Education support programs in underdeveloped countries are important parts of Korea Official Development Assistance (ODA). Even though Education aid for underdeveloped country is increasing every year, expectations of underdeveloped countries for educational cooperation is not enough. Korea's remarkable economic growth is essential to technical education and training that has been investing in fact. Currently, in the underdeveloped country it is needed human resources development for poverty reduction and national economic development. The purpose of this study is to suggest a strategic approach method for technical education support maximizing the effectiveness in the economic development of recipient countries.

1990년도에 미국은 이 지역에 대한 FMS자금으로 2억5천30만불, 국제 군사교육.훈련비(IMET)로서 1천60만불을 요청하였다. 요청액은 1989년보다는 명목상 1억2천만불이 많다. 그러나 이 증액분중 7천5백만불은 최근 종결된 협정에 따른 필리핀의 군사기지 추가원조액이다. 따라서 기타의 소요에 대응할수 있는 몫은 불과 2천7백30만불에 지나지 않는다. 이것은 태평양국가로서 위치하려는 미국의 결의나 능력이 감퇴하고 있다는 지역내의 고조되는 인식을 시정하기 위한 최저한도의 것이다

Korea is the only country which had been helped from developed countries and is now helping developing countries. Various ODA programs have been actively conducted by Korea after joining the OECD in 1999. Recently, Korea increases the ODA funds to achieve the goal of ODA/GNI ratio 0.2% until 2020. Science and technology ODA (so called appropriate technology) is a huge issue because the departments or agencies of Korean government also increase ODA funds. This research will provide the information of Korean science and technology ODA according to the research areas and funding sources since 1999.

우리나라는 2009년 OECD DAC 회원국으로 가입하면서 6.25전쟁직후 세계 최빈국으로써 원조를 받는 국가에서 60년만에 국제사회에 원조를 제공하는 공여국으로 성장한 국제사회의 유일무이한 사례이다. 우리 나라의 ODA(Official Development Assistance)는 ICT, 교육 분야 등과 같이 우리나라가 세계적으로 경쟁력을 가지고 있는 분야를 특성화하여 제공하고 있다. 모로코는 2012년까지 9,000여개의 모로코 초중등학교에 ICT를 보급한다는 계획과 ICT 산업 육성을 국가 주요 정책으로 추진하고 있는 있어 금번 프로젝트는 모로코 교사의 ICT 역량 강화를 지원하기 위하여 한국의 ICT 교육시스템을 모로코 초중등 교사에게 제공하는 것이다. 본 프로젝트는 교육쎈터 리모델링, ICT 기자재설치, 교사 커리큘럼 개발, 홈페이지 개발, 정책보고서 발간, 모로코 교사 초청 연수로 구분되어 있으며, 2009년 1월에 시작되어 2010년 11월에 완료된다. 본 프로젝트를 통해 모로코 초중등 교사 23만명중 년간 1,000명을 교육하고, 교육을 받은 교사는 소속지역에서 ICT Master Teacher 역할을 담당하게 된다. 본 프로젝트를 통하여 우리나라는 모로코 교육 선진화에 기여하며, 한국 ICT 기자재를 활용함으로써 한국산 H/W, SW 및 교육컨텐츠의 우수성을 모로코와 인근 국가에 홍보하고, 이를 통해 국내 기업의 북아프리카 진출을 간접 지원하였다. 또한, 본 프로젝트를 통하여 모로코를 비롯하여 2000년도부터 년평균 5.3%의 경제성장을 지속하고 있는 아프리카지역에 한국 ICT제품이 진출할 수 있는 방안으로, 국산 e-러닝 개발툴을 영어, 불어와 아랍어 버젼으로 추가 개발하였으며, 모로코 대학과 합작기업을 설립을 추진하고 있다.

