ATM 교환기의 가치평가

  • 본 논문은 초고속 통신망 구축의 핵인 ATM 교환기가 1998-2010년 동안에 국가에 미치는 효과를 경제적 가치와 비경제적 가치로 나누어 평가한 것이다. 경제적 가치는 낙관, 비관 및 중간의 3가지 시나리오에 입각하여 측정한 결과, 명시적 생산유발효과가 약 4조원∼약5조원, 타산업 생산성 증대 효과 등의 묵시적 경제효과는 약 4조원∼약 6조원에 달할 것으로 예상된다. 이에 따라 총 경제적 효과는 약 8조원∼약 11조원으로 추정되었다. 한편 비경제적 가치는 약 18조원∼약31조원에 이를 것으로 나타났다. 따라서 비경제적 효과가 경제적 효과보다 2배 이상 큰 것으로 나타났다. 이유는 ATM 교환기가 중간재 성격을 띄고 있는 기술이기 때문으로 평가된다. 이 결과는 소비재의 경우 경제적 가치가 비경제적 가치보다 크다는 민완기 외(2000)와 설성수 외(2000b)와 대비되는 것이다. 또한 1999년말 경제적 가치는 매우 작은 것으로 나타났는데 이는 시장상황변화에 따라 기술개발효과가 줄었기 때문이다. 이것은 기술예측의 중요성을 말해주고 있다.

A Study on Public Interest-based Technology Valuation Models in Water Resources Field (수자원 분야 공익형 기술가치평가 시스템에 대한 연구)

  • Recently, as economic property it has become necessary to acquire and utilize the framework for water resource measurement and performance management as the property of water resources changes to hold "public property". To date, the evaluation of water technology has been carried out by feasibility study analysis or technology assessment based on net present value (NPV) or benefit-to-cost (B/C) effect, however it is not yet systemized in terms of valuation models to objectively assess an economic value of technology-based business to receive diffusion and feedback of research outcomes. Therefore, K-water (known as a government-supported public company in Korea) company feels the necessity to establish a technology valuation framework suitable for technical characteristics of water resources fields in charge and verify an exemplified case applied to the technology. The K-water evaluation technology applied to this study, as a public interest goods, can be used as a tool to measure the value and achievement contributed to society and to manage them. Therefore, by calculating the value in which the subject technology contributed to the entire society as a public resource, we make use of it as a basis information for the advertising medium of performance on the influence effect of the benefits or the necessity of cost input, and then secure the legitimacy for large-scale R&D cost input in terms of the characteristics of public technology. Hence, K-water company, one of the public corporation in Korea which deals with public goods of 'water resources', will be able to establish a commercialization strategy for business operation and prepare for a basis for the performance calculation of input R&D cost. In this study, K-water has developed a web-based technology valuation model for public interest type water resources based on the technology evaluation system that is suitable for the characteristics of a technology in water resources fields. In particular, by utilizing the evaluation methodology of the Institute of Advanced Industrial Science and Technology (AIST) in Japan to match the expense items to the expense accounts based on the related benefit items, we proposed the so-called 'K-water's proprietary model' which involves the 'cost-benefit' approach and the FCF (Free Cash Flow), and ultimately led to build a pipeline on the K-water research performance management system and then verify the practical case of a technology related to "desalination". We analyze the embedded design logic and evaluation process of web-based valuation system that reflects characteristics of water resources technology, reference information and database(D/B)-associated logic for each model to calculate public interest-based and profit-based technology values in technology integrated management system. We review the hybrid evaluation module that reflects the quantitative index of the qualitative evaluation indices reflecting the unique characteristics of water resources and the visualized user-interface (UI) of the actual web-based evaluation, which both are appended for calculating the business value based on financial data to the existing web-based technology valuation systems in other fields. K-water's technology valuation model is evaluated by distinguishing between public-interest type and profitable-type water technology. First, evaluation modules in profit-type technology valuation model are designed based on 'profitability of technology'. For example, the technology inventory K-water holds has a number of profit-oriented technologies such as water treatment membranes. On the other hand, the public interest-type technology valuation is designed to evaluate the public-interest oriented technology such as the dam, which reflects the characteristics of public benefits and costs. In order to examine the appropriateness of the cost-benefit based public utility valuation model (i.e. K-water specific technology valuation model) presented in this study, we applied to practical cases from calculation of benefit-to-cost analysis on water resource technology with 20 years of lifetime. In future we will additionally conduct verifying the K-water public utility-based valuation model by each business model which reflects various business environmental characteristics.

