Requirement of effective image handling methods such as image retrieval has been increasing with the rising production and consumption of multimedia data. In this paper, a method of constructing more effective descriptor is proposed for robust keypoint based image retrieval. The proposed method uses information embedded in the first order and second order derivative images, in addition to the scale space image, for the descriptor construction. The performance of multi-image descriptor is evaluated in terms of the similarities in keypoints with a public domain image database that contains various image transformations. The proposed descriptor shows significant improvement in keypoint matching with minor increase of the length.

This study focuses on the role of supplier's organizational learning capacity in creating the outcomes of technological innovation based on buyer-supplier collaboration. In doing so, the study is carried out through mediating effect analysis using 221 small and medium enterprises among Korean manufacturers. As a result of empirical tests, buyer's indirect supports(knowledge, know-how, value, information sharing) have significant and positive effects on the outcomes of technological innovation, whereas direct supports(technical staff support, machine tools and test equipments support, education for facility utilization) show no statistical significance. In addition, a further test for mediation effects reveals that a full mediation exists between supplier learning capacity and buyer's direct support, while there is a partial medication effect for buyer's indirect support. The findings suggest that buyer's indirect support can take on more important role to enhance the outcomes of supplier's technological innovation.

This study presents a concept of technology trade network and management, and proposes a procedural method for optimally selecting the technology transferor when a technology transferee needs to buy a specific technology. We develop a technology trade network where technology supplier, technology marketer, and technology transferee are informatively linked. And a technology trade management consists of three step of estimating technology, trading technology, and commercialization technology. Technology transferees could import the best appropriate technology which they want through these technology network method and cost optimization method. And we hope that these methodologies can be used in selecting new technology. A methodology can be classified into an estimating technology process and a choice of technology supplier process. In an estimating technology process, we calculate the technology similarity quantitatively through developing method of estimating technology which is focused on its technological characteristics. After defining the related cost of technology introduction, we suggest goal programming model to find a solution which can be acceptable both maximizing the technology similarity and minimizing the cost of technology. And suggested model is verified with a supplier selection problem of next generation tanks.

사단법인 한국과학기술단체 총연합회(회장 김윤기)는 제4회 국내외 한국과학기술자 종합학술대회를 4월6일부터 4월14일 까지 KIST에서 개최키로 하였다 이번 대회는 과총이 재구한국과학기술자 연합회 (회장 신구철)와 공통주최하며 재구과협과는 75년도에 이어 두번째로 열리게 되는 것이다. 한국과학기술 연구소가 주관하는 본종합학술발표회에는 국내외 과학기술자 천여명이 이미 초청되었고 그밖에 사계관계자들의 참석을 권장하고 있다. 과총이 이같은 사업을 계획한 목적과 기대하는 효과는 다음과 같다.

과총 창립 30주년 기념으로 서울에서 열린 '96세계한민족과학 기술자종합학술대회는 미국을 비롯한 14개국의 해외동포과학 기술자 5백여명과 3천여명의 국내 과학기술자들이 참가한 대규모 국제학술대회였다. 정보통신 등 7개 분야에 걸쳐 3백80여편의 최신 논문이 발표된 이번 학술대회는 정부 학계 산업계 및 해외 과학두뇌들이 한자리에 모여 세계 첨단 과학기술의 최신 동향을 우리나라 과학기술계에 전파시키는 새로운 전기를 이뤘다.
