본 연구는 국가기술혁신시스템의 틀 안에서 기술이전$\cdot$확산의 필요성과 역할을 규명하고, 이를 토대로 21세기 국내 전력산업이 경쟁력을 갖춘 산업으로 발돋움하기 위한 기술이전$\cdot$확산시스템 구축방안을 제시하고 있다. 나아가 전력기술 확산체제 구축이 국가기술혁신시스템과 독립적으로 인식되는 것을 제고하고, 연구 과정 중에 전력기술 확산체제가 국가기술혁신시스템 내에서 자연스럽게 이해될 수 있도록 이론적 틀을 검토하였다. 이를 위하여 기술이전$\cdot$확산 체제의 개념과 정책과의 관계를 규명하고, 전력기술이전$\cdot$확산체제 구축의 필요성과 추진방안을 모색하고자 하였다. 이후 전력기술이전$\cdot$확산 시스템의 구축에 있어 예상되는 설계사항을 분석하고, 이에 부합하는 전력기술이전$\cdot$확산시스템의 구축 방안을 제시하고자 하였다. 마지막으로 전력부문의 정책 및 전략의 추진체계 수립을 통하여, 국가기술혁신시스템 내에서 전력기술이 확산되도록 하기 위한 활성화 방안을 제시하였다.

첨단기술 분야의 발전 및 기술개발 촉진을 위해서는 개발된 기술의 기업간 이전거래활동이 활발히 이루어져 기술의 상업화와 고도화가 촉진되어야 한다. 이를 위해서는 기술중개기관이나 거래소와 같은 제도적 기반을 갖추는 것뿐만 아니라 특정 기술이 가지는 가치를 중립적 관점에서 평가할 수 있는 방법론의 개발이 요구된다. 기술 구매자와 기술 판매자 사이의 가격협상을 위해서는 특정 기술이 보유한 중립적이고 객관적인 가치가 우선적으로 제시되어야 하기 때문이다. 본 논문은 기술이전거래 촉진을 위한 기술가치평가 모형의 개발과 평가모형에 따른 평가과정을 지원하는 기술가치평가시스템의 개발을 목적으로 차고 있다. 기술가치평가시스템은 웹 기반으로 개발되어, 관심 있는 사용자는 웹 브라우저를 통해 기술적 가치를 실시간으로 신속하고 효율적으로 평가할 수 있도록 구현되어 있다.

This paper suggests that the introduction of Seoul-Pusan High Speed rail system makes related railway industry to be developed through transfer of high technology and other related industries to be jointly grown by technology' ripple effects. Technology transfer and localization implementation process in the period of technology introduction was reviewed synthetically and problems at that period was also analyzed. And technology development countermeasures of railway industry was discussed in order to maintain and expand railway system technology in the future.

The aim of online technology transfer market is not just to offer meeting place for technology seller and technology buyer, but to save cost and time in technology transfer by providing information on technology transfer. Providing timely information in technology transfer is important. As such integrated management system of the technology transfer information is required for efficient management of information on technology transfer. The existing online technology transfer sites provide simple technology information and can not check and update information from technology seller or buyer. This paper present an example of integrated management system of the technology transfer information which provides technology seller and buyer timely information.

21세기에 들어 세계경제는 지식기반경제로 급격히 발전하고 있으며 이에 따라 국가기술혁신의 필요성이 커지고 있다. 급격한 기술발전의 추세와 R&D분야에서의 한정된 자원을 고려하면 선진국과의 기술 격차를 줄이기 위한 기술이전의 활성화는 우리나라의 당면과제라 할 수 있다. 본 고에서는 기술이전의 인프라인 기술이전 정보유통의 국내외 상황과 한국과학기술정보연구원에서 추진중인 국제기술시장에 대한 소개, 그리고 이러한 제반 상황하에서 국내 기술이전 정보유통의 발전적인 대안과 지식정보를 활용하고 지원할 수 있는 기술가치평가 시스템의 개발에 관한 내용을 소개하고자 한다. 정형화된 특허정보와 기술에 의한 제품시장정보를 제공함으로써 기술의 잠재사업이익 추정을 지원하며, 산업특성 및 기술혁신단계를 분석하여 기술기여도를 산출하고, 실물옵션법을 이용하여 최종 기술가치를 산출하는 단계로 개발된 기술가치평가 시스템을 소개하였다.