A Study on the Appropriateness of Intellectual Property Valuation: The Patent Valuation of Korea Technology Finance Corporation (지식재산평가의 적정성에 대한 연구: 기술보증기금의 특허가치평가를 중심으로)

  • Recently, the value of intellectual property rights including patents has been estimated for various purposes. In particular, the evaluation of loans, guarantees and collateral through patent valuation is increasing with the revitalization of technology financing. Although various studies have been conducted on patent valuation, little research has been done on the adequacy of patent valuation. In this study, using the DCF model, which is the most commonly used method of technology valuation, we examine the appropriateness of the patent valuation by comparing and analyzing the estimated value and actual value of the patent. An empirical result shows that the difference between estimated value and the actual value is statistically significant, and there is a significant difference between the estimated value and the actual value depending on the classification of evaluation work. In addition, while there is no difference between professors, patent attorneys, and researchers in the analysis of value differences according to technical evaluators, there is a significant difference between patent attorneys and other evaluators. Finally, we find a significant value difference between estimated value and actual value of technology subject to evaluation by industry.

  • Recently, it has been observed that as the level of Science and Technology in Korea is improving, the demand for technology transfer from overseas buyers is also increasing. A technical value is an important factor for the technology transfer process and the valuation of technology should be performed reasonably. Specifically, a non-economical value has to be examined thoroughly when conducting the valuation for a technology that depends on public values. Since public technology has public benefit as its purpose when compared to technology from the private sector, its discount rate should be appropriately assessed and reflected in its valuation process. In this context, this study presents the methodology of valuation of public technology particularly relating to the transfer of technology from the national defense industries. To be specific, both an application method of the discount rate according to the characteristics and the purpose of the target technology and a qualitative and quantitative evaluation method to reflect the public values are presented. The proposed method for the valuation of defense technology could be used practically both in strengthening bargaining capability based on the reasonably derived technical values for transfer of national defense technology abroad and in the compilation of budgets for technology development in the future.

건설분야기술의 경제성 평가 적용 방안 연구

  • 국가적으로 국가경쟁력 확보 차원에서 신기술 개발 및 국가전체에서의 미활용기술의 발굴 및 사업화가 추진되고 있다. 건설분야도 아직까지 관련한 기술이 사업화되지 못하고 있는 실정이므로 이러한 기술의 사업화 촉진을 위하여 경제성 분석을 적극적으로 활용할 필요성이 제기되고 있다. 이러한 기술의 경제성 평가영역은 기술 자체에 대한 이해를 전제로 연구개발 및 시장정보, 경제학과 경영학, 산업공학 등 다양한 학문이 모두 융합되는 복합평가영역의 범주에 속하기 때문에 이에 대해 체계적으로 평가체제를 마련하기는 많은 한계가 있다. 특히, 건설기술은 그 분야만의 특이한 특성과 정부주도형, 사회기반적인 시장에 유동적이므로 이러한 부분의 고려가 요구된다. 관련하여 도로 및 교량기술의 사례를 기반으로 기술의 경제성 평가를 수행함으로써 다른 분야와 차별화 되거나 특화되는 부분을 도출, 분석, 정리하고자 한다. 본 연구에서는 건설 기술 가치평가 시 각각의 평가요소에 건설 산업의 특성을 반영하는 방법 및 절차를 정리하고, 현실적으로 고유한 가치평가요소를 추출하여 실무에 활용할 수 있도록 한다.

