Today scientific and technological activities for development raise a whole series of problems with the institutionalization and the professionalization of science, but also with the increasingly obvious links between technologies, innovation and production of goods and services, and the difficulties caused by relationship between sovereign one. Solving these problems therefore requires discussion, agreements, and consensus, not only with the Korean Government, where present budget difficulties demand trad-offs between scientific and technological activities and other forms of technical assistance on the one hand, and other R&D objectives on the other. The purpose of this paper is to examine the problems facing auther's own experiences in this connection and to show what kinds of solutions they have been applying in order to identify some useful inputs through consulting engineer for discussion. It is based on very general accounts of the policies, institutions and activities of about own experiences and, even for those, only on rather limited, fragmentary information derived from the few official documents.

The Korean government is aiming to strengthen industrial and national competitiveness through the promotion of cooperation between universities, public research institutes and industry and vitalization of technology transfer. In 2013 and 2014, the Ministry of Trade, Industry and Energy and Ministry of Science, ICT and Future Planning have announced policies to support SMEs by public research organizations. In addition, in 2015, the 'Korean Fraunhofer support system', which pay government subsidies according to the amounts of private R&D funds was adopted. However, there are some concern about the government's policies. There is yet disclosed how these policies affect technology transfer because industrial R&D funding has not been activated in Korea unlike German. Therefore this paper analyzes effects of relationship between universities, public research institutes and external organizations on performance of technology transfer based on the Triple Helix Model. Empirical results show that the relationship with the government has a significant impact on the resource security and the relationship with the industry has a significant effect on the diffusion of the performance. In addition, a public research institute was selected and case analysis was conducted to suggest policy implications for improving the technology transfer performance of universities and public research institutes.

최근 낙동강 유역은 수질개선의 가시적 효과가 미흡하고 취수원 이전 방안에 대한 지역간 갈등으로 먹는 물에 대한 불안감이 지속되고 있다. 또한 맑은 물 공급을 위한 다양한 개선안에도 불구하고 유역 구성원간 이해관계가 복잡하여 실효성 있는 대책추진이 어려운 실정이다. 따라서 낙동강 상하류에 맑은 물을 안정적으로 공급할 수 있는 최적 물 배분 대안을 마련할 필요가 있다. 이 때 유역 내 다양한 수원을 활용하여 맑을 물을 확보해야 하며 특정 지역의 이익만을 고려하는 것이 아닌 모든 지역에 편익을 줄 수 있는 대안을 마련할 필요가 있다. 본 연구에서는 낙동강 유역 중 최근 갈등을 빚고 있는 부산·경남지역의 취수원 이전에 따른 물 공급 안정성을 평가하여 제시하였다. 이를 위해 제안될 수 있는 몇 가지 대안에 대한 장래 물 수급 전망을 수행하여 대안별 용수 공급 가능성을 검토하였으며 대안별 유역의 물 공급 안정성에 미치는 영향을 평가하여 제시하였다. 취수원 이전과 같은 맑은 물을 공급하기 위한 다양한 대안들은 해당 지역뿐만 아니라 다른 지역의 물 공급에도 영향을 줄 수 있기 떄문에 보다 광범위한 분석이 요구된다. 분석 결과는 향후 낙동강 유역의 맑은 물 공급 사업에 대한 물 공급 관련 다양한 정보를 제공함으로써 보다 합리적이고 투명한 대안 선정에 기여할 수 있을 것으로 기대된다.

Transborder data flow(TBDF) of personal information in Korea has been limited by current Privacy law which request data subject to give consent. As the IT industry is growing at an incredible rate, there is a need to review the existing law to cope with growing industrial demand and increasing numbers of international data transfer. The transfer of personal data overseas not only allow businesses providing IT services including finance, internet, e-commerce to thrive, but also impact every aspect of our lives which are increasingly depended on these technology. Transmitting personal data across borders raises serious questions of privacy protection and restriction of business operation. In ordrer to promote interoperability of personal data in international environment, a considerable amount of research and debate needs to be taken before implementing a sound policy. This paper presents a need for a sound TBDF policy in Korea by examine the main policy challenges associated with TBDF. Finally, the paper identify policy suggestions based on European Union's approach as they have successfully implemented TBDF policy that balanced data privacy and economic agenda.

The purpose of this study is public and Private transfers in the elderly life satisfaction, self-esteem any influence to understand. Analysis of the frequency analysis, T-test, ANOVA, regression analysis was performed. Study the following points were discussed. First, the elderly public transfer and Private transfers in accordance with life satisfaction, self-esteem was significant. Second, private transfers from children in public transfer income subsidies and the more life satisfaction and self-esteem, respectively. Third, the private sector of private transfers. Individual grants fewer higher self-esteem. Based on these results, the following suggestions were Economic independence of the elderly a chance to increase the self-esteem that was found. Therefore, a more practical and should be supported by specific public transfer system.

최근 사물에 태그를 부착하여 사물의 정보를 확인하고 주변의 상황을 감지하는 RFID(Radio Frequency Identification)시스템이 등장하여 유비쿼터스 사회의 기반 기술 중 하나로 주목받고 있다. 하지만 현재 RFID 관련 산업들은 개인 프라이버시 침해 문제로 실생활 적용에 많은 어려움을 겪고 있다. 이에 정부 및 여러 연구기관에서는 RFID 시스템에서의 개인 프라이버시를 보호하기 위한 연구가 활발하게 진행 중이다. 하지만 이러한 연구들은 태그와 리더사이 무선공간에서의 도청 등을 통한 정보유출 및 위치추적 등의 문제를 다루고는 있지만, 소유권 이전 발생 시 프라이버시를 보호하는 문제는 다루지 않고 있다. 태그가 부착된 사물들 중에는 개인소유의 물품들이 존재하며, 이 사물들은 한 사람에게 평생 소유될 수도 있지만, 다른 사람에게 소유권을 이전해야 하는 경우가 발생한다. 하지만 현재 RFID 시스템에서는 이에 대한 기술 및 연구가 부족하다. 따라서 본 논문에서는 RFID 시스템에서의 소유권이전 문제에 대한 중요성을 기술하고 현재까지 제안된 RFID 시스템에서의 안전하게 소유권을 이전 할 수 있는 기법들을 알아본다. 그리고 제안된 기법들의 취약성을 분석하여 앞으로의 연구방향을 제시한다.