It is well known that international technology transfer(ITT) is relatively more difficult than the domestic technology transfer because of the difference in interest, technology level, culture and other various macro-environmental conditions. This study aims to derive recommendations for ITT of National Science and Technology Information Service(NTIS) of Ministry of Science, ICT and Future Planning(MSIP) by conducting case study of ITT in domestic public information systems. The cases are the national agencies that performed successfully in ITT. The cases are Korea Customs Service(KCS)'s customs administration system(UNI-PASS), Public Procurement Service(PPS)'s Korea On-Line E-Procurement System(KONEPS), and Korean Intellectual Property Office(KIPO). After studying on how the cases proceeded ITT, this paper suggests proper preparation strategies in the view point of information marketing.

The objective of this paper is to examine the determinants of technology transfer for Small and Medium Enterprises. Based on IP-MARKET, KIPRIS, and Wintelips, we employ the logistic regression analysis using all data related with technology transfer in markets for intellectual property rights from 2008 through 2012. Our main results are as followings: (i)the more inventors the higher possibility; and (ii)the more claims and forwards the higher possibility of success in technology transfer in Small and Medium Enterprises.

최근 사물에 태그를 부착하여 사물의 정보를 확인하고 주변의 상황을 감지하는 RFID(Radio Frequency Identification)시스템이 등장하여 유비쿼터스 사회의 기반 기술 중 하나로 주목받고 있다. 하지만 현재 RFID 관련 산업들은 개인 프라이버시 침해 문제로 실생활 적용에 많은 어려움을 겪고 있다. 이에 정부 및 여러 연구기관에서는 RFID 시스템에서의 개인 프라이버시를 보호하기 위한 연구가 활발하게 진행 중이다. 하지만 이러한 연구들은 태그와 리더사이 무선공간에서의 도청 등을 통한 정보유출 및 위치추적 등의 문제를 다루고는 있지만, 소유권 이전 발생 시 프라이버시를 보호하는 문제는 다루지 않고 있다. 태그가 부착된 사물들 중에는 개인소유의 물품들이 존재하며, 이 사물들은 한 사람에게 평생 소유될 수도 있지만, 다른 사람에게 소유권을 이전해야 하는 경우가 발생한다. 하지만 현재 RFID 시스템에서는 이에 대한 기술 및 연구가 부족하다. 따라서 본 논문에서는 RFID 시스템에서의 소유권이전 문제에 대한 중요성을 기술하고 현재까지 제안된 RFID 시스템에서의 안전하게 소유권을 이전 할 수 있는 기법들을 알아본다. 그리고 제안된 기법들의 취약성을 분석하여 앞으로의 연구방향을 제시한다.

The research is to develop U-IT Technology Transfer Re-auction System Model for technology transfer enable transactions of buyer-oriented. The buyer sends condition technology parts and data informations to provider. The First step, The buyer sends condition technology parts and data informations to provider. The Second step, the buyer's technology and conditions in the First step will be transferred to the DB of a provider who can provide that technology. The Third step, a provider can bid after inputting the conditions. The Fourth step, the buyer decides the ranking of successful bids in condition-optimized auction process. The Fifth step, the buyer invites a provider to be a successful bidder. The last step, if there's no successful bid within the period, the sale considered failed. The buyer-oriented re-auction system is that the deal will become extinct automatically when its sale failed more than two times.

2009년 6월 17일 한국천문연구원은 한국과학기술정보연구원, 한국아마추어천문학회와 함께 한국형 외계지적생명체 탐색 (SETI KOREA) 사업의 공동 수행을 위한 협약을 체결했다. SETI KOREA 사업의 추진을 위해서 한국천문연구원은 KVN 관측자료를, 한국과학기술정보연구원은 그리드 컴퓨팅 시스템인 Korea@Home 플랫폼을 제공하기로 했다. 한국아마추어 천문학회는 교육과 홍보 부분을 담당하기로 했다. 2010년 1월 한국과학기술정보연구원의 '10년 기본사업 20% 축소' 방침에 따라 Korea@Home의 모과제인 '그리드 기반기술 개발' 과제가 폐지되어 Korea@Home 사업도 종료될 위기에 처했고 SETI KOREA 사업도 위기를 맞이하게 되었다. 이에 따라 한국과학기술정보연구원의 Korea@Home 시스템을 한국천문연구원에 기술이전하여 한국천문연구원 주관으로 SETI KOREA 사업을 계속 추진하기로 결정했다. 이 발표에서는 Korea@Home 시스템의 기술이전 추진 현황에 대해서 보고한다.