  • As transaction and investment using technology are vitalized, the need for objective standards for the technology is increasing. Current technology value evaluation system is limited lacking reliability and objectivity. Besides the traditional evaluation methodology which are market approach, income approach and cost approach other diverse evaluation methodology such as real option method and royalty calculation method are being studied; however currently there are no dominant evaluation methodology in the market. Same value evaluation system cannot be applied between similar technologies because value of technology is relatively decided based on the target. Approaching through collective intelligence and crowd sourcing, in meaning of majority participant's decision can make objective and better result than handful of experts, suggest alternative to problems of such matter above. By grafting the four types of crowd sourcing model which are Wisdom, Voting, Funding and Creation, this paper will discuss the ways to enhance the objectivity of technology evaluation through direct evaluation utilizing expert group and the public's indirect evaluation.

  • The CT is all relation knowledge and technology which are applied to make the culture contents. Recently demand regarding the CT is increasing rapidly with a great growth and high technology of culture contents industry. In this paper we suggest a CT technology valuation model for promoting R & D results and technical diffusion of the CT. Also, It is shown how to derive a value of the CT using simulation. For it, we study a classification and distinctive characteristics of the CT. And this paper reviews the methods of technology valuation that have been developed by valuation specialists.

  • 본 논문은 벤처기업을 합리적으로 평가할 수 있는 평가모형과 방법을 제시할 목적으로 코스닥 등록기업 중 무작위추출에 의해 선정된 99개 빈처기업을 분석표본으로 삼았으며 기업별 시장주가로 2000년 1월부터 2001년12월까지의 최고, 최저, 평균주가를 추출하였다. 본 논문에서는 벤처기업가치평가 모형으로 실물옵tus 평가 모형 쿵 성장옵션모형을 이용하여 각 기업의 현재가격, 행사가격, 변동성, 행사기간, 무위험이자율의 5개 변수로 벤처기업의 옵션가치를 산출하고 여기에 잔존가치를 현금흐름 할인법으로 한인 산출하여 그 값을 합하여 기업가치를 평가하였고 또한 현금흐름 할인법(DCF)을 이용하여 기업가치를 평가하였다. 여기에 사용된 각종 파라미터 값은 우리나라 벤처기업과 산업의 자료를 중심으로 추출하여 본 모형에 적용, 기업의 가치를 실증적으로 평가하였다.

Technology Valuation Method for Improving Its Reliability to Expand Technology Transfer Market (기술이전 활성화를 위한 사업화주체 발굴 전(前) 단계에서의 기술가치평가 신뢰성 제고방안에 관한 연구)

  • Due to the toughening intelligence-based competitions among nations, it has become important to industrialize R&D results. To industrialize R&D results through technology transfer, the transfer fee between a technology developer and a company should be discussed. While discussing the transfer fee, the results of technology valuation have been used. However, due to the unreliability of its result, the technology transfer market has not been expanded. In this paper, we discuss the improvement of the reliability of the technology valuation method to expand the technology transfer market. The proposed scheme provides graph-type technology valuation results according to various industrial scenarios using objective technology and market data. With the use of the proposed scheme, the technology developer and the consumer (i.e., the company) can determine the appropriate technology transfer fee. Thus, the proposed scheme is expected to contribute to the expansion of the technology transfer market.

  • The digital content industry, purred by the growth of high technology content digitization is growing in demand for content technology. The development of the digital content industry and competitive technology ensure that superior digital content is essential. National policy development through business support enables the digital content industry to pursue technology development, transfer and trade, export and industrial use of digital content and value creation to maximize the time required for project. To this end, significant public and corporate funds to strengthen competitiveness for digital content on research and development. Companies perform research and development for effective decision-making, and invest in an archive to check the efficiency and soundness of technology valuation systems in place. This research studies the development of digital content, technology, and the old methods of technology commercialization to facilitate the growth and development of digital content throughout the business world. In order to assess the value of this support, a technology valuation framework has been developed and applied to this case to validate its usefulness.
