  • The technological risk has two major aspects. The one is technological aspect of the risk which consists of rules of nature and rational behaviors of humans. The other is social aspect of risk which consists of human values and nonrational and emotional behaviors of humans. So the technological risks should be called and treated as the technological and social risks. Because of these, not only technological professionals but also public people should have the chance to participate in the management of technological risks.

  • 최근 건설 프로젝트의 대형화 및 다양한 신공법들의 도입으로 불확실한 위험도 요인들이 점점 증가함으로써 일련의 시스템적 절차에 따른 리스크관리 (Risk Management)체계와 프로젝트 참여자들간의 효율적인 정보전달 방안이 요구되고 있다. 이를 위해 본 연구에서는 '리스크 시각화 시뮬레이션 구축 방법론'을 제시한다. 이는 최근 각종공사 정보 시각화부분에서 주목받고 있는 4D CAD 기술과 리스크 분석을 시스템적인 절차로 구성하여 연계한 방법이다. 시스템적 리스크 분석 절차는 리스크관리기법인 AHP 및 퍼지 분석기법을 동시에 적용하여 합리적인 리스크 정량화를 수행할 수 있도록 구성하였다. 그리고 이로부터 산출된 리스크 요인별 위험정도는 WBS 코드체계 기반으로 4D CAD의 공종과 연계되어 리스크 정도 수준에 따라 설정된 색상으로 시뮬레이션이 구현되도록 구성하였다. 이러한 방법론은 IDEF0 모델링 기법으로 제시함으로써 향후 시스템 구축의 기초 자료로 활용할 수 있도록 하였다.

A Study on Improvement of Structural Strength Evaluation Methods for Tank of Tank Car used for Carrying Hazard Materials (위험물 수송 철도차량 탱크의 구조강도 평가방법 개선연구)

  • In this study, we researched about characteristics of many kinds of tank cars for carrying hazard materials and performed structural strength evaluation using finite element analysis for tank of asphalt tank car to suggest the efficient analysis method that can develop accuracy regarding to characteristics of tank cars. For this, we analyzed the asphalt tank refer to JIS E 7102 (Design Method for Tanks of Tank Cars). As results, we could show that the maximum stress is applied at the area supported by saddle and the maximum stress is under a criterion suggested from JIS E 7102. Therefore we verified that this asphalt tank car had enough structural strength.

  • Technology readiness assessment is a procedure for managing defense project risk factors based on the preemptive identification of technical risks. Under current regulations, technology readiness is determined based on considerations of the ratings of factors itemized on a checklist, whether unsatisfied factors have a fatal impact on the project, and whether countermeasures for unsatisfied factors have been established. However, objective criteria for assessing the impact of unsatisfied factors have not been presented, and thus, at present, the results of technology readiness level determinations are largely subjective. In addition, the importance of questions on the checklist is dependent on individual project characteristics and this is not considered during the assessment process. In this paper, we propose an improved technology readiness assessment procedure that considers the characteristics of each project. Using the proposed procedure, we quantitatively determined the importance of each checklist item using a weighting method. We found the devised procedure improved the reliability and objectivity of technology readiness assessment results. A case analysis of a complex weapons system is presented to demonstrate these improvements.

  • Up to date, the life extension of industrial plant structures has been strongly required in the field of iron-manufacturing company, atomic or power generation company and so on. Fault monitoring, maintenance of aging structural components, safety assessment and residual life prediction may be recognized as typical and/or practical methods in terms of life extension methods. Based on the construction of damage scenario, precise analysis method and development of the risk or reliability assessment, a number of studies have been carried out in this viewpoint. In conjunction with the finite element analysis technique, a practical procedure for the safety assessment of iron-manufacturing plant structures was developed in this paper with a particular interest in furnace. By virtue of the detailed finite element analyses for blust furnace under an operational condition, the validity of the proposed procedure for safety assessment was presented.

