The purpose of this study is to examine the effect of Gratifications Obtained (GO) on behavioral intention targeting Over-the-Top (OTT). The study chooses quality of content, variety of content, leisure activity, entertainment, the convenience of watching, and reasonable rate ratio as factors of GO. The number of subjects for the research is 330 people aged from their twenties to thirties in Daegu and Gyeongbok province. This study employs multi-regression analysis to analyze the impacts of GO on behavioral intention. The analysis shows that quality of content and variety of content influence behavioral intention at a significance level of 0.01, and entertainment and the convenience of watching influence at a significance level of 0.05.

In this study, a research model was established and analyzed in order to examine how the characteristics of organizational culture affect the innovation behavior of employees. This study divided the characteristics of organizational culture into development, stability, and rationality as sub-factors, and conducted a study on the relationship between characteristics of organizational culture and innovation behavior. This study also attempted to confirm whether creative efficacy mediates between the characteristics of organizational culture and innovation behavior. To this end, the data collection was targeted to 80 members of the organization in the company, and the SPSS and PLS programs were used to analyze the collected data. As a result of hypothesis testing, only stability among the characteristics of organizational culture had a significant direct effect on innovation behavior. These results can be interpreted as meaningful results in a study between the characteristics of organizational culture and the innovation behavior of employees. In addition, creative efficacy was found to significantly mediate the influence of organizational cultural characteristics (development, stability, and rationality) on employees' innovation behavior. We suggest that companies should focus on forming an organizational culture in terms of internal stability perceived by employees, and lead employees' innovation behavior to create organizational performance. We propose that companies should create an organizational culture so that the characteristics of the organizational culture (development, stability, rationality) increase the creative efficacy of the employees and lead to the innovation behavior of the employees.

The purpose of this study is to propose an effective approach of making route decisions for the large-scale national project (i.e. the KTX Gyeongbu line between Daegu and Busan) by analyzing the conflicts that had occurred in the process of selecting the routes and stations. This study investigated policy making processes and conflicts during the construction of the KTX Gyeongbu line. The five contentious issues were 1) selecting the route between Daegu~Busan line, 2) developing a new route through Gyeongju areas, 3) making decisions of the first and second phases of construction, 4) setting up an extra station in Ulsan, and 5) conflicts of the Mt. Cheonseong route in Yangsan. In terms of analyzing these issues, the current study focuses on dealing with notions of technical, economical, legal, social, and practical rationality. Based on such analyses and implications, this study proposes a relatively reasonable model of line decision making especially for long-distance intercity routes. It also turns out that the large-scale project like the development of KTX Gyeongbu line should be conducted after receiving enough quantitative evaluation by reviewing relevant technical research studies and economic analyses, and having social agreements to prevent plausible conflicts.

In this paper, I have attempted to show how the environmental controversy surrounding the Saemangeurn Reclamation Project in Korea has been framed as narrow scientific debates. First of all, science, or specifically the Expert Review Pane, has played dual roles in the controversy. On the one hand, it has contributed to illuminating the future environmental impacts of reclamation, by so doing, to providing a momentum to reconsider the project. This has significant meaning that environmental concerns successfully checked the symbolic national project of developmental era through adopting a joint-investigation scheme that guaranteed participation of environmental groups on an equal footing with the government. On the other hand, by limiting the scope and participants of discussion, it fundamentally blocked the possibilities of public debates and deliberative decision-making with full considerations of the political, social, and cultural aspects of the controversy. I have shown that this is due to the realist belief shared by both the developers and the environmentalists in Korea that 'proper' science would disclose the truth. Environmental groups, in particular, were naive in evaluating the role of scientific expertise in the controversy and neglected the political role of the Expert Review Pane as a ritual. In opposition to the realist argument, I have shown through the analysis of the water quality debates concerning the future fresh water lakes that scientific 'facts' were not discovered but constructed through complex negotiations, conflicts, and compromises among related actors. The framing of the controversy as an experts' debate has resulted in the exclusion of an important actor from the discussion. Little attention has been paid throughout the controversy to the very people who have lived in the Saemangeum area for generations and will lose their livelihood all together soon. About 20,000 fishermen are living on the Saemangeum tidal flats.

그동안 전개되어온 국내의 주파수 정책은 신규 모바일 주파수 확보와 할당분야에만 초점이 맞춰져 왔으며, 기존 주파수의 이용 효율성 제고를 위한 정책분야는 그 중요성에도 불구하고 상대적으로 주목을 받지 못하였다. 이에 본 논문에서는 기존 모바일 주파수에 부과된 기술적 제약을 완화하고 이용 효율성을 제고하기 위한 국내 정책수립에 도움을 주고자 하는 의도에서, 유럽의 모바일 주파수에 대한 기술중립성(Technology-neutrality) 도입 및 자유화정책 추진동향에 대하여 분석 정리하였다. 본 논문의 분석 결과에 따르면 모바일 주파수 대역에 대한 기술중립성 도입 및 자유화정책 추진 논의는 매우 시급하다고 보여지며 정책의 합리성을 제고하기 위해서는 소비자 편익과 공정경쟁 리스크에 대한 상대적 크기를 비교함량하여 추진방향을 결정하는 것이 바람직하다고 사료된다.

방산업체는 정부를 상대로 제한된 시장에서 생산업무를 수행하고 있기 때문에 완전경쟁시장과는 다른 특수한 상황에 직면해 있다고 할 수 있으며 그 동안 정부와 방산업체간에는 상반된 이해관계로 인해 많은 문제점이 있는 것으로 드러났다. 따라서 이 글의 목적은 계약제도의 효율성과 합리성을 구현하기 위해 기존의 계약제도를 미국과 일본의 선진계약시스템과 함께 분석하고, 더욱 발전시켜야 하는 제도는 장려할 수 있도록 방안을 찾고자 한다.

기술자는 조속한 시일내에 상대방의 기술을 완전히 소화된 우리 기술로 전환하는데 온갖 노력을 경주하여, 기술도입 시대의 기술수준을 능하하는 단계에 까지 이끌어 가야 하며 그야말로 완 전한 국산품으로써 세계시장을 권석할 것을 자기의 사명으로 삼아야 할 것이다. 이러기 위한 방법으로는 여러 가지가 있을 것이다. 선진국에의 연수를 통하여 적극적으로 기술을 습득할 수도 있고 또는 외국의 고도의 기술적인 자료를 수집하여 이를 이해하고 검토하여 나아가서는 응용할 수 있는 능력을 기를 수도 있다. 이러한 방법의 효과적인 성과를 얻기 위하여는 group study가 바람직하다고 생각한다. 특히 현대와 같이 전문적으로 분업화된 공업형태에서는 한 지도자 아래 group의 각자는 group의 횡적인 협조에 의하여 조화를 이루면서 한가지 문제를 파고들어 이를 소화 해결하고, 이들을 집대성하여 종합적으로 다듬어질 때 우리의 힘을 과시할 수 있을 것이다. 한사람의 힘은 비록 약하더라도 합쳐지면 큰 힘이 된다는 것은 만고의 진리이다. 각자의 의견이 다르다 하더라도 타협점을 발견하여 목적을 향한 최단거리를 모색하는 합리성을 지녀야 할 것 이다.
