Transborder data flow(TBDF) of personal information in Korea has been limited by current Privacy law which request data subject to give consent. As the IT industry is growing at an incredible rate, there is a need to review the existing law to cope with growing industrial demand and increasing numbers of international data transfer. The transfer of personal data overseas not only allow businesses providing IT services including finance, internet, e-commerce to thrive, but also impact every aspect of our lives which are increasingly depended on these technology. Transmitting personal data across borders raises serious questions of privacy protection and restriction of business operation. In ordrer to promote interoperability of personal data in international environment, a considerable amount of research and debate needs to be taken before implementing a sound policy. This paper presents a need for a sound TBDF policy in Korea by examine the main policy challenges associated with TBDF. Finally, the paper identify policy suggestions based on European Union's approach as they have successfully implemented TBDF policy that balanced data privacy and economic agenda.

이미 우리의 현실로 도래하고 있는 정보화 사회의 다양한 멀티미디어 서비스를 가입자에게 제공하기 위하여 초고속정보통신망의 구축이 국가적인 차원에서 점진적으로 진행되고 있으며 특히 가입자망의 분배와 광대역화는 핵심적인 부분을 차지한다. 현재 가입자망의 광대역화를 구현하기 위한 방안으로 여러 가지 다양한 방법이 고려되고 있지만 이의 구현에는 막대한 양의 투자와 많은 시간을 필요로 한다. 따라서 가입자망의 광대역화에 대한 다각적인 고찰과 이에 따른 체계적이고 경제적인 진화 계획의 수립이 요구되고 있다. 본 고에서는 가입자망 광대역화의 최종 목표인 가입자 광케이블(FTTH : Fiber To The Home)의 이전 단계인 FTTC(Fiber To The Curb) 구조하에서 경제적인 FTTC 시스템을 구현할 수 있는 방안중의 하나로 부상하고 있는 SDV(Switched Digital Video)의 기술과 그 응용에 대하여 검토하여 보았다.

이미 도래하고 있는 정보화사회에 있어서 다양한 멀티미디에 XDTLS 서비스를 가입자에게 제공하기 위해서는 가입자망의 광대역화가 핵심적인 부분을 차지한다. 그러나 가입자망의 광대역화에는 많은 시간과 막대한 비용을 필요로 한다. 따라서 FTTH(Fiber to the Home)가 일반화되기 이전까지 가장 경제적인 가입자망의 광대역화 방안의 하나로 고려되고 있는 ADSL/HDSL 장치의 전송기술 개요와 선로환경 및 향후 전망에대하여 검토하여 보았다.

원격제어는 자율운항선박의 모든 수준(레벨 1 - 레벨 4)에 적용하기 위한 것으로, 자율운항선박을 원격지에서 감시하고 제어하기 위한 제반 기술과 시스템 및 방법을 의미한다. 최근 해운시장에서는 원격제어를 이용한 새로운 선박운영이 시도되고 있다. 이러한 원격제어에 관한 기술은 시기적으로 먼저 선점하는 중요하기 때문에 과학적인 연구 이전에 특허를 통해서 세계 우위의 기술 선점이 중요하다. 본 연구에서는 현재까지 국내에서 제안되거나 출원된 원격제어 관련 특허 동향을 분석한다. 이를 통해 시급히 개발되어야 할 기술 또는 시스템을 도출하고, 이러한 문제를 해결하기 위한 방안을 고찰하며, 향후 해결 방안을 모색하고자 한다. 본 연구는 세계적인 자율운항선박 관련 기술시장 선점에 기여할 것으로 고려된다. 아울러, 특허가 현재 출원 중인 내용은 본 논문에 기술하지 않고, 학술대회에서 설명할 예정이다.

This study is public R & D institutions report to verify what the impact factors on the course of progress of industrialization based on technology companies who previously received prior to the developed technology, what policies and plans for the next requirements based on this by offering the implications for business rate was to contribute to the improvement of the public research institution technology transfer. In this study, the influence factors on technology commercialization derived through the analysis of existing and previous studies, the characteristics of the previously received corporate environmental characteristics and previous technologies through a survey of the company received a technology transfer from public research institutions commercialization decisions and contributions, including sales and commercialization of the results were analyzed by logistic regression analysis demonstrated how to have relevance. Analysis, and linkage with high production company has an existing case of IT technology transfer, commercialization of higher technical success rate was higher compatibility. On the other hand, were observed and expected success rate were higher when a rather commercialized technologies independently be earlier than if participating in joint research in the development of the technology, unlike previously, completeness of the prior art did not significantly affect. This study has the following policy implications. Public research institutions have developed technologies are commercialized to figure out what the requirements of the technical aspects of consumer technologies in order to create economic wealth. And for technology commercialization for enough technical competencies to absorb the technology, and that the technology and considering the link between business and technology commercialization success to be applied. This study has some limitations. First, the sample size was not sufficient. In relation to the presence and participation of corporate success and commercialization of the R & D process, with many previous studies are needed more in-depth analysis by leading research in the sense that different results are obtained. Also did not reflect the will or the corporate culture, management and organizational skills and belongs to the external environment and internal corporate enterprises industry characteristics affecting the success of corporate management of the business. And lacked sufficient consideration of the various technical characteristics present in the form of joint research and industry. Finally, there is a limit of generalizations about other industries.

