  • As forest therapy is getting more attention than ever, it is important to organize time for activity and location based on spatio-temporal distribution of weather condition in forest. This study aimed to analyze precise spatio-temporal distribution of weather condition by installing long-term weather monitoring device in Yonghyun national natural recreation forest and using acquired weather data in order to support forest recreation and therapy activity. First, we statistically compared 4 models of semi-variogram and the results were all similar. We selected and analyzed the circular model for this study because it was presumed to be the best model for this case. We derived 128 results from the circular model and through semi-variogram, we identified seasonal and temporal distributions of temperature and humidity. Then, we used boxplot, made of partial sill level, to identify significant differences in seasonal and temporal distributions. As a result, in spring and early morning, both temperature and humidity showed equalized result. On the other hand, in summer and early afternoon, both temperature and humidity showed uneven result. In spring and early morning, changes in weather condition are shown little from spatial shifting, it is ideal to perform recreational activities and forest therapy but in summer and early afternoon, it is unadvisable to do so as the changes in weather condition could be harmful unless any other means of preparations are made. This study proposes its significance by analyzing seasonal micro-weather of single recreation forest and presenting seasonal and temporal outcomes.

  • An adequate downscaling of the official forecasts of Korea Meteorological Administration (KMA) is a prerequisite to improving the value and utility of agrometeorological information in rural areas, where complex terrain and small farms constitute major features of the landscape. In this study, we suggest a simple correction scheme for scaling down the KMA temperature forecasts from mesoscale (5 km by 5 km) to the local scale (30 m by 30 m) across a rural catchment, especially under temperature inversion conditions. The study area is a rural catchment of $50km^2$ area with complex terrain and located on a southern slope of Mountain Jiri National Park. Temperature forecasts for 0600 LST on 62 days with temperature inversion were selected from the fall 2011-spring 2012 KMA data archive. A geospatial correction scheme which can simulate both cold air drainage and the so-called 'thermal belt' was used to derive the site-specific temperature deviation across the study area at a 30 m by 30 m resolution from the original 5 km by 5 km forecast grids. The observed temperature data at 12 validation sites within the study area showed a substantial reduction in forecast error: from ${\pm}2^{\circ}C$ to ${\pm}1^{\circ}C$ in the mean error range and from $1.9^{\circ}C$ to $1.6^{\circ}C$ in the root mean square error. Improvement was most remarkable at low lying locations showing frequent cold pooling events. Temperature prediction error was less than $2^{\circ}C$ for more than 80% of the observed inversion cases and less than $1^{\circ}C$ for half of the cases. Temperature forecasts corrected by this scheme may accelerate implementation of the freeze and frost early warning service for major fruits growing regions in Korea.

  • Some preliminary studies were conducted to find out whether the levee-burning could justifiable for the suppression of insect pests, particularly the smaller brown planthopper (Laodelphax striatellus F.). Density surveys on pests and their enemies (mostly spiders) were carried out upto the mid May at an experimental paddy field located in Suwon after of it's levee $(72\times1m)$ was burned on Feb. 20, 1987. Results were discussed in relation to density recovering of both pests and their possible enemies (spiders) and summarized as below. Not a single individual of any pest or enemy was found from the levee upto sometime after the levee-burning. Grasses started to grow more vigorously in burned ares than in unburned upto about 60 days after the burning. And densities of both pest and enemies grew higher in burned areas than in unburned from about 75 days after the burning (in Early may). It is suspected that all individuals of pests and enemies fond from the burned areas could have immigrated from the surrounding areas. If levee-burning was carried out in much wider areas, much longer time would be needed to recover the density of both pests and enemies to the center region of the burning. Wingless spiders would require even longer time than winged pest species to re-establish in the center region of the widely burned field. Pirata subpiraticus, the most abundant spider species in Korean paddy fields, starts to move about and searches for food at above $9^{\circ}C$ which is somewhat lower than the critical temperature for the pest species. Thus P. subpiraticus would require more food than other pest species early in the spring, and therefore, it would have lower probability to survive than pest species particularly in burned areas. Experiments for pest suppression with levee-burning would better be carried on in much wider areas, and its justification seems to be discussed after man other disciplines related to both pests and their natural enemies were throughly studied together with their density surveys. However, according to the present point of vie, the opinion that levee-burning is helpful for controlling pests which over winter on levee areas could not be justifiable.

  • The K-DRUM(K-water hydrologic & hydraulic Distributed RUnoff Model), a distributed rainfall-runoff model of K-water, calculates predicted runoff and water surface level of a dam using precipitation data. In order to obtain long-term hydrometeorological information, K-DRUM requires long-term weather forecast. In this study, we built a system providing long-term hydrometeorological information using predicted rainfall ensemble of GloSea5(Global Seasonal Forecast System version 5), which is the seasonal meteorological forecasting system of KMA introduced in 2014. This system produces K-DRUM input data by automatic pre-processing and bias-correcting GloSea5 data, then derives long-term inflow predictions via K-DRUM. Web-based UI was developed for users to monitor the hydrometeorological information such as rainfall, runoff, and water surface level of dams. Through this UI, users can also test various dam management scenarios by adjusting discharge amount for decision-making.

