국내외 자율주행자동차 기술개발 동향과 전망

  • 최근 자동차와 ICT가 융합되면서 이전에 느껴보지 못한 새로운 가치를 고객에게 전해주고 있다. 자동차산업의 가치사슬 또한 전자업체들이 들어오면서 이전과 다른 양상으로 변하고 있다. 대표적으로 자율주행기술에서 이러한 모습이 잘 드러난다. 자율주행기술의 개발 추이를 보면 충돌방지기술(ADC) 분야의 특허가 53%로 가장 많고, 센싱 및 트래킹기술(AEC) 분야가 28%, 주행주차 지원기술(ACE) 분야가 9%로 그 다음 순이었다. 특히, 주행주차 지원기술(ADE) 분야의 특허는 1994년 이후 다른 분야의 특허보다 배 이상 앞서고 있다는 점을 알 수 있다. 일본의 주요 자동차회사들은 양적 수준에서 외국의 다른 완성차업체들보다 앞선 것으로 나타나 스마트카 기술 개발에 대한 준비를 오래 전부터 한 것으로 보인다. 우리나라도 세계 최고수준의 기술력을 가지고 있는 IT업체들과 자동차업체들의 제휴를 촉진하고 유망 중소기업과도 협력할 수 있는 기반을 마련하여 스마트카 분야의 선순환 생태계를 만드는 것이 중요하다.

An Empirical Study of the Impact of Professor's Capability on Technology Transfer based on the case of Chonnam National University (교수역량이 기술이전에 미치는 영향에 대한 실증분석: 전남대학교 사례를 중심으로)

  • The purpose of this research is to analyze the performance of technology transfer of university and professors' capability based on their research activities and performance. For this study, paper citation index, patenting activities, R&D funding scales from public and private sectors separately, careers before and after being professor, scale of research team of 80 professors, who had experienced in technology transfer, were collected. Major result of this research shows that patenting activities rather than paper publishing, R&D funding from private sectors rather than public sectors, and careers after being professor rather than before, are significant factors to affect the performance of university's technology transfer.

  • 우리나라 지역발전정책은 80년대 들어서 심화된 국토불균형 문제를 해소하기 위하여 지역경제 활성화 및 지방투자 촉진 목적의 다양한 정책 수단을 마련하면서 본격화 되었다. 수도권 소재 기업의 지방 이전을 위한 각종 법률과 제도가 제정 시행된 결과 일정 부분 성공했다는 평가가 있다. 충북지역 역시 수도권 소재 기업의 유치를 위하여 다양한 노력을 기울이고 있다. 이러한 중앙정부와 지방정부의 다양한 노력 결과, 2000년 이후에 충북으로 이전한 총수는 약 170여개 기업 정도가 되었다. 이들 기업은 업종별이나 지역별 등과 같은 그 구성 비율로 볼 때 고르지 못한 면이 있다. 예를 들어 기업의 지역별 이전기업 수를 보면 충주 46개, 청원 28개 기업으로 주로 충북 북부지역과 중부권에 집중되어 있고 영동과 보은 등의 남부권으로 이전한 기업은 거의 없어, 균형 개발 차원에서 남부 3군(옥천 포함)에 대한 충북도 차원의 지원이 필요할 것으로 보인다.

  • 우리나라 최초로 설치되니 대형 플라스마 발생기가 「한빛」장치가 지난 6월21일 준공되었다. '제 4의 물질상태'라고 불리는 플라스마 발생기기「한빛」장치는 미국 MIT대학에서 3천만 달러를 들여 시설한 것을 영구임대 형식으로 무상 임대받아 한국에 이전, 시설한 것이다. 9월부터 본격 가동될 「한빛」의 운영계획을 준공하기까지 산파역을 맡았던 기초과학지원연구소장 최덕인 박사에게 들어보았다.

The Effects of Relationship between Universities, Public Research Institutes and External Organizations on Performance of Technology Transfer : based of Triple Helix Model (대학·공공연구소와 외부기관과의 관계가 기술이전 성과에 미치는 영향 : Triple Helix 모형을 기반으로)

  • The Korean government is aiming to strengthen industrial and national competitiveness through the promotion of cooperation between universities, public research institutes and industry and vitalization of technology transfer. In 2013 and 2014, the Ministry of Trade, Industry and Energy and Ministry of Science, ICT and Future Planning have announced policies to support SMEs by public research organizations. In addition, in 2015, the 'Korean Fraunhofer support system', which pay government subsidies according to the amounts of private R&D funds was adopted. However, there are some concern about the government's policies. There is yet disclosed how these policies affect technology transfer because industrial R&D funding has not been activated in Korea unlike German. Therefore this paper analyzes effects of relationship between universities, public research institutes and external organizations on performance of technology transfer based on the Triple Helix Model. Empirical results show that the relationship with the government has a significant impact on the resource security and the relationship with the industry has a significant effect on the diffusion of the performance. In addition, a public research institute was selected and case analysis was conducted to suggest policy implications for improving the technology transfer performance of universities and public research institutes.

An Exploratory Study on Factors Impacting the Public Technology Commercialization in Korean SMEs (우리나라 중소기업의 공공기술 사업화 영향요인에 관한 연구)

  • This paper investigates the success and failure factors of technology commercialization for SMEs developing public sector technologies. The 2014 Korea Technology Transfer Commercialization Status Report states that only 30% of the technologies that are transferred are being used and the rest are neglected. The objective of this paper is to determine the relationship between quantitative variables and the success rate of technology commercialization of 1,222 SMEs in Korea by using three analyzes (cross tabulation, process and logistic) methodologies to increase the success of public technology commercialization. The outcome shows that the number of successful technology deployment cases and the number of IPR registration cases have a positive impact on the success rate of public technology commercialization. The statistical outcome also verifies that unnecessary technology development, more attempts and failures of technology development, and longer lead time in the planning phase have a negative impact on the success rate of the public technology development and commercialization. For policy implications, the government should be selective in supporting public technology commercialization and development for SMEs as not all technology attempts exert positive effects.

  • While the cost of technology development is increased, the life cycle of products and services that have been developed has become progressively shorter. Open innovation have been increasing by company as a strategy to respond to the rapidly changed market. Technology transfer from universities is one of the typical means of technological innovation. Although a university has invested significant resources in R&D, the results has been neglected. Therefore, at the moment, research is needed about the outcomes and efficiency of technology transfer at universities. In the previous research, since most of studies focus on the analysis of factors that influence the outcome of technology transfer, in this study, targeting domestic universities, the efficiency of technology transfer at the university was analyzed. In addition, differences in the efficiency of different types of university is verified. Consequently, universities specializing in technology and industry has high-efficiency than the others. There is no significant difference between the groups of universities whether or not to participate in Technology Licensing Office(TLO). More efforts are required for successful results of TLO in Korea. This study is expected to be able to provide reasonable indicators on technology transfer for further research.
