) to review on ownership of intangible property. In addition, in order to manage the entire royalty process effectively, prompt establishment is needed in order for a responsible evaluation institute to create task forces to evaluate technology value, to transfer technology, to support technology commercialization, to collect and manage royalty and expand and report result.

The utilization of the achievements derived from the national R & D project is a key task of the science and technology industry policy that should lead the national economic growth by enhancing the investment efficiency of the national R&D. Although Korea has implemented various programs supporting technology transfer, commercialization, Performance is not sufficient. One of several causes may include inflexibility of a small or medium-sized company Priority System. This study is exploratory research on the directions for improving the current a small or medium-sized company Priority System. Results: First, Because the current SMEs Priority System contributes positively to enhancing SMEs R&D capability, We have to keep the system in principle. However, it is necessary to improve the direction of giving the strategic flexibility of the system so that the system is not operated formally. First, it is appropriate to make an exceptional contract with a person other than a small or medium-sized company, if a small and medium-sized company is not suitable for a technology execution contract due to the nature of technology. Second, it is desirable to consider the fulfillment of the obligations of this system when "sufficient efforts" are made to find a technical user.

The Industry-Academia Technology Holding Company has been established and operated in universities for supporting technology transfer and promoting commercialization since 2008. In the meantime, necessity for operating and methods for vitalizing of the Industry-Academia Technology Holding Company, reviews for legal and institutional requirements and case studies have been performed in various ways. However, a comprehensive actual survey for overall operation of the Industry-Academia Technology Holding Company was insufficient for researchers of universities who were participating in National R&D programs and the projects for the S&T policy. In particular, this is the very time for an interim and overall review now that it has been 5 years since the Industry-Academia Technology Holding Company was introduced. Accordingly, the comprehensive surveys and interviews were conducted on the status of driving the project by the Industry-Academia Technology Holding Company in this study. Based on this analysis result, we have suggested the improvement of Industry-Academia Technology Holding Company in three different ways - (1) expanding the basement of technological business development in universities (2) improving legal and institutional support system, and (3) expanding elites of organizations and securing responsibilities.

Since the year 2000, the need for an improvement of archival descriptions has been an increasing issue, due to the growing usage and amount of archival materials. Unlike the development of descriptions for paper records, however, the technological development and research for moving image descriptions has been limited due to its diversity and specificity. This research investigated the current status and the specificity of the moving image descriptions and also examined major international archival description cases. In-depth interviews with archival professionals were also conducted. Based on the findings, this study suggested the need for redefinition of and continuous research on the fundamental values of moving image information, moving image description and management based on digilog view points, the development of user-centric description and search aides, the creation of moving image values using a relevant information management system, and the improvement of moving image description elements throughout the life-cycle of the material.

There are various cyber attacks on business PCs. In order to reduce the threat of PC security, we are preventing the vulnerability from being diagnosed beforehand. However, this guideline is difficult to cope with because the domestic vulnerability guide does not update the diagnostic items. In this paper, we examine the cyber infringement cases of PCs and the diagnostic items of foreign technical vulnerabilities in order to cope with security threats. In addition, an improved guide is provided by comparing the differences in the diagnostic items of technical vulnerability from abroad and domestic. Through 41 proposed technical vulnerability improvement items, it was found that various security threats can be coped with. Currently, it is mainly able to respond to only known vulnerabilities, but we hope that applying this guideline will reduce unknown security threats.