Die Übersicht des rechtliche Struktur über die Rechtsschutzversicherung (법무비용보험의 법적 구조의 개관 - 독일 입법례를 중심으로 -)

  • Die Rechtsschutzversicherung ist als eine echte Schadenversicherung eine neue Versicherung, die $Spezialit{\ddot{a}}t$ des versichertes Risikos hat. Das bedeutet, dass der Rechtschutzversicherer nur bestimmte vertraglich vereinbarte Risiken $tr{\ddot{a}}gt$. Diese Risiken sind in den Allgemeinen Bedingungen $f{\ddot{u}}r$ die Rechtsschutzversicheurng (ARB) im Zusammenhang mit Versicherungsvertragsgesetz (VVG) ${\S}$ 125 exact beschrieben. VVG ${\S}$ 125 spricht allegemein von Leistung des Versicherers im vereinbarten versicherten Umfang. Entscheidend ist also die Vereinbarung in den ARB, welche in ${\S}$ 1 die Kostentragung $f{\ddot{u}}r$ den Versicherten als Hauptleistung des Versicherers beschrieben ist. Also in den VVG ${\S}{\S}$ 125 bis 129 gibt es keine Definition ${\ddot{u}}ber$ die Sparte der Rechtsschutzversicherung, jedoch mindestens es $w{\ddot{a}}re$ $m{\ddot{o}}glich$, diese Sparte zu definieren. Um die $k{\ddot{u}}nftige$ Produktentwicklung nicht zu hindern, $enth{\ddot{a}}lt$ die Vorschrift keine gesetzliche Definition der Rechtsschutzversicherung nach Angabe der amtlichen $Begr{\ddot{u}}ndung$. Weil in Korea die Rechtsschutzversicherung relativ neu in Versicherungsmarket ist, sind daher VVG ${\S}{\S}$ 125 ein gutes gesetzgeberisches Vorbild, um pragmatisch und auch dazu rechtswissenschaftlich zu diskutieren und diese fsetzustellen. Im Schritt von Ausdehnungen der juristischen Dienstleistung $w{\ddot{a}}re$ es $n{\ddot{o}}tig$, zu betrachten, wie Leistungsumfang des Versicherers in der Rechtsschutzversicherung erweitert werden kann. And noch dazu ist die Informationspflicht des Versicherers in Hinsicht auf Versicherungsunfall und Leistungsumfang noch weitert zu ${\ddot{u}}berlegen$, weil diese Sparte der Rechtsschutzversicherung noch professioneller als die anderen Versicherungsbereiche ist.

  • 홍수피해의 위험성이 증가하고, 발생 시기가 불규칙해짐에 따라 보다 효과적인 홍수위험관리가 요구되며, 최적의 홍수피해저감대책을 수립하기 위해서는 다양한 홍수피해저감 대책들에 대해서 비용대비 피해저감효과 분석이 필요하다(FLOODsite, 2007). 홍수피해저감효과를 분석하기 위해서는 수리 수문학적 분석을 통한 피해범위와 침수심 등 피해규모를 분석함과 함께 피해규모에 따른 홍수피해액 추정이 가능해야 하며, 이를 통해 홍수피해저감 대책에 대한 비용대비 효과분석 수행이 가능하다(Kim et al., 2014). 국내에서 많이 적용되고 있는 다차원법은 침수편입율을 산정하고 건물에 대해서 손상률에 해당하는 피해율이 제시되어 있으며, 이를 이용하여 구조물과 내용물에 대해 피해액을 추정할 수 있다(Choi et al., 2006a; Choi et al., 2006b; Yi et al., 2010). 그러나, 단독주택, 아파트, 연립주택 등 주택 이외 다른 용도의 건물에 대해서는 손상함수가 없어 우리나라 여건에 맞는 공공건물에 대한 손상함수 개발이 필요한 상황이다. 본 연구에서는 실제 피해지역의 자료들을 토대로 공공건물 용도별 침수심별 손상함수를 개발하고 적용하였다. 공공건물에 대한 손상함수 개발을 위해서는 많은 피해자료의 수집이 필요하나, 실제 공공건물의 경우 다양한 건물유형으로 인하여 유형별 침수사례가 많지 않은 상황이다. 이로 인하여 현장조사에 의한 침수현황 조사는 한계가 있기 때문에 보험가입자에게 사고로 인하여 손해가 발생했을 때 그 손해액을 결정하고 보험금을 산정하는 업무를 수행하는 손해사정사들을 통해 여러 가지 공공건물을 대상으로 침수심별 손상률에 대한 설문 조사를 실시하였다. 본 연구를 통해 공공건물에 대한 손상함수의 개발절차, 침수심별 손상함수의 개발결과, 보완과정 그리고 손상함수의 적용결과에 대한 국내외 기법과의 비교 결과를 제시하였다. 적용결과 본 연구에서 현장 조사 기반으로 개발한 손상률을 적용한 경우 국내 실제 피해액을 가장 잘 반영하는 것으로 분석되었는데, 다만 동일 건물용도(예컨대 공공업무시설)일지라도 바닥재 등 마감재 재질이 건물마다 다르며, 건물별로 공간 활용 여건이 다양하여 동일한 침수심에 대해서 피해액의 변동폭이 크게 발생 되어 동일한 침수심에 대한 피해내용이 달라져 변동폭이 크게 발생되는 한계가 발생하였다. 향후 보다 많은 피해사례를 지속적으로 조사할 필요가 있으며, 이를 통해 손상함수를 개선하기 위한 연구가 계속 진행되어야 할 것이다.