  • A topography-precipitation relationship derived from the southern part of Korean Peninsula was applied to North Korea where climate stations are few and widely separated. Two hundred and seventy seven rain gauge stations of South Korea were classified into 8 different groups depending on the slope orientation (aspect) of the region they are located. Monthly precipitation averaged over 10 year period (1986-1995) was regressed to topographical variables of the station locations. A 'trend precipitation' for each gauge station was extracted from the precipitation surface interpolated from the monthly precipitation data of 24 standard stations of the Korea Meteorological Administration and used as a substitute for y-axis intercept of the regression equation. These regression models were applied to the corresponding regions of North Korea, which were identified by slope orientation, to obtain monthly precipitation surface for the aspect regions. 'Trend precipitation' from the 10 year data of 27 North Korean standard stations was also used in the model calculation. Output grids for each aspect region were mosaicked to form the monthly and annual precipitation surface with a 1km$\times$1km resolution for the entire territory of North Korea. Spatially averaged annual precipitation of North Korea was 938 mm with the standard deviation of 246 mm.

  • The usefulness of processing and analysis systems of GIS-based agricultural climate data is affected by the reliability and availability of computing infrastructures such as cloud, on-premises, and hybrid. Cloud technology has grown in popularity. However, various reference cases accumulated over the years of operational experiences point out important features that make on-premises technology compatible with cloud technology. Both cloud and on-premises technologies have their advantages and disadvantages in terms of operational time and cost, reliability, and security depending on cases of applications. In this study, we have described characteristics of four general computing platforms including cloud, on-premises with hardware-level virtualization, on-premises with operating system-level virtualization and hybrid environments, and compared them in terms of advantages and disadvantages when a huge amount of GIS-based agricultural climate data were stored and processed to provide public services of agro-meteorological and climate information at high spatial and temporal resolutions. It was found that migrating high-resolution agricultural climate data to public cloud would not be reasonable due to high cost for storing a large amount data that may be of no use in the future. Therefore, we recommended hybrid systems that the on-premises and the cloud environments are combined for data storage and backup systems that incur a major cost, and data analysis, processing and presentation that need operational flexibility, respectively.

  • This work demonstrates the indoor SI-traceable calibration of a transmissometer with a 75-m baseline for the measurement of visibility in MOR (Meteorological Optical Range). The calibration is performed using a set of neutral density (ND) filters (OD 0.1-2.5) and a set of high-transmission quartz glass plates (a bare quartz glass plate and antireflective-coated quartz glass plates), the collection consisting of 20 artifacts in total. The luminous transmittance values of the reference artifacts had been calibrated traceable to the KRISS spectral transmittance scale, which ranges from 0.2 % to 99.5 %. The transmissometer to be calibrated typically consists of a loosely collimated light source based on a white LED (CCT ~5000 K) and a luminous intensity detector with a CIE 1924 V(${\lambda}$) spectral response. As a result of calibration, we obtained the MOR error and its uncertainty for the transmissometer in 20 m - 40 km of MOR. Based on the results, we investigated the applicability of the calibration method and the conformity of the transmissometer to the ICAO's (International Civil Aviation Organization) accuracy requirement for meteorological visibility measurement. We expect that this work will establish the standard procedure for the SI-traceable calibration of a transmissometer.

  • In this paper, we implemented the sign board system that displays user's image, user's sentence, the information from DARC an[1 information based position by GPS module for vehicle. The existing sign board is displaying only user's image and sentence. Or other existing sign board is displaying the information via CDMA network. However, our system is also able to display the user's message like other system and gain the information more cheap by DARC. This system consists of 6 parts. The DARC control part classes the DARC information - news, weather, stock and time. The GPS control part gains moment and item to display with calculating the information of global position, direction, speed and satellite. The LED control part has two buffers to store and handle the image. The buffers help the system display various effected images on LED board. An external memory card includes the location based data, the option file and the displayed data files. The data files are stored by FAT 16 with the folder structure on external memory card. The USB controls the communication with PC. PC programs can control and monitor this system. This system is using G72l voice file format, for casting the information. This system was established at the vehicle and we monitored this system. The system displayed the DARC data , user's data and the location based data on the LED board, successfully.

  • Following ISO 20471, in this study, first, two sets of safety clothes and safety vests were made by designing and attaching animal and bird patterns preferred by children to retroreflective films and black fabrics on those fluorescent fabrics and retroreflective materials prescribed by international standards. Second, by mounting a smart photonic device on the safety clothing so that the body can be recognized from a distance even without an ambient light source at night, children can emit three types of light depending on the situation with just one-touch of the button. From a result of comparison with visibility a day and night by dressing a mannequin in the made smart safety clothing, the difference in visibility was evident at night, it was confirmed that we can see the figure of a person even at a distance of approximately 70 m. Therefore, it is expected to contribute to the prevention of traffic and other accidents on the road, as the drivers driving at night or in bad weather can recognize a person from a distance. Third, in case of the energy is exhausted and cannot maintain the stability of the light-emitting function of the optical faber, we can use energy harvesting device, and the light-emitting time will be extended. As a result it comes up to emit light stably for a long time. And this prove that smart photonic safety clothing can also be used for night workers. Therefore, optical fiber safety clothing is expected to be highly wearable not only in real life but also in dark industrial sites due to stable charging by applying the energy harvesting provided by solar cells.

  • Variable message sign (VMS), which is used for providing real-time information on traffic conditions and accident occurrences, is one of the important components of intelligent transportation systems. It is essential that the scheme of VMS message phase and duration should be designed with the consideration of drivers' message reading time that will be depended on various causal factors, such as the amount of VMS messages, drivers' travel speed, and geometric conditions. However, there have been not much efforts to explore the relationships between the drivers' message reading time and the above causal factors. Driving simulator experiments were conducted to obtain drivers' message reading time with respect to the amount of VMS messages, drivers' travel speed, and different geometric conditions. Regression modeling techniques were applied to develop an estimation model for drivers' message reading time. Probabilistic outcomes of the proposed model would be greatly utilized to design proper VMS message phase and duration.