The utilization of the achievements derived from the national R & D project is a key task of the science and technology industry policy that should lead the national economic growth by enhancing the investment efficiency of the national R&D. Although Korea has implemented various programs supporting technology transfer, commercialization, Performance is not sufficient. One of several causes may include inflexibility of a small or medium-sized company Priority System. This study is exploratory research on the directions for improving the current a small or medium-sized company Priority System. Results: First, Because the current SMEs Priority System contributes positively to enhancing SMEs R&D capability, We have to keep the system in principle. However, it is necessary to improve the direction of giving the strategic flexibility of the system so that the system is not operated formally. First, it is appropriate to make an exceptional contract with a person other than a small or medium-sized company, if a small and medium-sized company is not suitable for a technology execution contract due to the nature of technology. Second, it is desirable to consider the fulfillment of the obligations of this system when "sufficient efforts" are made to find a technical user.

제주물산업을 선도할 이론과 실무능력을 겸비한 현장적합성 인재를 양성하기 위한 제주물산업 인재양성센터의 특화교육프로그램인 에듀워터가 시행 3년을 앞두고 있다. 특화교육프로그램의 성공적 운영을 위한 기반구축과 프로그램에 대한 이해가 그동안의 주요 목적이었다면 3차년도 이후부터는 산학협력을 바탕으로 해서 보다 실질적인 주제선정을 통해 특허, 상표등록, 프로그램개발, 저작권 등의 지적재산권 확보 방안이 확대 적용되어야 할 것으로 분석되었다. 본 논문에서는 향후 기술 이전 등으로 이어질 수 있도록 에듀워터의 진행 프로세스에 체계적으로 지적재산권 확보 방안을 적용하는 방안을 제시하고자 한다.

정부의 벤처 활성화 대책에 발맞춰 최근 산업은행은‘기업금융 활성화를 위한 기술평가제도(2호)’를 발표하였다. 보고서에 따르면‘기술이전촉진법’과‘벤처특별법’등 기술거래를 위한 기술가치평가의 근거가 마련되어있지만, 미래가치 평가를 위한 평가시스템과 전문기관 및 인력이 필요하다고 지적하였다. 또, 벤처 활성화를 위해 기술평가의 표준화 추진과 평가모델 신뢰성을 제고하는 한편 정부차원의 적극적인 지원방안을 수립해 기업금융을 연계할 필요가 있다고 주장하였다. 다음은 산업은행의 보고서를 정리한 글이다.

태양열 이용은 대체에너지자원 가운데 가장 널리 분포되어 있고 기술력에 따라 얼마든지 사용할 수 있는 태양열에너지를 그 대상으로 하고 있기 때문에 자연친화적이며, 친환경적인 접근방식으로 기술 개발 및 이용보급 정책을 함께 추진해야 할 것이다. 건물에너지 절약 기술도 국가에너지수요의 $30{\%}$이상을 차지하는 광범위하고 다양한 건물에너지 수요를 효율화하고 절감하는데 그 목적이 있으므로 기존의 건물에너지 이용방식의 문제, 효율개선방안, 그리고 신기술개발 및 환경친화적 건축설계등 기술 개발과 건축관련 정책을 병행 추진해야 그 효과를 기대할 수 있다. 따라서 기술개발 계획 수립, 연구개발 수행, 기술 이전 및 상용화 그리고 실용화 보급정책 시행의 전과정에 걸쳐 상호 보완적이고 체계적인 운용으로 효율을 극대화하고 파급효과를 높일 수 있을 것이다. 본 논문에서는 국가 에너지기술개발 10개년 계획의 목표와 틀 안에서 대체 에너지 기술 개발사업과 에너지 효율향상 기술개발 사업에 포함되어 있는 태양열 이용과 건물 에너지 절약기술에 관련된 프로그램들을 중심으로 효율적 운영방안 등을 검토하고자 한다. 또한 각각의 프로그램들이 가지는 특성과 연관성을 검토하여 추가 보완사항이나 정책대안을 제시하고자 한다.

세계 각국의 국방비는 냉전종식 이후 일시적으로 대폭 감소되었으나 1990년대 후반부터 증가세로 전환하여 1993년에 2.8%에서 2000년에는 3.8%로 상당히 증가되었다. 그러나 우리 나라는 2002년에 2.8% 수준을 나타내고 있어 세계에서 안보위협이 가장 높은 국가 중 하나이면서도 국방비 부담률은 세계 평균(3.8%)에도 크게 미치지 못하고 있다. 과학기술의 혁명적 발전과 선진국들이 첨단기술의 해외 이전을 기피하고 있어 장차 첨단정보.기술군 체제로 전환되려면 독자적인 연구개발 능력과 핵심기술 확보가 필요하며, 이를 위해서는 적정수준의 연구개발비가 투자되어야 한다.