한국과학기술정보센터(KORSTIC, 소장 김두홍)는 1980년대 후반에 완전한 자립운영을 실현하기 위한 단계적 시도로 제 1 차 5개년사업계획(1976~1980)을 수립하였다. KORSTIC은 1962년 1월 유네스코 한국위원회에서 출발했고 1964년에는 문교부 산하 사단법인으로 발족되었다. 그후 1967년에 과학기술처 산하로 이관되었으며 재단법인으로 개편하게 되었다. 1969년 한국과학기술 정보센터 육성법의 제정공포로 현 청사(건평 1,548평)에 입사, 정보자료 입수와 자료장비를 갖추면서 1974년 7만여건의 정보자료를 제공해 오고 있다고 한다. KORSTIC 5개년 사업계획의 대요를 살펴보면 ①본 센터 특유의 정보 서어비스ㆍ패턴의 정립, ②대규모 데이터ㆍ뱅크의 설치ㆍ운영 및 ③장비, 자료, 인원확충과 청사증축 등 3대 실천과제를 설정하고 있다. 이 사업이 끝나는 80년대에는 현재의 KORSTIC의 예산상 자립도 20%를 50%선까지 끌어올린 수 있게 되며, 더 나아가 이를 기초한 사업의 계속적인 확장으로 1988년에는 100% 자립하고, 1989년부터는 적자운영을 할 수 있게 한다는 것이다. 이와 같은 계획이 성공적으로 완수되며 본 센터는 그 규모나 서어비스 내용에 있어 선진국 수준까지는 미치니 못할 것이나 개발도상국의 정보 센터로서는 좋은 표본이 될 수 있을 것 같다. 따라서, 직원훈련이나 장비확보 등에 있어서 특정국가나 UN 기구 등의 원조를 받는 수원기관의 입장을 탈피하고 개발도상국들을 지원하는 원조제공기관으로 성장하게 될 것이라 한다. 동 5개년 사업기간중에 추진될 3가지 주요 사업을 그 내용별로 살펴보면 다음과 같다.

International society has been making a lively discussion about natural disaster by climate change to mitigate natural hazard centering around intra-government association. This study dealt with a strategic mitigation and technical adaptation to support a habitual natural disaster region such as Bangladesh in terms of international cooperation for assistance to protect against the natural hazard. The land-cover on scale of one third of Bangladesh is situated lower than sea level that causes habitual flooding accident which gets increasing in the strengthen every single year. Most of people lives around exterior sea coast being faced with disaster of abnormal storm forming every three year cycle. Especially, the socio-economic status of the people in the coast is usually very low, and it need to get help from international cooperation aid. Therefor, the case study for the vulnerability of natural disaster in Bangladesh on geographical analysis is meaningful to join the international cooperation taking a part of role on technical support and education for adaptation of the natural disaster.

Korea Hydrographic and Oceanographic Agency(KHOA) carried out a research project named 'Marine Fisheries Infrastructure Construction and Technology Training for the Philippines' as part of the 1st Official Development Assistance(ODA) from 2015 to 2018. It is preparing for the 2nd ODA project which will begin in 2020. Besides, recently, the Philippines is paying attention to marine territory management and response capability due to problems such as the sea-level rise and coastal erosion caused by climate change. Therefore, before 2nd ODA to the Philippines, this study analyzed the vertical ocean model on the vertical datum in Korea and suggests the direction of development of the vertical ocean modeling system for the vertical datum in the Philippines using the observed data from the permanent tide station which was built by the Philippines ODA research project over the last four years. Moreover, as a pilot study, the Sulu Sea in the Philippines was selected and analyzed by harmonic analysis method. At each tide station, constants for correction had been computed. And the grid-based tidal model was constructed based on this study. As a result of the study, similar tidal characteristic were observed when the prediction and the measured tide were compared by applying the constants for correction between two station in the sea area with similar tidal level. These results could be used as basic data for the 2nd ODA to the Philippines, and contributed to construct and maintain a close cooperation and friendship between Korea and the Philippines.