A Quantitative Risk Analysis of Related to Tower Crane Using the FMEA (타워크레인의 정량적 위험성 평가가법에 관한 연구(FMEA 기법 위주))

  • The purpose of this study is to suggest objective evaluation model as a plan to utilize as opportunity in establishing judgment standard of mutual inspection criteria and to upgrade inspection ability by reviewing and analyzing level of danger and importance in advance based on inspection results of inspection institutions regarding tower cranes used in construction fields. Tower crane is a mechanical device transporting construction supplies and heavy materials to places over 20~150M high from the ground for the period ranging from a short time of 2~3 months to two years after being installed in construction sites in vicinity of buildings or structures and is an important facility indispensable for construction sites. However, since use period after installation is short and professional technical ability of technicians working on-site about of tower crane is poor, systematic and quantitative safety management is not carried out As a part of researches on procedure of RBI(Risk Based Inspection) possible to apply to Knowledge Based System based on knowledge and experiences of experts as well as to tower cranes for solving these problems, quantitative RPN(Risk Priority Number) was applied to RPN utilizing technique of FMEA(Failure Mode and Effect Analyses). When general RBI 80/20 Rule was applied parts with high level of risks were found out as wire rope, hoist up/down safety device, reduction gear, and etc. However, since there are still many insufficient parts as risk analyses of tower crane were not established, it is necessary for experts with sufficient experiences and knowledge to supplement active RBI techniques and continuous researches on tower cranes by sharing and setting up data base of important information with this study as a starting point.

  • Web-based health information provides a lot of conveniences, however the security vulnerabilities that appear in the network environment without the risk of exposure in the use of information are growing. Web-based medical information security issues when accessing only the technology advances, without attempting to seek a safe methodology are to increase the threat element. So it is required. to take advantage of web-based information security measures as a web-based access control security mechanism-based design. This paper is based on software architecture, design, ideas and health information systems were designed based on access control security mechanism. The methodologies are to derive a new design procedure, to design architecture and algorithms that make the mechanism functio n. To accomplish this goal, web-based access control for multiple patient information architecture infrastructures is needed. For this software framework to derive features that make the mechanism was derived based on the structure. The proposed system utilizes medical information, medical information when designing an application user retrieves data in real time, while ensuring integration of encrypted information under the access control algorithms, ensuring the safety management system design.

  • Project Management Institute of America separates the types of risk with external risks and internal risks. The external risk is an uncontrollable risk in projects such as changes of policy and related systems, climate, natural disasters, exchange rates and so on. The internal risk is an existing risk in the project itself that is controllable items in the project. Technical risks in project management are cost, quality, time, safety and environment. Therefore, both the external and internal risks should be managed to perform the construction project successfully. In particular, we can secure the quality and safety of facilities through the technical risk management. The importance of potential risk management has been emerging as a major interest and the lack of risk management delays projects and increases construction costs with negative effects of the building safety since the complex building, which is composed of a great number of facilities, consists of many project units and there are conflicts between various participants and stake-holders. This study presents the ways of establishing risk management processes to ensure the safety of the complex building. To that end, establishing procedure of risk management processes is presented and types of risk and factors in construction projects and counter strategies are presented as available risk information on the stages.
